🛑 Portugal hits the brakes on shared scooters

Portugal’s shared e-scooter market is facing a growing backlash, with local bans spreading and national restrictions under consideration. The latest signal comes from the capital: Lisbon’s mayor Carlos Moedas has promised concrete steps to tackle what he describes as the “utter chaos” caused by scooters on the city’s pavements. Lisbon has already lowered speed limits, while the Portuguese automobile association ACP is pushing for a local referendum on e-scooters. Together, these developments point to mounting political pressure on shared services.

Cities pull back

Lisbon’s debate follows restrictions and service closures elsewhere in Portugal. So far in 2026, several cities have withdrawn support for shared micromobility. Braga banned shared e-scooters from 1 September, ending the contract of sole operator Bolt. Mayor João Rodrigues described the vehicles as more problematic than beneficial. Espinho ended its shared bike and scooter programme in late July, citing disorder in public space, while Vila Nova de Gaia has moved to suspend its service.

Elsewhere, the debate remains open. In Porto, mayor Pedro Duarte views scooters as a problem and would rather promote cycling, while Coimbra says it currently lacks the conditions to introduce them. These positions differ from outright bans, but they narrow the prospects for operators seeking new markets.

Safety concerns are also fuelling the backlash. In Braga, reported annual trips rose from 32,000 in 2023 to 144,000 in 2025, but local reporting also cited more than 40 accidents in 2026, mostly involving under-18s. Such figures help explain the political response, although accident totals alone do not establish whether the risk per trip has increased—or how much of the problem involves shared rather than privately owned scooters.

A proposed helmet mandate

Alongside local restrictions, Portugal is considering tighter national rules. Parliament approved a PSD helmet bill at its first reading, sending it to committee for detailed scrutiny before a final vote. The proposal is not yet law.

The draft would make helmets mandatory for e-scooter and e-bike riders and require reflective clothing or equipment from dusk until dawn and whenever visibility is poor. Proposed fines for failing to wear a helmet range from €60–€300 for scooter riders and €30–€150 for e-bike riders. The bill received broad cross-party support.

For shared-mobility operators, the implications extend beyond scooters. A helmet mandate could address some safety concerns, but would also make spontaneous rentals less convenient, particularly for occasional users who do not carry a helmet. Public and private e-bike services could face the same barrier.

A market at risk

Portugal’s operators face pressure on two fronts: municipalities are restricting or withdrawing services, while proposed national rules could make casual use less convenient. Designated parking areas, fleet caps, geofencing and closer municipal coordination offer tools to address concerns, but operators will need to show that these measures work in practice.

Portugal illustrates how quickly demand growth can be overtaken by concerns over safety and public space. For operators, the challenge is increasingly to demonstrate that shared scooters can fit into cities’ transport systems—with reliable parking, effective enforcement and clear municipal oversight. In a shrinking market, retaining permission to operate may matter as much as attracting the next rider.

 🟢Green light for Lime in the UK

Lime has quietly turned one of its biggest markets into one of its most profitable. The US micromobility operator saw its UK profits more than double to €5.5m in 2025, up from £2m a year earlier, on revenue that rose by roughly a third to €174m — figures filed at Companies House. The growth is broad-based: average monthly active users climbed 31% to nearly 700,000, while the fleet expanded by more than 4,500 vehicles to around 38,000 e-bikes and scooters. For a sector long defined by cash-burn and consolidation, a dockless operator posting rising profits and rising ridership at this scale is a genuine rarity.

 💶 Pay for the trip, not for the system

Traditionally, cities have funded bike-share at the system level: they pay to establish and operate a service, then work to attract riders. Prague and Bologna illustrate a more targeted approach. Both use privately operated fleets, but direct some public money towards particular journeys or users. Prague plans to pay more for rides that reach its outer districts; Bologna has combined a payment for the service with separate incentives for transit subscribers and other users. The idea is to be more precise about what each subsidy is meant to achieve.

Prague: paying more for peripheral rides

Prague’s planned bike-share contract changes the value of a subsidised ride according to where it starts or ends. Holders of a long-term Lítačka public transport pass will be eligible for free 15-minute rides on participating services, currently operated by Rekola and Nextbike. Once the new contract is in place, the allowance is expected to rise to up to four rides a day, capped at ten a week.

The city will apply a geographic coefficient to the price it pays operators: 0.5 in the urban core, 1.0 in intermediate areas and 2.0 in outer areas. A ride starting or ending in an area assigned the highest coefficient would therefore attract four times the payment of one confined to the core. Prague’s aim is to make bike-share more viable where demand is thinner and public transport less dense. Whether the higher payment delivers better bike availability in those areas will depend on how operators respond. The proposed contract is worth around CZK 50 million (€2.05 million) over roughly two years and could involve up to three operators.

Bologna: adding incentives to an existing service

Bologna takes a different route. RideMovi operates the city’s bike-share service under a concession. Riders pay to use it, while the city also makes a payment to the operator for the service. On top of that arrangement, Bologna has introduced incentives aimed at specific groups and uses.

• Public transport subscribers have been offered free RideMovi rides through a separately funded promotion, linking bike-share to the wider transit network.

• A Bike to Work initiative allocated apprix €90,000 to discounted passes for employees.

• A national Buoni Mobilità programme provided another €15,000 in vouchers for shared-mobility trips.

These measures serve different purposes. The payment to RideMovi supports the operation of the service; the additional funds encourage particular people to use it. That distinction gives the city room to adjust an incentive without redesigning the entire bike-share contract.

What can a targeted subsidy do?

The two cities are targeting different things. Prague targets place: it plans to pay more for eligible rides in areas where the economics of bike-share are less favourable. Bologna targets users: its free-ride promotion makes bike-share more attractive to people who already use public transport.

Neither approach proves, by itself, that a subsidised ride replaces a car journey. Nor does a higher payment for peripheral trips guarantee that bikes will be available when people need them. Those are outcomes cities would need to measure. What the schemes do show is a move towards stating more clearly why public money is being spent, and designing the payment around that purpose.

More precise, but harder to sustain

Targeting also creates a risk for riders: a benefit funded through a separate programme may disappear while the underlying service continues. Bologna offers a recent example. The city’s promotion of free rides for public transport subscribers ended on 11 February 2026. RideMovi bikes remained available, but subscribers could no longer rely on the same fare benefit.

That matters because people plan journeys around prices they expect to remain available. A targeted subsidy needs more than a clear objective; it needs dependable funding and simple communication when the rules change.

Prague and Bologna show two ways to make public spending on bike-share more specific. Prague proposes paying more for eligible rides in areas it wants operators to serve. Bologna has used additional funds to make an existing service cheaper for selected users. The test is whether these targeted payments produce the intended benefits—and whether cities can keep those benefits reliable enough for people to use them.

 🚉 Ticket to Ride: France's station bike-share bet

Across Europe, the bike-share conversation is dominated by dense-city free-floating and dockless fleets. But a quieter, distinctive model has been spreading in parallel: national or regional transport authorities putting rental bikes directly at train stations, branded under the regional train operator’s identity and aimed squarely at covering the “first and last kilometre” before or after a train journey. It’s a publicly led, station-based mobility layer designed to make the train+bike chain work in the medium and small towns that municipal schemes never reach. Brittany’s launch this month offers the clearest indication yet of where the model is heading—and how France’s approach differs from the Dutch and German benchmarks.

BreizhGo lights the fuse

On 18 September 2026, the Brittany Region launched Vélo BreizhGo, operated by Ecovelo: around 150 e-bikes across 15 Breton train stations by year-end, plus 50 Brompton folding bikes for medium-term rental, at a deliberately affordable €5 for up to 12 hours. The Region is putting €2.7m behind deployment and three years of operation, with EU and French Ecological Transition Agency support. The pitch is simple — a self-service, geofenced solution for the first and last kilometres of journeys involving a BreizhGo train, bus or ferry.

Brittany is the latest example of a broader trend. The same station-bike logic runs through region-branded schemes such as Fluo in Grand Est and Vélo Modalis in Nouvelle-Aquitaine, while the national railway company SNCF builds the parking and secured-shelter backbone. France’s regions, which are responsible for regional rail services, are treating the station forecourt as their own mobility real estate.

Europe's reference remains the Netherlands' OV-fiets, run by national rail operator NS: launched in 2003, it reached 282 locations, roughly 22,120 bikes and 5.9m rentals in 2024, tied to a subscription on the OV-chipkaart and a flat per-day fee. Germany's Call a Bike, operated by Deutsche Bahn, plays a comparable rail-anchored role. There is a structural contrast: the Dutch and German systems operate nationally under a single operator—the railway companies themselves—whereas France’s model is fragmented by region.

What's it actually for — and does the model add up?

The intention is to serve occasional intermodal journeys — the commuter closing the gap between train station and workplace, the visitor without a car, the resident of a mid-size town with no dense municipal fleet. Unlike urban free-floating built around short, frequent hops, train station bikes optimise for the first and last leg of a rail journey, hence the e-bikes for range, the station anchoring for predictability, and the day-scale tariffs. And the target is deliberately not the metros but the medium and small towns, precisely the places dockless operators avoid.

The economics are a different animal from the dense urban world. These are publicly funded service contracts, not businesses expected to turn a profit from usage alone: Brittany's €2.7m over three years and €5/12h price signal an authority buying network coverage and modal shift, with the operator paid to deploy and run rather than to break even on rides. OV-fiets sits at the other end — subscription-based, high-volume, operating at a scale that brings it closer to commercial viability — which is what a national footprint and two decades of maturity buy you. The open question for the French model is whether region-by-region deployments can ever reach the density and ridership that make the Dutch economics work.

The friction appears in larger cities that already run their own VLS or host free-floating, where a region-branded station fleet risks overlapping catchments, split subsidies and user confusion across brands, apps and tariffs. The cleaner setups keep a clear division of labour — the region owns the station and last-mile layer plus long-distance intermodality, the city owns dense intra-urban circulation — but that coordination is far from guaranteed across France's overlapping authorities.

"Train Station-based" bike share is emerging as a distinctively French answer to a problem the dockless boom never solved: mobility for the territories between the big cities. Brittany's BreizhGo launch shows the template maturing — affordable, publicly-backed, e-bike-first, rail-anchored. The ceiling is structural, since a region-by-region patchwork will struggle to match the density, integration and near-viability of a national single-operator system like OV-fiets. The next test is whether France's regions start coordinating their station-bike layers with each other and with municipal schemes, turning a promising mosaic into a network. If they do, "vélo en gare" could become one of Europe's more interesting intermodal experiments.

💶 A Fistful of Euros: Spain forces companies to rethink the commute

Spain is making employers take responsibility for how their staff get to work. Under the Ley 9/2025 de Movilidad Sostenible, every work centre - including public sector - with more than 200 employees or 100 per shift must have a sustainable mobility plan in place by 5 December 2026 — a window compressed from the original two years down to roughly twelve months. The plans must actively promote active travel, public transport, zero-emission vehicles, shared mobility and telework, backed by a workplace diagnosis and negotiated with employee representatives.

 🚗 Filling Milan's Car-Share Vacuum

Milan invented Italian free-floating car-share. It also watched it collapse. In the span of eighteen months, the city lost most of its operators — and with them, thousands of vehicles that had become part of the urban mobility fabric. The tender published on 7 August 2026 is the city's attempt to rebuild. It is also a case study in what happens when car-sharing economics break down at scale.

Europe's most ambitious car-sharing market

Milan launched its first free-floating car-sharing service in December 2013 with Enjoy, ENI's mobility subsidiary. By the early 2020s, the city had become one of Europe's most densely served markets: in November 2022, 2,662 cars were in service in Milan in free-floating mode, of which 1,062 were electric — across four operators: Enjoy (ENI), E-Vai, Share Now, Leasys/Drivalia, and Zity.

The collapse was coming. Zity closed on 18 December 2025. From January 2026, Enjoy abandoned free-floating entirely, switching to a station-based model with rental and return only at Enilive service stations, airports, and railway stations. By mid-2026, the Municipality of Milan's own website acknowledged only two operators remained: Drivalia and Free2move.

In 2024, according to AMAT, shared cars generated nearly 8,200 daily rentals— already down compared to 2023. The direction of travel was clear before the exits accelerated. Profitability in free-floating car-share is structurally difficult: high insurance costs, vehicle depreciation, maintenance, parking disputes, and competition from ride-hailing all compress margins in ways that scale alone cannot solve.

What the new tender asks for

Published on 7 August 2026, the new authorisation framework sets out to rebuild the market on more durable terms. Key requirements: a minimum fleet of 200 vehicles per operator (or 50 quadricycles), authorisations running until 30 November 2030, and — the most structurally significant condition — full electrification mandatory by 1 January 2030. Until then, Euro-compliant combustion and hybrid vehicles under 100,000 km are permitted under a transitional regime.

The city is not subsidising the service. The model remains commercial — operators pay for access to the permit, bear the commercial risk, and set their own fares. What Milan is providing is regulatory certainty: a clear contract term, defined technical standards, and a framework that allows operators to plan fleet investment with confidence that the rules won't change at the next council meeting.

The electrification deadline is the defining constraint. Any operator entering the Milan market now must build a business case that works on EVs by 2030 — which means infrastructure access, charging logistics, and fleet economics that stack up at scale. Given that most European car-share operators have been electrifying their fleets progressively since 2020, this is achievable — but it narrows the field.

Car-sharing in Europe: a mode in search of its footing

Milan's experience is not representative of European car-share as a whole — but it is instructive. Across the continent, the market remains active and sometimes genuinely healthy. Miles in Germany has built a profitable, growing operation in Berlin and Hamburg. Poppy in Belgium has successfully combined cars, mopeds and scooters under a single app across Brussels, Ghent, and Antwerp. Free2move (Stellantis) and ShareNow continue to operate in multiple European cities. The mode is not broken. It is, however, acutely sensitive to local conditions.

What Milan illustrates is that car-share economics can collapse under the right combination of pressures. Assosharing confirmed that each vehicle was generating losses of over €400 per month — driven primarily by a municipal fee structure described as "by far the highest of any major Italian city," compounded by high operating costs and fierce competition from micromobility. Zity had 136,000 users and 1.7 million rentals to its name when it closed. The problem was never demand. It was the cost of serving that demand in a city that had made car-share structurally unviable.

The same operator can be profitable in Brussels and loss-making in Milan. The broader pattern across European exits — Share Now consolidating, Zity dissolving its parent entity Mobilize Beyond Automotive, Enjoy abandoning free-floating — points not to a failed mode but to a failed assumption: that free-floating car-share could sustain itself commercially in dense European cities without either public subsidy or a captive corporate parent absorbing the losses. The operators that have survived without either — Miles, Poppy — have done so by staying focused, keeping costs lean, and choosing markets where the regulatory and fiscal environment is not working against them.

Milan's new tender does not address the municipal fee structure that drove the exits. Whether that changes the calculus for potential bidders — who have to build a profitable service where five previous operators struggled — will be the real answer to what the city has learned from its own market's collapse.

The headline numbers are striking — and so are the differences.

🍋‍🟩 Lime Goes Public… in Salzburg

On 17 August 2026, Salzburg launched S-Bike — 200 e-bikes at 65 stations on day one, scaling to 600+ bikes across the same network by end of year, with an ultimate target of 1,000 bikes at 100 locations. The operator is Lime, the branding is white and black, and the funding is public. That last detail is the one worth examining carefully, because it marks something genuinely new: the first time the world's largest free-floating micromobility operator has won and launched a publicly subsidised, white-labelled bike-share system under a regional transport authority's brand.

Fifteen years of failed attempts

Multiple bike-share attempts in Salzburg have failed over the past fifteen years. The city had tried and abandoned earlier schemes, each time running into the same structural problem: a mid-sized Austrian city with strong cycling culture but insufficient density and tourist volume to make a commercial free-floating model financially viable. The market wouldn't do it alone.

The solution this time is different. S-Bike is a joint project between the City of Salzburg, the Land of Salzburg, and the Salzburger Verkehrsverbund (SVV) — the regional transport authority. The initial rollout is funded at approximately €1.3 million, split equally between city and Land, with the budget projected to decrease as the system matures. The SVV ran the procurement tender, and Lime won it against a mixed competition of operators of private and public services.

A system designed for integration, not tourism

The design choices reflect the public mandate clearly. S-Bike operates on a virtual stations model. Stations are positioned primarily at public transport nodes: main railway stations, S-Bahn stops, university campuses, and inner-city hubs. The explicit objective is first- and last-mile connectivity, not sightseeing.

The bikes themselves are Lime's hardware, but adapted. Salzburg changed Lime's signature green for a predominantly white and black livery with discreet SVV branding — a deliberate choice to make the system feel like city infrastructure rather than a private operator's service. Some bikes carry a child seat or a rear basket, to address everyday transport needs. Pricing also reflects the public transport integration logic: €3 per 30 minutes pay-as-you-go, but the first 30 minutes are completely free for Klimaticket holders — Austria's national rail and transit season ticket. Bookings are handled through wegfinder — Austria’s multimodal mobility app — rather than through Lime’s own app.

Lime's first publicly subsidised system

This is the detail that makes S-Bike structurally significant. Lime has built its European business almost entirely on commercial free-floating operations, generating revenue from pay-per-ride and subscriptions in dense urban markets — London, Paris, Brussels, Berlin. Salzburg is different in every dimension: smaller, station-based, publicly funded, and white-labelled.

The Salzburg deal raises a broader question: is this an opportunistic one-off for Lime, or the beginning of a deliberate move into publicly contracted bike-sharing? Lime's S-1, filed ahead of its Nasdaq listing, explicitly flagged the need to reduce geographic concentration risk — 22% of revenue from the UK alone. Winning public contracts in new European cities, under local brands with public subsidy backstops, is one way to build a more diversified and resilient portfolio.

Deputy Governor Stefan Schnöll was clear about the political vision: S-Bike is "not just another bike rental service" but an integral component of Salzburg's public transport network. For Lime, it is something else too — proof that the world's largest shared micromobility operator can operate a publicly contracted, docked, white-labelled system.

 🫵 When in Rome, Do as the City Says

On 27 August 2026, the City Council approved the new framework governing the upcoming public selection process for shared scooters and e-bikes. The existing licences for scooters date from 2022 and expired on 31 August; those for bikes date from 2023 and expire on 31 October. A brief technical extension has been granted to both — until 31 October — to align the two services under a single unified process. Lime, suspended for rule violations, will resume service from 6 September. The actual tender will follow shortly after.

🍿 Brussels' Shared Mobility Summer Saga

What was supposed to be a managed, politically controlled transition for Brussels' shared mobility market became, over the summer of 2026, one of the most chaotic regulatory episodes in European micromobility. A court ruling, a surprise cancellation, a petition, a political revolt, and a last-minute lifeline for bikes — but not scooters. Here is the full story.

A market Brussels tried to control

Brussels had been one of the first European cities to regulate shared scooters, launching a competitive licensing process in 2021 that progressively tightened the market from over 20,000 vehicles and multiple operators down to a carefully managed duopoly. By the end of 2023, only Bolt and Dott had retained the right to operate scooters in the city, with a combined fleet capped at 8,000 vehicles. For shared bikes, three operators had been selected in 2023: Bolt, Dott, and Voi.

Then, in June 2026, the Brussels government announced it would ban shared scooters from 1 January 2027, citing safety concerns, 666 injuries in 2025, and their use in 25 shooting incidents. Shared bikes would be maintained. The decision looked firm. It was not.

The lawsuit that changed everything

Lime — one of the operators excluded from the 2023 licensing process — had filed a legal challenge against the award decision. On 30 July 2026, the Conseil d'État ruled in Lime's favour and annulled all current shared mobility licences in Brussels. The consequence was immediate and sweeping: not just scooters, but all shared bikes too were ordered to cease operations by 1 September 2026 at the latest. The city's carefully managed transition had been overturned by a court ruling triggered by the very operator that had been excluded from the market three years earlier.

Operators and users push back

The reaction was immediate. Dott mobilised its users directly, urging them to contact their elected officials and sign a petition to save shared mobility in Brussels. A petition collected over 1,000 signatures within days and will be examined by the Brussels Parliament. Touring, the Belgian road safety and mobility organisation, also called for shared e-bikes to be saved — an unusual ally for the micromobility sector. Political parties MR and Vooruit publicly called for bikes to be maintained despite the ruling.

A partial lifeline — for bikes, not scooters

A mid-August meeting between Brussels authorities and operators produced a pragmatic compromise. Shared bikes will be allowed to continue operating during a transitional period — Mobility Minister Elke Van den Brandt stated clearly: "Our objective is clear: shared bikes should continue to be part of Brussels' mobility without a service break for users." Scooters, however, remain on track for removal — the government's political intent to ban them from January 2027 is unchanged, now reinforced rather than undermined by the court ruling.

What Minister Van den Brandt has called a 'bulletproof' new ordinance will need to be passed at the autumn parliamentary session, covering both the definitive ban on scooters and a new licensing framework for bikes. The January 2027 deadline, while no longer legally binding following the Conseil d'État ruling, remains the political target.

What happens to Villo!

The shared bike transitional period buys time — but the underlying gap remains. Villo!, Brussels' ageing JCDecaux station-based bike-share, had its contract extended to September 2028 to allow time for a replacement scheme to be procured. Until then, the city is navigating with transitional licences, a politically sensitive ban, a court ruling it didn't anticipate, and an autumn parliamentary calendar that will determine whether Brussels ends up with a legally durable shared mobility framework — or another challenge from an excluded operator.

The Brussels saga is not over. It is, most likely, entering its next chapter.

💪 Bubi Reloaded — But Where Do You Park?

Budapest's MOL Bubi 3.0 officially launched on August 4th 2026 with genuine ambition. After a painful transitional period under a temporary contract, the new third-generation system brings 3,300 bikes — 2,500 standard and 800 electric-assist — across 222 stations, operated by Inurba Mobility under a contract with BKK. Fleet expansion to 5,000 bikes is planned before end of year, with coverage progressively extended to all metro stations and outer districts. MOL continues as naming sponsor; Mastercard joins as digitalisation partner.

 🐎 Donkey Republic is Trotting Into Helsinki

Helsinki is one of Europe's most committed cycling cities. The public bike-share launched here in 2016 with 50 stations and 500 bikes; a decade later, it operates nearly 4,600 bikes across 460 stations in Helsinki and Espoo, generating over 2.5 million trips annually. That success story, however, is currently in limbo — and into that uncertainty, Donkey Republic has just launched 700 bikes.

A public service in transition

The new regional system was originally planned for launch in 2026. That target has now slipped to spring 2028, after the Markkinaoikeus — Finland's public procurement court — annulled the tender award decision on 25 November 2025. The sequence of events is worth detailing. Kaupunkiliikenne Oy — the public owned company managing the public transport in the Helsinki Region — first awarded the contract to KaupunkiPyörä Vantaa Oy (the current operator) on 23 April 2025. That decision was then reversed on 5 June, with Donkey Republic selected as the new winner. A competitor filed an appeal. The court ruled that the procurement framework was legally flawed — bidders had been asked to price ten years of monthly service fees with no guarantee that any municipality would actually place an order. The entire process was set aside.

Kaupunkiliikenne Oy has since revised its procurement documents and a new tender is targeted for launch in summer 2026, with the new regional system expected in spring 2028. In the meantime, the current service continues in Helsinki and Espoo, while Vantaa's city bike service has been suspended and is preliminarily unavailable during 2026–2028 due to budget cuts.

This context transforms how Donkey Republic's private launch should be read. The Danish operator was within reach of winning the public contract before the court intervened. It now launches 700 private bikes in the same city, in the same procurement gap, under the same regulatory uncertainty — and with an obvious interest in being visible, trusted, and operational when the next tender opens.

Donkey Republic and Kaakau

The launch was announced on 22 July 2026: 700 pedal bikes, deployed in partnership with Finnish operator Kaakau — a long-time partner of Donkey Republic in the country — unlockable via the Donkey Republic app with both pay-per-ride and day pass options. The first bikes are expected on Helsinki's streets by late July.

The framing in the official release is careful and confirms the company’s strategy for the procurement process. Donkey Republic explicitly positions the service as complementary to the HSL public system — not a competitor. Christian Bergmann Mølgaard, Regional Manager for the Nordics, described it as serving "visitors for sightseeing journeys and locals who want a bike effortlessly without committing to the public bike-sharing network." The choice to deploy mechanical pedal bikes rather than e-bikes is also telling — it avoids direct overlap with whatever HSL's next-generation system will offer, while keeping the cost structure light enough to operate commercially on a permit basis.

The strategic opportunity

Helsinki's public bike-share, despite its strong usage figures, is currently in a multi-year procurement gap — the current extended service has no long-term contract, Vantaa has no service at all, and the new regional system won't be operational until at least 2028. In that window, a private operator willing to take commercial risk without public subsidy can build brand recognition, user habit, and operational presence that will be hard to dislodge once the public system returns at full scale.

Donkey Republic already operates in over 50 cities across the Nordics, Benelux, and DACH markets, including the two largest public bike-share contracts in North Rhine-Westphalia. Helsinki is framed as a further step in the company's ambition to become "the most trusted shared mobility partner in Northern Europe." Whether that ambition eventually extends to bidding for the new Helsinki regional public system — where Donkey Republic would compete against Inurba, Lyft Urban Solutions, and others — remains unannounced. But the logic is not hard to read.

Helsinki is a high-cycling city where the public system is well-embedded in daily life. The honest question is whether 700 private bikes can find meaningful ridership alongside 4,600 public ones, even in a transition period. Copenhagen's experience — where Donkey Republic operates alongside Dott in a city where almost everyone already owns a bike — suggests the market exists, but is structurally narrower than most. Helsinki, with long winters, a short operating season, and a culturally strong cycling baseline, will test whether the private complement model works in a truly Nordic context.

🌪️ Voi Wins Nantes, Who Walks Into a Political Storm

Nantes Métropole just handed one of France's most watched shared mobility contracts to Voi — and the backlash started almost immediately. The Swedish operator beat Pony by a margin of 3.5 points out of 500 to become the city's new e-bike provider. What followed says something important about where the "made in Europe" debate in shared mobility is heading.

From Bicloo to free-floating: a structural shift

Bicloo, Nantes' iconic station-based bike-share operated by JCDecaux since 2008, closes in January 2027. After 18 years and 127 stations, the city has made a deliberate choice to switch models: no more docking infrastructure, no more street furniture revenue model, and no more mechanical bikes, and more importantly, a fully private service. The new service will be entirely e-bike and free-floating — 2,400 electric bikes across 658 virtual stations covering all 24 municipalities of the métropole, giving 96% of residents access within 500 metres. Sixty e-scooters complete the offer. The first vehicles will arrive between October and December 2026, fully integrated into the Naolib public transport ecosystem.

The procurement process was conducted as an RFP, covering around twenty evaluation criteria weighted across quality, service coverage, pricing, and environmental and social responsibility. Voi emerged first. Pony — the French challenger, founded in Bordeaux, with a local assembly in Loire-Atlantique — came second.

3.5 points and a political storm

The opposition group "Un Nouveau Souffle pour Nantes" was quick to challenge the result. Their argument: Nantes Métropole had chosen "a company whose bikes and components are produced and assembled in China, rejecting a competing offer largely based on French and European production, with assembly carried out in Loire-Atlantique." They characterised the decision as "a political, economic and environmental error" and have called for a vote against ratification at the Conseil Métropolitain on 2 October 2026. Their estimate: €8 million in local economic activity lost to an Asian supply chain.

Pony, which manufactures its bikes at the Manufacture Française du Cycle, had scored slightly higher on the CSR and environmental responsibility criterion. The opposition argues that in a tender explicitly built around sustainability, awarding the contract to an operator with a Chinese-manufactured fleet contradicts the stated values of the métropole.

The métropole's response

Simon Citeau, 13th Vice-President of Nantes Métropole in charge of mobility, pushed back firmly. "On the caricature of Made in France versus Made in China, there are a lot of attacks that are false on this dossier," he said. His key point: no candidate in the tender manufactures bike frames in France — including Pony. "Both top-ranked operators manufacture their frames abroad and all their scooters in Asia." He also noted that Voi has committed to doubling the share of its fleet manufactured in France, and to reconditioning batteries on French soil.

On the legal dimension, Citeau was equally blunt: modifying criteria or scoring after the analysis is complete "is illegal and totally inequitable." The process followed its rules; Voi won on the overall multi-criteria assessment, delivering a broader territorial footprint and a fairer pricing structure, including a solidarity tariff for lower-income users.

A European Problematic

The Nantes controversy is not unique. As European procurement rules prevent explicit "buy local" preferences, cities that want to favour local or European industry must embed those criteria at the design stage of a tender — not after results emerge. The Nantes case illustrates the tension between procurement law, which demands objectivity, and political ambition, which increasingly wants shared mobility to be a vector for local economic reindustrialisation.

 🛴 Comply or Die: Italy's Shared Scooter Reckoning

Italy has introduced one of Europe’s most extensive regulatory frameworks for shared micromobility. The new Highway Code introduced a sweeping package of requirements: helmets became mandatory for all riders on 14 December 2024, identification plates on on 17 May 2026, and third-party liability insurance on 16 July 2026. The helmet obligation falls on the rider, not the operator — sharing companies are not legally required to provide helmets to their users — but the practical impact on demand has been severe: the number of active shared scooter services in Italy fell from 99 in 2022 to 62 in early 2025. The insurance obligation, by contrast, falls directly on operators — and that is where the system broke down.

What the law says — and who it applies to

The insurance obligation covers all private e-scooter owners from 16 July 2026, with fines of €100 to €400 for those circulating without coverage. For shared fleets, each vehicle must carry a policy tied to its identification plate. The reform was initially planned for May 2026 but was delayed two months at the request of ANIA, the Italian insurance industry association, which needed more time to develop compliant products and integrate systems between insurers, the Ministry of Transport's platform, and the ANIA database.

The delay didn't help. In the days leading up to the July deadline, many insurers had still not launched dedicated products, while others made them available only at the last minute. The situation was, in the words of one legal analysis, "a reform that is necessary but not yet ready."

Bit Mobility, the first victim

The consequences became concrete on 16 July 2026. Bit Mobility, the Verona-based operator, suspended its entire national fleet that morning — disabling all vehicles simultaneously — because it had been unable to activate compliant insurance policies in time. The company had received only two written offers from insurers, arriving on 15 July, the day before the deadline, with no time for any meaningful evaluation.

The financial shock compounds the operational one. According to EconomyUp, the new insurance costs could represent up to 30% of operators' revenues, with premiums arriving at up to 16 times what operators had previously paid — without any change in fleet size, usage patterns, or accident rates. Bit Mobility has filed complaints with IVASS, AGCM, and both relevant ministries, demanding a transitional regime, a proper subscription window, and verification that the insurance market is actually functioning competitively.

"The extension was supposed to avoid exactly what happened," the company stated. "Insurers sent an offer on 15 July and contractors were forced to sign on the same day because the following day they would be out of compliance. This is not acceptable."

Rome: the next market in question?

Italy's largest shared micromobility market — Rome, with approximately 13,500 scooters across Bird, Dott, and Lime — is navigating the same obligations in the context of an already delayed new tender expected since March 2026. Operators bidding for the next contract will need to factor insurance costs that, a week ago, none of them could accurately price. With insurance costs still impossible to price accurately, the regulatory framework being tested in real time, and the city’s procurement process already overdue, operators have little basis for confident long-term investment decisions.

The broader picture is the most concerning. Italy has recorded a 30% drop in shared scooter ridership following the helmet obligation in 2025 — the steepest demand destruction seen in any major European market from a single regulatory change. The insurance requirement could now deepen that decline. Unless the premium shock is addressed through greater competition, transparency or transitional measures, Italy risks making shared scooter services commercially unviable—not through an explicit ban, but through the cumulative effect of its regulations.

🌡️ Too Hot to Ride?

Summer 2026 has delivered back-to-back heatwaves across Europe, and shared mobility is experiencing both sides of the story at once. In some cities, extreme heat is crashing fleets. In others, it's driving ridership to record highs. The picture is more complicated — and more interesting — than a simple cautionary tale about batteries.

Paris: the winners and the losers

When Paris hit 39°C in mid-July 2026, something counterintuitive happened: cycling surged. Parisians fleeing overheated public transport turned to bikes and scooters instead. Bus and metro ridership fell 15–30%. Shared bike and scooter usage went the other way. For Dott, July 2026 already shows more than 30% growth year-over-year. Of the millions of new sign-ups since the start of summer, 60% have already opted for subscriptions. The 20,000 shared bikes operated by Lime, Dott, and Voi set ridership records during the Champions League final in May and the Fête de la Musique in June — both during heatwave episodes.

The notable exception in Paris is Vélib'. Despite the general cycling boom driven by the heatwave, France's largest public bike-share has continued to lose users. The reason is now documented: only 30% of Vélib' bikes in service are currently in working order, against a contractual requirement of 95%. The new president of the SAVM has called the situation "inacceptable," pointing to "insufficient maintenance resources" deployed by operator Smovengo.

Barcelona: when heat becomes an operational problem

The flip side of the Paris story is Barcelona. When temperatures climb above 35°C, Bicing’s electric bikes begin failing en masse: batteries deplete faster than stations can recharge them, creating cascading shortages precisely when demand is highest. The system has acknowledged the dynamic previously, explaining that "doubled usage creates stress on the batteries, which don't have time to complete a full charging cycle and require manual recovery." With 8,000 bikes now in service—5,000 of them electric—the problem has grown accordingly. In June, extreme temperatures forced the operator to introduce an emergency plan that included temporarily closing stations to improve battery management.

Lithium-ion batteries operate optimally between 14°C and 30°C. Above that, batteries discharge faster, capacity degrades, and charging cycles lengthen. For a station-based system with bikes docked in full sun without active thermal management, prolonged extreme heat is not an edge case — it is a recurring seasonal operating condition that planning and procurement are only beginning to address.

Birmingham: when the building is the problem

In Birmingham, the threat came from an unexpected direction — not the summer heat itself, but its reflection. Firefighters were called to Grand Central after a Lime e-bike started giving off smoke. Several vehicles were dangerously hot. The culprit: the mirrored exterior of Grand Central shopping centre, which had concentrated reflected sunlight onto the Lime drop-off point, creating a surface temperature of 43°C — around 11°C above Birmingham's forecast maximum. West Midlands Fire Service confirmed it was "heat radiating from the reflective surface of a nearby building rather than a fault with the batteries." Once moved into the shade, the vehicles cooled rapidly.

The case is unusual but instructive. Grand Central's reflective façade had caused problems before — residents reported hot spots as far back as 2016. In 2026, the consequences landed on a Lime fleet. As cities grow hotter and shared fleets expand, the interaction between vehicle parking locations and built environment geometry is a risk that operators have rarely had to model — until now.

What the heatwave actually reveals

The Paris data makes an important point that often gets lost in the operational challenges: extreme heat is a significant demand driver for shared micromobility. When public transport becomes unbearable, bikes and scooters become genuinely necessary rather than merely convenient. The operators best placed to capture that demand surge are those with fleets (and batteries) robust enough and operations flexible enough to handle the conditions.

For the sector, the heatwave is therefore both an opportunity and a stress test — sometimes simultaneously, sometimes in different cities. The key question for 2027 is whether fleet design, station infrastructure and operating models can adapt quickly enough to Europe’s new summer climate.

 🚢 Lyft Goes European — Starting with Spain

On 8 July 2026, Lyft Urban Solutions announced the planned acquisition of Serveo's bike-share business in Spain. For the first time, the supplier behind New York's Citi Bike and London's Santander Cycles will directly run public bike-share systems in continental Europe. It is a structural shift for the European bike-share market, and it deserves to be viewed as such.

Seven years in the making

The relationship between Lyft Urban Solutions (LUS) and Serveo is not new. For seven years, LUS has been Serveo's exclusive technology and hardware partner across all its Spanish systems. The acquisition formalises an already deeply integrated partnership: Lyft supplies the docks, the bikes, the platform; Serveo supplies the operations, the local teams, and the city relationships.

The deal would cover the operational business across seven Spanish cities: Barcelona (Bicing), Bilbao, Valladolid, Zaragoza, Madrid, La Coruña, and Rivas-Vaciamadrid. That is 22,000 shared bikes already in service. Bicing alone — one of Europe's largest and most-used public bike-share systems — is set to grow by 50% to 12,000 bikes over the course of Barcelona's next municipal term, following Mayor Collboni's electoral commitment.

Michael Brous, Head of Lyft Urban Solutions, framed the deal : "For years, we've watched Serveo build something just as impressive [as LUS]: world-class bike-share programmes that Spanish cities depend on every day. Now we will get to unite those two strengths together." Salvador Urquía, CEO of Serveo, called it "a new phase united with a leading partner in the sector."

A market in motion

Spain is one of the most active public bike-share markets in Europe, and the timing of the acquisition is well-chosen. Madrid's BiciMAD is expanding regularly. Seville's and Bilbao's systems are growing. The AMBici metropolitan network around Barcelona is bedding in. The dynamic behind public station-based bike-share is definitely positive across the country — and Lyft, through Serveo, is now the dominant operator in that market.

The Lyft press release adds a line that should be read carefully: Michael Brous speaks of "deepening roots in Spain and bringing our experience to cities across Europe and beyond." The "beyond" is the part worth watching. LUS already supplies technology to 18 programmes across Europe. The question is whether Spain becomes Lyft's launchpad for bidding to operate—not just supply—bike-share systems across Europe as major contracts come up for renewal.

What this means for the competitive landscape

The European public bike-share operations market has been dominated by a handful of established players: Fifteen, JCDecaux, nextbike, Inurba Mobility, Donkey Republic, and Lyft's own technology clients. Until now, LUS has been a supplier and a North American operator, not a European one.

That changes with this acquisition. A fully integrated Lyft — technology provider and operator in the same entity — has a structural advantage in future European tenders that pure technology suppliers or pure operators lack. It can price the full stack, absorb margin across hardware and operations, and offer cities a single accountable partner for everything from dock specification to rebalancing.

The trend in European public bike-share procurement has been moving in two directions simultaneously: towards consortia (as in the OEMbikes/Urban Sharing/Noval/Cooltra model in Spain) and towards vertically integrated operators (as for nextbike services). Lyft's acquisition accelerates the second trend at scale — and positions the company as a serious competitor for the large, multi-city contracts that European cities are increasingly designing.

The European public bike-share market has gained a well-capitalised new integrated competitor. Spain may be only the beginning.

🌹 17 Bikes for a Garden

Somewhere in Greater Manchester, between Walkden station and the rose beds of RHS Bridgewater, one of the most interesting shared mobility experiments in the UK quietly launched this week. The scheme consists of 17 refurbished mechanical bikes, operated by a local bike shop, unlocked by smartphone and free to use, thanks to an £80,000 Active Travel England grant.

RHS Bridgewater is one of Europe's largest gardening projects — 150 acres in Salford, Greater Manchester, sitting 2.5 miles from Walkden train station. Close enough to cycle. Far enough that most visitors drive. Commercial shared mobility operators will never touch this route — the economics don't work. The scheme does not try to force a commercial model onto the route. It bypasses that model entirely.

The scheme runs on Mosa's smart-dock technology, which converts standard bike racks into secure, encrypted docking points. The bikes are refurbished mechanicals — not e-bikes, not premium hardware. They are operated by Manchester Bikes, a local independent shop whose skills translate directly into running the service.

Josh Liu, founder of Mosa Innovations, put the philosophy plainly: "This project demonstrates that community cycle-share doesn't have to be run by a national operator. Local organisations already understand their communities — they simply need the right technology to make shared cycling work."

The scheme runs as a four-month pilot to October 2026, with CoMoUK independently evaluating outcomes. If the data supports it, the ambition is to replicate it across the wider RHS garden network and beyond — hospital campuses, heritage sites, visitor attractions, university edges — places located 1.5 to 3 miles from a railway station, where a useful service may never generate the revenues expected from a central London deployment.

The commercial sector has spent a decade optimising for the trips that generate the most revenue. Walkden to Bridgewater is a reminder that many of the most useful trips don't make that list.

A month ago, Mayor Collboni announced that Barcelona would not renew the licences of its private dockless bike-share operators, citing parking chaos and a fleet used "90% by tourists." The decision looked firm… It no longer does.

Bicing gets a major expansion

Collboni has announced that Bicing, Barcelona's public station-based bike-share scheme, will grow by 50% to reach 12,000 bikes over the course of the next term. The timing and scale of the announcement are not coincidental: removing 3,500 privately operated bikes from circulation without a credible alternative was the political weak point of the decision. A 4,000-bike expansion of Bicing is the mayor's answer — though it will take time to deliver, and the private licences expire in January 2027.

The expansion implicitly acknowledges what critics had been saying from day one: that dockless bikes were not only a tourist product. Opposition groups have argued that private shared bikes serve daily residents for intermodal connections and inter-neighbourhood trips, and that Bicing and the private operators are complementary, not competing. Collboni's willingness to expand Bicing suggests he accepts that removing 3,500 bikes will create a gap that needs filling — he just prefers a public solution to fill it.

For tourists and visitors, the mayor has pointed toward traditional bike rental agencies — private shops and operators who can serve occasional users without the parking compliance problems of free-floating fleets. What the city will actually do to help those businesses scale up to absorb displaced tourist demand is less clear. The model, as proposed, asks the market to fill a gap the city is creating, without specifying how.

The political revolt

Four opposition groups — Junts per Barcelona, BComú, ERC, and PP — have forced an extraordinary committee session of the Ecology, Urban Planning, Mobility and Housing commission, demanding Collboni reverse the decision of not renewing licences. Together, they hold enough council seats to impose the meeting, which must take place within 15 days.

Their argument is threefold. First, the decision was "precipitate" — taken without evaluating the real impact on mobility and without adequate stakeholder participation. Second, removing 3,500 bikes will "further collapse" Bicing, which is already oversubscribed in central areas. Third, the parking problem is real but addressable through regulation rather than removal. The four groups are not asking Collboni to simply keep the status quo. They are asking him to open a working process with operators to design a new regulatory framework — binding parking obligations, real-time data sharing, proportional sanctions for non-compliance, and a formal monitoring board meeting quarterly with operators, districts, residents' associations, and user groups.

The cross-party nature of the opposition is telling — BComú, ERC, Junts, and PP are not natural allies. Their alignment against Collboni signals that the mayor has misjudged the political weight of the issue. He governs with PSC alone and needs case-by-case support to pass significant decisions. The extraordinary committee is not a vote of no confidence, but it forces public debate and could produce a binding recommendation. Ignoring a cross-party majority on a visible urban mobility issue, in a city as politically contested as Barcelona, carries a real political cost.

The saga is not over. Barcelona's bike-share question has become, in the space of a month, one of the most politically charged urban mobility debates in Europe — and the outcome will say something important about whether cities can use tourism politics to justify removing services that residents also depend on.

🤝 Meet Thea, Alwin and Bella: Düsselbike launches

On 1 July 2026, Düsseldorf launched Düsselbike — and did so with a local touch: each bike has its own name, chosen by residents through an open call. Thea, Alwin, Bella, Atilla, Lars, Lotti. It is a small detail, but a telling one: this is a city that wanted its bike-share to feel local from day one.

From 500 to 2,500 in three months

The system launched with 500 bikes across 21 central districts, before expanding through further rollouts on 1 August and 1 September to reach 2,500 bikes across approximately 400 stations citywide. The bikes are mechanical — 8-speed, front basket, phone holder — built for utility. Pricing is accessible: €1 for 15 minutes, €10/month, or €60/year with 30 free minutes per trip.

Donkey Republic doubles down on NRW

The system is managed by Connected Mobility Düsseldorf (CMD), with Donkey Republic as operating partner — selected through a European-wide procurement. It is a significant win for the Danish operator, which already secured the Metropolradruhr contract in the same region earlier this year. Donkey Republic is now the operating backbone of two of the largest public bike-share networks in North Rhine-Westphalia simultaneously. ERGO, the Düsseldorf-headquartered insurance group, is the naming sponsor.

Two design choices stand out. First, bikes must be returned to a virtual station — if a user ends their trip outside a marked zone, the rental keeps running. A clear enforcement mechanism against the pavement clutter that has generated backlash elsewhere. Second, the service is available through both the Donkey Republic app and Redy, Rheinbahn's multimodal mobility app — giving Düsselbike immediate public transport integration from launch.

Mayor Stephan Keller's message at the launch was admirably concise: "Try it." Whether Thea and Alwin are still rolling five years from now will depend less on clever branding than on whether Düsselbike becomes part of residents' everyday routines.

🎯 Shared Scooters: The Easy Target

On almost any given week in Europe, a city or government announces new restrictions, a suspension, or even a ban on shared e-scooters. This week, there are four. It has become the default reflex of urban policymakers faced with road safety pressure, pedestrian complaints, or political inconvenience: reach for the scooter ban, and do it publicly.

A week of restrictions

Following Brussels recent ban of shared e-scooters from 1 January 2027, Braga's mayor announced a temporary suspension of shared scooter services following a collision between two young riders. The decision follows complaints about scooters abandoned on pavements, pedestrian zones, and near pedestrian crossings — making life harder for people with reduced mobility and pushchairs. The mayor was careful to frame it as a temporary measure pending better regulation, not a permanent ban. The tone, however, was unmistakable.

In Greece, draft legislation proposed by the government would ban riders under 17, mandate third-party liability insurance, and sharply increase fines — closing "long-standing regulatory gaps" after a series of serious accidents involving minors. The measures are out for public consultation and cover both private and shared scooters.

In Germany, Bochum is developing a formal e-scooter concept — a planning framework that will define where scooters can and cannot operate, which zones require lower speeds, and what parking conditions operators must meet. It is the less dramatic but arguably more consequential version of the same impulse: formalise and constrain, even where the market is functioning.

Add Paris, Prague, Madrid, Seville, Málaga, and Florence to the list of cities that have banned or ended shared scooter services in the past two years, and the accumulation becomes hard to ignore.

Why scooters are always in the dock

The regulatory pressure on e-scooters is not random. It follows a consistent pattern driven by three tensions that other shared mobility modes don't generate with the same intensity.

The first is the pedestrian conflict. Scooters travel at up to 25 km/h on surfaces shared with pedestrians, cyclists, and people with mobility impairments. When a scooter is ridden on a pavement — which happens, despite geofencing — the physical risk is real and visible. When one is left blocking a dropped kerb, the impact on a wheelchair user is immediate and tangible. Bikes cause similar problems but are perceived differently; the cultural valence of cycling is positive in a way that scootering is not yet.

The second is the parking problem. Free-floating scooters, when poorly managed, generate chaotic parking that photos well and travels fast on social media. A pile of scooters at a tram stop entrance is a perfect image for a councillor who wants to look decisive. The operational reality — that most shared fleets now achieve 85–95% parking compliance — rarely makes the same impression.

The third is the demographic profile. Scooters are associated with young men riding fast in tourist areas. That association is not entirely unfair, and it makes them a politically low-risk target. Nobody loses votes for banning scooters.

The age minimum requirement reflects this: 16, 17, or 18 depending on the country, with the trend moving upward. Mandatory third-party insurance is spreading across Southern Europe. Helmet requirements — compulsory in Italy, Lithuania, Greece under the new proposals — add friction to operators and disproportionately affects casual and tourist use, which is precisely the intention.

But scooters answer specific mobility needs

Despite all of this, shared e-scooters remain one of the most operationally efficient modes in the shared mobility toolkit. Fleet costs per vehicle are lower than e-bikes. Operating margins in well-regulated markets — Germany, Norway, the Nordic countries — have improved steadily. The mode serves short trips in dense urban environments with a compactness and flexibility that bikes cannot match at the same cost. It reaches a wider rider range, more occasional users who may not subscribe to a public bike-share scheme but will spontaneously pick up a scooter for a 900-metre connection to a metro station.

That last-mile utility is precisely what disappears when a city bans the mode. The MMfE's 2025 data — shared e-scooter injury risk down 19.9% since 2021 despite a 13.9% rise in kilometres travelled — doesn't make the front page. The image of a scooter blocking a pavement does.

Shared e-scooters are unlikely to disappear. But for many policymakers, they remain the easiest—and most visible—target in urban mobility. This week's headlines suggest that isn't changing anytime soon.

🅿️ Park Here, Ride There

The Park & Ride concept is half a century old. Park on the edge of the city, take public transport into the centre, avoid the chaos of driving in. It works — when people use it. The problem has always been the last mile at the other end. That friction kills ridership, and cities have been trying to solve it for decades.

Rotterdam thinks it has found a better answer. From June 2026, visitors and commuters who park at one of the city's five P+R sites can continue their journey by shared bike or moped and have their parking costs waived entirely. Free parking was already available for P+R users who continued by public transport. Shared mobility — via felyx, Check, and Lime — is now added to that offer, managed through a single app: Gaiyo. Rotterdam is the first city in the Netherlands to offer this combination.

Park at a participating P+R, open Gaiyo, unlock a felyx, Check, or Lime vehicle, complete a trip of at least 10 minutes into the city, claim the discount in the app, and exit the car park for free within the hour. Everything — parking, vehicle unlock, public transport if preferred — happens in one interface. The trial runs until end of 2027.

Rather than building a bespoke system, Rotterdam has plugged into existing operator fleets through an existing MaaS platform, and tied the incentive to a concrete behaviour rather than a vague sustainability commitment. That is what makes it replicable. For Gaiyo, the partnership validates its consumer-facing offer at city scale alongside its B2B employer mobility product.

The model inverts the usual logic of shared mobility adoption. Rather than waiting for people to discover shared vehicles organically in the city centre, it meets them at the point of decision — the moment they park their car — and makes the next step both free and frictionless. If the P+R ridership data supports it over 18 months, expect other Dutch cities to follow.

🍋‍🟩 Lime Goes Public. The Debt Goes First.

After years of speculation, the IPO is no longer hypothetical. Lime — or more precisely, its parent company Neutron Holdings — set terms for its Nasdaq listing on 22 June 2026, targeting $174 million in gross proceeds at a price range of $24–$26 per share. It is the first major micromobility public offering in years, and it has almost no margin for error.

The numbers

The offering covers 7 million shares with underwriters holding a 1,043,478-share greenshoe option. At the midpoint of $25, the implied market cap sits between $1.5 and $1.7 billion. Existing shareholders retain approximately 89% ownership post-offering. Uber and affiliates have indicated interest in purchasing up to $20 million of shares — a signal of continued strategic alignment from a company that already holds a 29% anchor stake following its $170 million pandemic-era rescue.

The use of proceeds is equally telling. Lime plans to use the bulk of the IPO money — approximately $114.2 million — to repay its senior secured term loan, with JP Morgan providing a revolving credit facility of ~$200 million post-IPO. "After IPO costs, taxes, and debt repayments, the net cash increase for Lime is estimated at just $30–40 million, bringing total post-IPO cash to around $300 million", reports industry analyst Prabin Joel Jones.

A survivor, not a conqueror

The S-1 contains a going-concern warning: Lime has a $584.8 million liquidity shortfall and $845 million in debt due this year. Without the IPO proceeds and the new JP Morgan credit facility, the company has stated there is "substantial doubt" about its ability to continue. This IPO is primarily a refinancing mechanism, not a growth instrument.

And yet the operational picture is genuinely strong. Revenue reached $886.7 million in 2025, up 29% year-on-year. The company has been free-cash-flow positive for three consecutive years, generating $104 million in FCF in 2025. It operates across 230 cities in 29 countries with an average fleet of 325,000+ vehicles. More than one billion rides have been completed since founding.

At roughly 2x revenues, as Prabin Joel Jones noted, Lime is taking a cautious approach to valuation. The question he raises is the right one: "What is a profitable, scaled, global micromobility platform actually worth?" The answer will set the benchmark not just for Lime, but for every operator, infrastructure provider, software company, and vehicle manufacturer in the sector.

Why it matters beyond Lime

A publicly listed Lime changes the information landscape for the entire sector. Quarterly filings will expose city-level economics, regulatory risk, and operational performance in ways that private funding never required. Bolt, Dott, and Voi will read every disclosure. So will the cities currently negotiating contracts with Lime — including TfL, which now knows that 22% of Lime's total revenue comes from the UK alone.

Lime's UK concentration is the single most commented-upon risk factor among sector observers. With TfL about to design a London-wide licensing framework under the English Devolution Act, and the UK e-scooter trial still without permanent legislation, the company is listing on Nasdaq at the moment its most important market is most in flux.

Lime will therefore fight hard to keep its position in markets where rules are changing. TfL now knows exactly how dependent Lime is. That is not a comfortable negotiating position — but it is, apparently, a Nasdaq-ready one.

🔋 MOL Bubi Reloaded

Twelve years, three generations

MOL Bubi launched in 2014 as a modest network of 1,100 bikes across 76 stations, funded by EU money and sponsored by Hungarian oil group MOL. The second generation transformed it: over the past four and a half years, users completed around 14 million trips and covered more than 31 million kilometres — a five- to eightfold increase in annual ridership compared to the original scheme. By 2023, the network had grown to 211 stations and 2,460 bikes. MOL Bubi became one of Budapest's most recognisable transport services, its green bikes a genuine fixture of the city's street life.

The second-generation contract expired in December 2025. BKK signed a new agreement with Inurba Mobility following a public procurement process that had been delayed by a City Assembly request for a risk assessment.

A phased rollout, bigger than anything before

The new system launched on 19 June with a closed testing phase, with public trials beginning in July. At launch, the fleet stands at approximately 3,300 bikes — 2,500 standard and 800 electric-assist. BKK plans to expand to at least 5,000 bikes over time, with coverage reaching all metro stations and major outer-district transport hubs.

MOL Bubi will launch from the existing 222 stations, but from September, the network will expand beyond traditional docking stations to include approximately 500 Mobi-points — the GPS-designated parking zones already used by Budapest's e-scooter operators.

Users holding a valid BudapestGO travel pass will be invited to test the service free of charge in July — a deliberate choice to embed the bike-share system within the wider public transport pass architecture from day one. Energy group MOL continues as naming sponsor while Mastercard joins as digitalisation partner.

A significant move for Budapest

Mayor Karácsony has framed Bubi 3.0 explicitly as a statement about what the city of the future looks like — not just a transport service but an icon. The e-bikes are the strategic bet: designed to attract users for whom hills, distance, or fitness had previously made cycling impractical.

Doubling the fleet, adding electric assistance, and expanding to outer districts all in one move makes this one of the largest single micromobility developments in Central Europe this year.

🛴 Brussels: The Ban Before the Plan

Last week, Barcelona ended private bike-sharing amid concerns over tourism pressures, heavy use by visitors, and mounting parking-related sanctions. This week, Brussels decided to end shared e-scooters altogether — and the rationale could hardly be more different. No tourism angle, no competing public alternative under immediate pressure, just safety, public order, and — remarkably — organised crime.

The market as it stood

Brussels has 8,000 shared e-scooters, alongside roughly 6,500 free-floating shared bikes and 4,000 Villo!. The scooter market had already undergone significant consolidation — Brussels was one of the first European cities to regulate free-floating scooters back in 2019, and had progressively tightened its licensing regime down to two operators, Bolt and Dott. This was not a chaotic, oversaturated market that had been dumped onto the streets overnight. It was a managed one, with two compliant operators running under city-set conditions, fleet caps, and parking zones. The ban does not reflect a failure of regulation; rather, it challenges the viability of the product itself.

Why Brussels is pulling the plug

On 11 June 2026, the Brussels government voted to end shared e-scooters from 1 January 2027. The licences held by Bolt and Dott expire at the end of 2026 and will not be renewed. Minister-President Boris Dilliès summarised the decision bluntly on social media: "Too many accidents, too much disruption, too much abuse: Brussels is turning the page on rental scooters."

Safety is the government's primary justification. 666 people were injured in e-scooter accidents in the Brussels-Capital Region in 2025, up 26% year-on-year. Mobility Minister Van den Brandt argued that injury severity is structurally higher for e-scooter users than for cyclists: "Anyone who falls off a scooter is more likely to be injured than someone who falls off a bicycle, and haphazardly parked shared scooters make pavements even more difficult to navigate for people with reduced mobility, parents with pushchairs or the elderly."

Yet the most striking — and arguably most unusual in Europe — justification concerns crime. Brussels public prosecutor Julien Moinil stated that e-scooters were used in 25 shootings across the city in 2025. The government's official statement went further, describing the ban as "additional support for judicial authorities and police services in their fight against crime." This appears to be a novel framing in the European debate: most bans cite pavement clutter or accidents. Brussels may be the first major European city to explicitly link shared scooters to organised crime as part of its policy justification.

The injury figures arrive against a backdrop of significant growth. Shared e-scooters recorded around 9.5 million trips in Brussels in 2025. Against that volume, 666 injuries represent roughly one reported injury for every 14,000 trips — a rate that, taken in isolation, is difficult to interpret as evidence of a crisis. The 26% year-on-year rise in injuries did outpace trip growth, meaning the injury rate per trip has worsened slightly. Whether this reflects genuinely riskier conditions, a larger and more diverse user base, or simply improved incident reporting is not addressed in the government's announcement. And it's precisely the kind of context that would help settle the debate between operators and the Region.

What fills the gap

The current Villo! concession, operated by JCDecaux, was due to expire in September 2026 — but will now run until September 2028 at the latest while the Region develops a replacement scheme. Minister Van den Brandt framed the trade-off in terms of mode substitution rather than mode removal: "It is about choosing a city with enough alternatives to get around quickly and efficiently. That is why shared bikes are staying, and we are giving Villo! a long-awaited update."

But the challenge is no longer hypothetical — it is now a confirmed implementation gap. Scooter licences end on 1 January 2027. The renewed Villo! system, by the Region's own admission, won't be ready until September 2028 at the earliest — a full 20-month window where Brussels will have shared bikes running on ageing JCDecaux infrastructure and no shared scooters at all. Some of that displaced demand will shift to the 6,500 free-floating private bikes already in the city, but bikes and scooters serve overlapping, not identical, trip profiles. The remaining demand will inevitably shift elsewhere: walking, public transport, or — potentially undermining the city's safety rationale — privately-owned e-scooters used outside many of the operational controls applied to rental fleets, including parking requirements and fleet-management rules.

Brussels has made a clear political statement and, unlike Barcelona, accompanied it with a formal replacement strategy on paper. Whether that plan can withstand a 20-month transition period, or whether "long-awaited update" becomes the defining phrase of Brussels' 2027, remains the key question for Brussels' shared mobility landscape.

🚲 More Bikes Today, No Scooters Tomorrow?

Marseille has just confirmed the operators selected under its renewed e-bike tender — and the timing is revealing. Voi and pony will join Marseille's shared e-bike scheme from 1 July 2026, bringing 1,500 vehicles, including pony’s signature two-seater e-bike.

A setback for Lime

Until now, Lime had been the sole operator of Marseille's 1,000 shared e-bikes under an authorisation expiring 30 June 2026. The new framework expands the fleet by 500 vehicles — a 50% increase — split across two lots: 1,000 bikes for the city centre and southern waterfront, and 500 for the northern districts. The new authorisations initially run until October 2027, with possible extensions to October 2029.

Pony enters the market with its Double Pony, a two-seater designed to address a broader range of mobility needs. Voi, which already operates e-scooters in Marseille, diversifies into bikes — a strategic diversification move given the regulatory context ahead.

The scooter question

The new e-bike authorisations run until autumn 2027 — which coincides with the expiry of Marseille's current e-scooter authorisations for Voi and Lime, which Mayor Benoît Payan has repeatedly stated he does not intend to renew. The alignment of these timelines appears deliberate. While city officials have not explicitly presented the new bike tender as a replacement for shared scooters, the expansion of cycling capacity arrives just as Marseille prepares to phase scooters out.

Intermodality, with public bikes in the mix

Operators will offer discounted rates to RTM public transport subscribers — an explicit attempt to strengthen intermodality, as Deputy Mayor in charge of Urban Mobility Nicolas Hue described it. In parallel, the Métropole Aix-Marseille-Provence is adding 2,000 bikes to its public Levélo fleet by the end of 2026 — a long-awaited expansion that, combined with the private tender, suggests Marseille is strengthening the resilience of its shared two-wheeler ecosystem before removing shared scooters from the mix.

👋 Barcelona Says Adéu to Dockless Bikes

A fragmented system that never really worked

Private dockless bike-sharing arrived in Barcelona in 2019, when the city issued its first licences to commercial operators. By 2026, the scheme had grown to around 3,500 bikes spread across seven operators: RideMovi, Bolt, Bird, Voi, Lime, Cooltra, and Donkey Republic. The model appeared competitive on paper. In reality, it fragmented supply, diluted accountability, and created a poor user experience. Riders had to navigate multiple apps, pricing structures, and service areas, while operators struggled to achieve meaningful scale: the average fleet amounted to just 500 vehicles per operator is too small to guarantee consistent availability, operational efficiency, or strong local brand recognition.

Despite the presence of multiple competitors, the market never developed into a coherent mobility system. Instead, it became one of the most visible symbols of Barcelona's growing tensions around tourism and public space.

The history is telling. Bicing, the city's public station-based bike-share scheme launched in 2007, has always been deliberately exclusive: restricted to residents with a Spanish ID, priced through annual subscriptions, and designed as a daily transport tool rather than a visitor amenity. Today, it operates more than 7,000 bikes across 500 stations and is fully integrated into the local Smou MaaS platform. The private dockless system was its mirror image — open to anyone, payable by the ride, and immediately accessible to visitors. In theory, the two systems could coexist. In practice, Mayor Jaume Collboni has repeatedly noted that free-floating bikes are used "mainly by tourists," drawing a clear distinction between mobility infrastructure designed for residents and mobility services consumed primarily by visitors.

More than 5,000 sanctions in six months

The announcement came on 4 June 2026. Mayor Collboni confirmed that Barcelona would not renew the private bike-share licences when they expire on 1 January 2027. The justification was unusually direct: more than 5,000 sanctions issued in just six months, repeated crane interventions to remove improperly parked bikes, and a city administration that had simply run out of patience with operators accumulating complaints faster than they could resolve them.

Yet the issue was not merely one of compliance. It was also a consequence of market structure.

The seven-operator model was always structurally problematic. The December 2025 licence renewal had already exposed integration failures, with Lime and Voi both facing difficulties connecting to the city's tracking platform. Seven operators means seven geofencing systems, seven enforcement cultures, seven pricing logics — and no single point of accountability when bikes block a pavement outside a primary school in the Eixample or pile up at the entrance to the Barceloneta beach.

The seven-operator model diffused responsibility across the system. When residents complained about blocked pavements, bikes abandoned outside schools, or clusters of vehicles accumulating near tourist hotspots, no single operator controlled enough market share to be held accountable for the overall user experience. Collective performance mattered politically, but responsibility remained individual. The December 2025 licence renewal process had already exposed some of these integration challenges, with operators such as Lime and Voi reportedly encountering difficulties connecting to the city's tracking platform. Seven operators meant seven geofencing systems, seven enforcement cultures, seven operational approaches, and ultimately no clear owner of the public-space experience.

From the city's perspective, fragmentation had become a governance problem.

The tourist-resident front line

Barcelona's decision cannot be understood outside the context of its broader anti-overtourism agenda. Over the past decade, the city has become one of Europe's most vocal advocates of managing visitor flows, introducing restrictions on tourist apartments, limiting cruise ship activity, and seeking to reduce the pressure tourism places on public space and local services. Within that political environment, dockless bike-sharing increasingly came to be viewed less as mobility infrastructure and more as a visitor-oriented service.

The contrast with Bicing is both deliberate and politically legible. Bicing was designed as urban mobility infrastructure. Dockless bike-share evolved into a visitor mobility service. The distinction became increasingly important in a city where tourism itself had become a political issue. Removing private bike-share is therefore about more than parking compliance. It is also a statement about whose city Barcelona is, and who its transport infrastructure is designed to serve.

What fills the gap?

The city has already confirmed plans to expand the electric Bicing fleet to compensate for the removal of private operators. The next logical step is likely to be a further expansion of AMBici, the metropolitan bike-share network currently rolling out across the Barcelona metropolitan area. Unlike private dockless services, AMBici is integrated with public transport, priced primarily for commuters, and governed by public authorities rather than commercial operators.

Barcelona is not abandoning cycling. It is replacing a fragmented private model with a more integrated public one. Whether this leaves visitors without a convenient cycling option — and whether that matters to a city that has made reducing tourism pressure an explicit policy objective — is a question Collboni appears comfortable answering.

A special case, not necessarily a template

For the European micromobility industry, Barcelona remains a special case, and the temptation to treat its decision as a broader policy template should be resisted. Few European cities combine such intense political scrutiny of tourism with such a clear distinction between resident-focused and visitor-focused mobility services. The decision to remove private bike-share is therefore as much about managing tourism as it is about regulating shared mobility. Most cities that have restricted or removed shared mobility services have done so because of safety concerns, pavement clutter or operator non-compliance. Barcelona is doing it, at least in part, because it has concluded that a service used primarily by visitors no longer aligns with its broader political objectives.

The lesson for other cities is not that private bike-sharing cannot work. Nor is it that public systems are inherently superior. Rather, Barcelona illustrates how scale, accountability, integration, and political legitimacy matter as much as fleet size. The city's decision is best understood not as a rejection of bike-sharing, but as a rejection of a fragmented governance model that failed to align commercial incentives with public objectives.

 🏡 Why a Czech City Is Taking Bike-Share In-House

On 1 July 2026, České Budějovice will become leading city in the Czech Republic, operating a bike-share service through its own public transport company. The launch of CBKolo is polticial choice to bring bike-share under municipal control rather than leave it to the market.

The launch of CBKolo marks more than the arrival of a new service: it reflects a political decision to bring shared cycling under municipal control rather than leave it to the market.

As cities across Europe continue to debate how best to regulate shared mobility operators, České Budějovice has chosen a different path. Instead of tendering a concession to a private company, it has decided to run the system itself.

From Rekola to CBKolo

The decision brings an end to an eleven-year chapter in the city's bike-share history. Rekola first launched its distinctive pink bikes in České Budějovice in September 2015 at the initiative of local residents, operating as a private free-floating service with no formal integration into the public transport network. Over the following decade, it became a familiar part of the local mobility landscape and one of the longest-running bike-share services in the country.

Yet when the city began planning the next phase of shared cycling, it chose not to launch a tender for a replacement operator. According to Jan Střecha from Rekola, the company argued in favour of maintaining a competitive market-based model: "Despite recommendations from us and competitors, the city decided it preferred to have the whole service in its own hands." Rekola's bikes will be progressively withdrawn throughout July as CBKolo takes over.

The decision reflects a broader shift in how local authorities increasingly view bike-share. Rather than treating it as a standalone mobility product, České Budějovice sees it as an extension of its public transport system.

Here comes CBKolo

CBKolo will launch with 200 bikes distributed across 170 designated parking locations, with plans to double the fleet to 400 bikes by autumn. The startup investment amounts to approximately €620,000, covering bicycles supplied by Olpran and EEZEE Mobility as well as the digital platform needed to operate the service.

Unlike many privately operated schemes that rely on revenue generation as a primary objective, CBKolo is being designed as transport infrastructure. That philosophy is most visible in the pricing structure. Public transport season-ticket holders will receive four free 30-minute rides per day — enough to cover a typical home-to-station and station-to-work commute. Users without a transit subscription will pay €0.80 for the first 30 minutes and €0.04 for every additional minute.

The pricing model effectively transforms bike-share into a feeder service for public transport rather than a standalone commercial product. The goal is not necessarily to maximise bike-share revenue, but to encourage multimodal travel and reduce car dependency.

More Than a Bike-Share Launch

CBKolo's launch is ultimately a political statement about the role of bike-share in urban mobility. The service is being presented as an extension of the city's bus and trolleybus network rather than as an independent offering. It will also be integrated into the new regional transport system launching on the same date, with ambitions to expand into surrounding commuter municipalities.

That level of integration stands in contrast to the model that has dominated European bike-sharing over the past decade, where cities typically regulate private operators rather than operate services themselves. For České Budějovice, however, the logic is straightforward. If shared cycling is considered part of the public transport network, then it should be planned, managed and integrated in the same way as buses or trams.

Whether other cities follow suit remains to be seen. Much will depend on whether they view bike-share primarily as a market service or as public transport infrastructure. České Budějovice has made its choice clear. The debate is no longer how to regulate bike-share operators, but whether bike-share should be operated by the public sector at all.

🔵 Dott Connects the Dots in Padua

In July 2025, the City of Padua published the results of its competitive tender for shared micromobility services — and Dott came out on top with a perfect score of 100, ahead of RideMovi, Bit Mobility, and Lime. The service, which has been in operation since May 2026, covers not only the city of Padua but also eleven municipalities within the Co.Me.Pa. metropolitan area. It represents one of the most extensive shared mobility service areas awarded in northern Italy.

The previous service was operated by RideMovi, which had been running a fleet of 700 standard bikes and 50 e-bikes in a purely free-floating model. The new scheme differs significantly in both scale and scope.

Italy's first fully multimodal shared fleet

"Padua represents a particularly important project for Dott, because here we are introducing for the first time in Italy a fully multimodal fleet, composed of electric scooters, e-bikes and standard bikes," said Vittorio Gattari, Dott's Director of Public Relations. The fleet also includes cargo bikes and hand cycles — making Padua's new service one of the most diverse shared mobility offers currently operating in Italy, with a strong emphasis on accessibility and inclusion.

The rationale behind the single-operator approach

Padua's approach is based on a clear assumption: multimodal shared mobility works best when a single operator is accountable for the entire offer. Fragmented permit systems — where Operator A runs scooters, Operator B runs bikes, and Operator C runs e-bikes — can generate coordination challenges that undermine both user experience and operational consistency. Different apps, different pricing logic, different enforcement cultures. Padua prioritised network integration over a multi-operator structure, awarding the full package to one operator on the basis of quality, not price alone.

Gattari explains: "The contract allows us to finally make our bikes available to Paduans, contributing to a much more extensive and integrated service, where shared mobility can become a real alternative to the private car for daily journeys."

The metropolitan extension to eleven Co.Me.Pa. municipalities is equally significant. Most shared micromobility contracts stop at the city boundary. Padua has built a scheme that reflects how people actually live and travel rather than where the administrative perimeter ends.

Some indicators to watch for

The key indicators to monitor will be vehicle utilisation across all modes, the uptake of cargo bikes, and whether the metropolitan extension delivers meaningful ridership outside the Padua city centre. If it does, this becomes a replicable model for mid-sized Italian cities with university populations, strong cycling cultures, and fragmented suburban commuter flows.

Several are already watching closely. Bologna, which has been discussing a multimodal shared mobility framework for two years without concluding a tender, may be the next city to adopt a similar approach. The question is whether the political will exists to commit to a single operator across all modes — and whether competing operators can assemble a similarly comprehensive proposal.

🦒 Longtail, Short Commute

Launched in July 2024 with 105 electric bikes, Cap Cotentin’s service has expanded to 430 bikes across 36 stations in Cherbourg (FR) and surrounding cities to meet growing demand. Monthly trips on the network rose from 2,000 to 10,000 between 2024 and 2025, with projections pointing to 300,000 trips in 2026. For an urban area of 180,000 residents, the figures suggest a significant change in travel behaviour.

City officials repeatedly observed users carrying passengers on the rear of shared e-bikes. The practice became common enough for the local authority to design a service around it.

Cherbourg has now deployed France’s first fleet of docked shared electric longtail bikes, comprising 15 vehicles. Built by Douze Cycles — France’s leading cargo bike manufacturer — the model allows to carry a passenger, a child, or cargo loads, while remaining fully integrated into the existing station network. The target audience consists of users whose mobility needs are not fully met by a standard shared e-bike: families with young children, residents making utility trips, people for whom a two-wheeler only works if it carries more than just them.

The key innovation lies in integrating the vehicle into a docked shared mobility system. Ecovélo adapted its existing charging and locking infrastructure to accommodate the Douze Cycles LT model. The vehicle itself was modified for shared use, with a reinforced frame, a rigid fork, and a motor configuration designed to withstand intensive daily operation.

Rather than restrict an informal practice, Cap Cotentin chose to accommodate it. A small but telling shift in how public authorities approach shared mobility — and one that may offer lessons for other cities.

🚲 Dublin Is Taking Back Its Bikes

DublinBikes launched in September 2009 with 450 bicycles and 40 stations, under a deal granting JCDecaux exclusive rights to 72 advertising panels across the city: outdoor advertising in exchange for urban cycling infrastructure, with no upfront public funding required. At launch, critics questioned whether the agreement represented value for money and whether the terms were sufficiently transparent. The scepticism was understandable. In France, Lyon had been the only city to secure especially favourable terms before JCDecaux renegotiated similar contracts elsewhere.

Despite those concerns, the scheme was an immediate success. It expanded to 1,600 bikes across 118 stations, attracted a succession of major commercial sponsors — Coca-Cola, Just Eat, Now TV, RedClick — and became one of the most recognisable features of Dublin’s transport network. In 2021, half the fleet was converted to hybrid e-bikes. At its peak, the scheme counted 42,000 annual subscribers.

But the numbers told a more complicated story. DublinBikes has never turned a profit, operating at a deficit throughout its 17-year existence. Subscriptions fell sharply during the pandemic and never fully recovered. The scheme stopped expanding in 2017, leaving large parts of the city — particularly working-class suburbs — without access. As independent councillor Mannix Flynn put it bluntly, cycling investment had failed to reach many communities: “It beggars belief that we still haven't expanded this scheme. You cannot go into a block of flats anywhere in Dublin and see cycling infrastructure.”

The arrival of dockless bikes

Into this increasingly static landscape came the dockless operators. Bleeper — Ireland’s first dockless bike-share scheme, launched in 2017 — built a fleet of around 800 bikes under a city licence capped at 1,000 vehicles. Moby followed with a mixed fleet of pedal bikes and e-bikes, later expanding to 1,500 vehicles after partnering with Free Now in 2024. Between them, Bleeper and Moby now cover areas of Dublin that DublinBikes never reached: suburban neighbourhoods, university districts and riverside routes.

The contrast with DublinBikes became increasingly stark. A tourist arriving in Dublin could unlock a Moby e-bike in a dozen neighbourhoods but still fail to find a DublinBikes station within walking distance of their hotel. The station-based system had hardened into exactly the kind of centrally concentrated, subscription-based service with limited geographic reach that dockless models were designed to disrupt.

Dublin takes back control

The JCDecaux contract expires in September 2027. Rather than extending the arrangement, renewing it, or leaving the market entirely to private operators, Dublin City Council has announced that under the new scheme it will own the stations and potentially the bike fleet itself, while operations and maintenance will be tendered separately.

The scale of the ambition is significant. The council intends to deploy around 4,000 bikes — a combination of conventional bicycles and e-bikes — across the entire city. That would more than double the current DublinBikes fleet while finally extending coverage to the working-class communities that councillors have argued were excluded from the scheme from the beginning.

The open questions

How will a 4,000-bike system be funded without the advertising revenues that made the JCDecaux model viable in the first place? Will the new system remain fully station-based, or incorporate virtual hubs to reduce civil engineering costs? What happens to Bleeper and Moby — will they continue operating alongside the new public scheme, or will the council seek some form of integration or consolidation?

The council has not yet answered those questions. What it has answered, however, is the political question: Dublin is not going to follow the path taken by cities such as Nantes or Stockholm, quietly allowing public bike-share contracts to expire and leaving the market to private operators. Instead, it is moving in the opposite direction — taking ownership, expanding coverage, and building infrastructure under long-term public control.

👋 And Now Neuron Waves Goodbye to the UK…

On 31 May 2026, Neuron's orange e-scooters will disappear from Newcastle's streets. Not because the scheme failed locally — it covered 1.6 million trips — but because Neuron has decided to wind down its entire UK operation. Newcastle was the last city where the operator still ran a service. It is now gone from the country entirely.

The Newcastle trial had been one of the longest-running in the UK. Launched in February 2021, it had been extended no fewer than four times, most recently to May 2026 after the council demanded Neuron demonstrate tighter operational controls following councillor concerns about pavement riding, inconsiderate parking, and underage use. The company's UK head Mehmet Can Isiklarli acknowledged it was a "difficult decision," but framed it plainly: it is part of a broader strategic choice to exit the UK market.

The timing is pointed: Neuron's exit comes just weeks after Voi's public warning that it too could abandon the UK unless permanent legislation appears at the next King's Speech. Both companies are saying the same thing in different ways: the UK's framework is not worth investing in. Neuron made that call quietly. Voi is still making noise. The underlying logic is identical.

As the King's Speech delivered in May 2026 contained no e-scooter legislation, what's left of the UK shared e-scooter market is increasingly concentrated in the hands of operators with the balance sheet to absorb continued uncertainty: Lime, Bolt, Voi in its remaining cities. Smaller or more focused operators such as Neuron have made rational calculations that the UK isn't worth the wait. If Voi follows, the sector doesn't thin out. It effectively ends outside London.

The data Neuron collected in Newcastle will, as the council noted, "provide the government with some useful information" for any future legalisation process. It is cold comfort for a city that now has no shared e-scooter service, and for an industry that has been asked to prove its value on a one-year temporary basis for half a decade.

🚲 A Bet on Bikes in the World's Cycling Capital

Copenhagen’s modern history with shared micromobility starts with Bycyklen. Launched in 2012 with e-bikes, docking stations, and touchscreen interfaces, it was genuinely innovative. It was also costly to develop, struggled with lower-than-expected demand, and eventually went bankrupt, leaving the city without a public bike-share system. The gap was filled by private operators. Donkey Republic, founded in Copenhagen in 2014, became the city's main bike-sharing provider after winning 2,075 of the 3,200 available city permits — a local company filling a void left by a failed public investment.

On the scooter side, Copenhagen was briefly a major market. Voi launched there in 2019 and described the city as one of its largest globally between 2019 and 2021, with millions of rides completed each year. Then the city tightened its grip: parking restrictions swept across large parts of the centre, limiting where scooters could be left and effectively making free-floating operations unviable. Voi exited at the end of 2023. Other operators followed or scaled back. Copenhagen had made its position clear: shared mobility was welcome, but on the city's terms, not the operator's.

A strategic return

The come back to Copenhagen in May 2026 is a different proposition. Rather than e-scooters, Voi arrives with up to 4,500 shared e-bikes — the largest private dockless e-bike deployment in the Danish capital to date. The move is deliberate. Unlike scooters, e-bikes fit naturally within Copenhagen’s deeply rooted cycling culture. They require far less political capital to justify and operate within a regulatory framework that, while still demanding, is considerably less contentious than the scooter rules that ultimately pushed Voi out of the city.

Øystein Rikheim Sundelin, Voi's Senior Policy Manager, framed the return in terms of fit rather than conquest: "Copenhagen is one of the world's great cycling cities which is exactly why we believe shared e-bikes fit in so naturally here. They give both residents and visitors an easy and flexible option for getting around the city and work well alongside both private bikes and public transport." On the lessons from the scooter exit, he was equally measured, stressing the need for "practical dialogue" between operators and cities — language that reads, between the lines, as an acknowledgement that Voi's first stint in Copenhagen ended on terms it hadn't fully anticipated.

The company has not abandoned scooters entirely. Sundelin confirmed that Voi aims to eventually bring e-scooters back to Copenhagen, but only "depending on the city's regulatory framework" — a cautious framing that suggests no imminent moves.

The real question: what's the market?

Here's the paradox any operator entering Copenhagen must grapple with. This is a city where 62% of residents commute by bike daily, 9 out of 10 Copenhageners own a bicycle, and private cycling generates around 408 million journeys a year. It has invested over €170 million in cycling infrastructure over the past decade. In most European cities, shared bikes fill the gap for people who don't own one, in Copenhagen, almost everyone already does.

The track record is sobering. Bycyklen — the city's publicly subsidised e-bike scheme launched in 2014 as a "fourth component of public transportation" — grew from 169,000 rides in 2015 to 933,000 by 2016, sustained by €1.10 million in annual public funding. It wasn't enough. Its bike importer went bankrupt in 2017, the system was restructured, and Bycyklen itself filed for bankruptcy at the end of 2022. Even a well-funded, purpose-built e-bike system couldn't generate sustainable ridership in a city where cycling is already the default.

The gap was filled by Donkey Republic, now operating alongside Dott. Neither dominates. The market exists — tourists, residents between bikes, longer cross-town trips where e-assist matters — but it is structurally narrower than anywhere else in Europe.

That's the niche Voi's 4,500 e-bikes are targeting. It is not the daily commuter, it is the occasional user, the visitor or the tourist. Whether that market is large enough to justify the investment is the question Voi's Copenhagen comeback will eventually answer.

🔒 Cooltra Goes Docked

Ontinyent's electric bike-share scheme Ontibici is relaunching today — and the story is less about the city than about the operator running it. Cooltra, best known for free-floating moped-sharing across Barcelona, Madrid, Rome, and Paris, is taking over the Ontibici service with a station-based model. Sixty e-bikes, docking infrastructure, subscription-based access. It is a rare thing in 2026: a genuine new dock-based system, launched by an operator whose entire DNA was free-floating.

The context matters. Ontibici's previous concession was awarded to Movus, who declined to cover the gap with the second contract, leaving the city without a functioning bike-share for 6 months. Cooltra stepped in with the new concession, a modernised fleet, and a model that looks nothing like its core business: 57 bikes accross 8 physical and 19 virtual stations, allocated to subscribed residents, annual passes at €15 with the first 30 minutes free, monthly passes at €5.

A consortium built on specialisation

The technology stack behind Ontibici is a deliberate choice. Cooltra assembled a three-partner consortium — OEMbikes for hardware, Noval for station infrastructure, Urban Sharing for the software platform — rather than turning to a single integrated provider. Camille Loth, Cooltra's B2G Manager, explains the logic: "What seemed particularly interesting to us was working with actors specialised in each of the three main components of a bike-share system — the bike, the station, and the software — each with very solid references at their level, rather than a single company offering all three."

The decision to use Urban Sharing's white-label platform rather than Cooltra's own free-floating software was equally deliberate. "The expectations of public bike-share are different," Loth notes, "and since we're talking about white-label solutions, it seemed quite natural to work with a specialist like Urban Sharing." The three partners have already worked together previously, which matters: the integration complexity of combining three separate systems is real, but the consortium arrives at Ontinyent with a solution that has already been road-tested.

Beyond opportunism: a medium-term B2G strategy

Cooltra has been building toward this for longer than Ontinyent might suggest. Loth joined the company at the end of 2022 with a specific mandate to develop the public bike-share segment. "This goes well beyond a simple opportunity," he says. "This launch is part of a medium-term strategy that is simply beginning to bear fruit."

The group's existing footprint — 15,000 free-floating vehicles across 20 European cities in 7 countries, covering scooters and bikes from per-minute rental to monthly subscriptions, for private users, businesses, and local authorities — is the platform on which the B2G offer is being built. "The public bike-share market is a natural continuation for the group, very complementary and connected to existing B2C and B2B activities," Loth explains. The local operational synergies are the core argument: a Cooltra city team already managing a free-floating fleet can absorb a public bike-share contract without duplicating infrastructure.

Earlier in 2026, Cooltra launched what Loth describes as "the first fully public long-term rental service in the Spanish market" in Manresa — powered in part by Kleta, the subscription cycling company Cooltra recently acquired. Ontinyent follows with a different model but the same strategic logic: expanding the group's public sector footprint city by city, in Spain first, then across the other European markets where Cooltra already operates.

The demand baseline in Ontinyent justifies the bet. In the first quarter of 2024, the service recorded an average of 3,679 monthly uses — around 120 trips per day — for a city of 35,000 inhabitants. Modest in absolute terms, but a meaningful utilisation rate for a small Spanish municipality, and enough to make the case for a properly operated service.

Station-based systems have been retreating across Europe for years, gradually giving way to virtual hubs and free-floating models. The trend has been unmistakable: fewer docks, more app-based flexibility, and less reliance on heavy civil infrastructure. Ontinyent is a small but deliberate counterpoint. And Cooltra is making the argument that docks still have a place where density is low and predictability matters more than flexibility. For a company that built its reputation on the freedom to park anywhere, that's a meaningful shift.

🍋 Lime Goes Public

Wayne Ting, Lime's CEO, has been talking about an IPO since at least 2020. On 8 May 2026, it finally happened: Lime's parent company Neutron Holdings filed its S-1 with the US Securities and Exchange Commission, planning to list on the Nasdaq under the ticker LIME. The valuation target is around $2 billion.

Lime's nine-year journey

Founded in 2017 by Brad Bao and Toby Sun, Lime rapidly expanded into more than 100 cities within just a few years. In 2020, Lime suspended operations across nearly two dozen countries during the pandemic, cut staff, but raised a $170 million lifeline led by Uber — a deal that gave the ride-hailing giant a stake of more than 10% and an integration that now channels 14% of Lime's total revenue through the Uber app.

Revenue grew from $686 million in 2024 to $886 million in 2025 — up 29% year-on-year. Free cash flow hit $104 million in 2025, nearly double the prior year, and Lime has been cash-flow positive for three consecutive years. The company now operates in approximately 230 cities across 29 countries, with an average fleet of over 325,000 vehicles and more than one billion cumulative rides since founding.

Why now… and why it's a gamble

The S-1 contains a sentence that every investor will have read twice: Lime "does not have sufficient liquidity" to meet its current obligations. The company carries approximately $1 billion in current liabilities, with $675 million due by end of 2026 and $846 million due within 12 months. As of 31 March 2026, it held $261 million in cash. The numbers are clear : Lime needs this IPO. Without it, or a restructuring of its debt, the company has explicitly warned of “substantial doubt” regarding its ability to continue operating as a going concern.

This is not primarily a growth move but a refinancing mechanism with a stock market wrapper. That doesn't make it uninvestable — the revenue trajectory and positive free cash flow are genuine — but it does mean Lime enters public markets from structural pressure, not confidence. As IPOX analyst Lukas Muehlbauer observed: "the main caveat is that the company remains loss-making and investors will look closely at whether they can turn strong revenue numbers into more consistent profitability." Net losses, having narrowed to $33 million in 2024, widened again to $59 million in 2025.

The London problem hiding in plain sight

Buried in the S-1 risk factors is a detail that will have jumped out at European micromobility observers : the UK accounted for 22.2% of Lime's total revenue in 2025 — by far its largest single national market. Given that London generates the vast majority of UK rides, this means that nearly 20% of Lime’s total revenue comes from a single city.

That concentration is a double-edged sword. London is Europe's largest private dockless bike market, and Lime dominates it alongside Forest. The Uber app integration amplifies this.

But London is currently navigating a major regulatory transition: the English Devolution Act, passed 29 April 2026, grants TfL a London-wide licensing power over dockless micromobility for the first time. What that framework will look like in practice — fleet caps, pricing requirements, parking standards, operator fees — is still being designed. Lime will therefore fight to keep its licence in a market where rules are likely to change and affect the company's revenue, while TfL now knows how dependent Lime is. That is not a comfortable negotiating position.

Add the ongoing UK e-scooter legislative uncertainty and the regulatory picture in Lime's most important market is the most complex it has ever been.

What this means for the sector

A publicly listed Lime changes competitive dynamics for everyone. Quarterly filings will expose fleet economics, city-level performance, and regulatory risk in ways that private funding never required. Bolt, Dott, Voi, and Forest will read every disclosure. So will the cities negotiating contracts with Lime.

Interestingly, one rumour circulated last week that Uber was in discussions to acquire Voi in a deal valued at around $1.2 billion. Voi CEO Fredrik Hjelm moved quickly to shut it down. "Not true," he posted on LinkedIn. "Voi has not agreed to sell to Uber." Whatever the origin and goal of this destabilisation attempt, it is a measure of how much consolidation speculation surrounds this sector right now.

Lime’s IPO marks the opening move in what could become a major phase of structural maturation for the shared mobility industry. The green scooters are finally heading to Wall Street — and how Wall Street responds may well define the sector’s next chapter.

London remains Europe's largest private dockless market.
