So this region is not just a constituency on the map, but part of the community that shaped who I am. </span></p><p class="paragraph" style="text-align:justify;">Tanahun-1 was the first place I ran for national office<span style="color:rgb(0, 0, 0);font-size:medium;">, and it was here that the people </span>placed their trust in me<span style="color:rgb(0, 0, 0);font-size:medium;">, electing me to the House of Representatives with a substantial mandate. In partnership with United World Schools (UWS) across </span><span style="color:rgb(27, 125, 222);font-family:Helvetica, Arial, sans-serif;font-size:medium;"><b>10 schools</b></span><span style="color:rgb(27, 125, 222);font-family:Helvetica, Arial, sans-serif;font-size:medium;">, </span><span style="color:rgb(0, 0, 0);font-family:Helvetica, Arial, sans-serif;font-size:medium;">an initiative was launched with an aim to create an inviting learning environment through painting and renovation efforts that encourage children to attend school and engage in learning.</span></p><p class="paragraph" style="text-align:left;"></p><p class="paragraph" style="text-align:left;"><span style="color:rgb(27, 125, 222);font-size:medium;"><b>Laying the Groundwork for a Connected Tanahun</b></span></p><p class="paragraph" style="text-align:left;"><span style="color:rgb(0, 0, 0);font-size:medium;">The long-neglected, dusty, and narrow Tanahun-1 section of the Prithvi Highway was upgraded and completed in 2080. Built with loan support from the Asian Development Bank, this international-standard highway has improved road safety, eased mobility, and reduced travel time and transportation costs. The upgrade has strengthened Tanahun’s connectivity with national economic corridors and everyday livelihoods.</span></p><p class="paragraph" style="text-align:left;"><span style="color:rgb(0, 0, 0);font-size:medium;">My focus has always been on </span><span style="color:rgb(27, 125, 222);font-size:medium;"><b>quality infrastructure</b></span><span style="color:rgb(0, 0, 0);font-size:medium;"> that delivers real improvements in people’s daily lives. By being politically present in schools, municipalities, and community spaces, I ensure that representation translates into real, on-the-ground improvements. This is where politics became personal. Not in offices or stages, but in conversations, shared silences, and lived realities. Tanahun gave me trust and with it, humility. These images capture what words often miss: time spent listening, learning, and being accountable. </span></p><p class="paragraph" style="text-align:left;"><span style="color:rgb(0, 0, 0);font-size:medium;">While a parliamentarian is elected by a constituency, the responsibility extends far beyond it. The trust placed in me carries a broader obligation, that is to contribute to national debates, strengthen institutions, and help shape policies that serve all Nepalis. In 2017, we launched an early procurement of electric vehicles for government use. At the time, it was seen by many as aspirational. But I saw it as a necessary first step toward realigning Nepal’s transport policy with our hydropower advantage and climate commitments.</p><p class="paragraph" style="text-align:left;">I am proud that this early policy stance helped lay the foundation for today’s EV ecosystem, one that now supports cleaner technologies with lower import duties, growing infrastructure, and growing consumer confidence. While the overall size may seem aligned with macroeconomic projections, key concerns remain regarding realism, execution, and accountability.</span></p><p class="paragraph" style="text-align:left;">🔹 <b>Budget Size and Macroeconomic Alignment</b></p><ul><li><p class="paragraph" style="text-align:left;">The National Statistics Office projects GDP (at consumer prices) to reach Rs. 61.07 trillion, with real growth rate of 4.61%.</p></li><li><p class="paragraph" style="text-align:left;">With projected currency appreciation (5.5%) and inflation, nominal GDP could expand by 11–11.5%, crossing Rs. 66 trillion.</p></li><li><p class="paragraph" style="text-align:left;">Given these projections, the budget size of Rs. 1.96 trillion is not inherently overambitious. Yet, even amidst this turbulence, we cannot pause the work of rebuilding, tracing the quiet signals beyond the noise, and highlighting the spaces where hope still lives. Because progress, even when fragile, must be made visible. </p><hr class="content_break"><p class="paragraph" style="text-align:left;">Let’s start with the bigger questions. </p><div class="section" style="background-color:transparent;margin:0.0px 0.0px 0.0px 0.0px;padding:0.0px 0.0px 0.0px 0.0px;"><p class="paragraph" style="text-align:left;"><span style="color:#057cc3;font-size:1.5rem;"><b>Does economic growth mean more use of resources?</b></span></p></div><p class="paragraph" style="text-align:left;">For most of human history, economic growth remained stagnant, with annual expansion hovering around zero percent (in one decimal place). That changed in 1820, when the First Industrial Revolution (IR) triggered a wave of mechanized production leading to sustained income growth. Since then, each industrial revolution has reshaped economies:</p><div class="image"><img alt="" class="image__image" style="" src="https://media.beehiiv.com/cdn-cgi/image/fit=scale-down,format=auto,onerror=redirect,quality=80/uploads/asset/file/6dd03e0d-f56d-454e-b9d8-29ff1ac128cd/Screenshot_2025-04-02_at_10.29.48_PM.png?t=1743612296"/></div><p class="paragraph" style="text-align:left;">So, historically, yes—more output meant more energy, materials, and labor. Yet, the Fourth Industrial Revolution challenges this link, offering a path where growth is beginning to be decoupled from carbon emissions.</p><p class="paragraph" style="text-align:left;"><span style="color:#057cc3;font-size:1.5rem;"><b>Does Nepal have to follow the typical development model?</b></span></p><p class="paragraph" style="text-align:justify;"><span style="color:rgb(0, 0, 0);font-family:Aptos, sans-serif;font-size:12pt;">Many economies have relied on industrialization—starting with labor-intensive manufacturing, moving up the value chain, and eventually transitioning to a service-led economy.</span></p><p class="paragraph" style="text-align:justify;">But Nepal’s geographic constraints, lack of industrial infrastructure, and growing digital capabilities suggest that it may not need to follow the traditional manufacturing-led growth trajectory. But the real story lies in foreign exchange: digital service exports brought in a striking <b>5.5% of total forex earnings</b>, nearly <b>doubling</b> since 2020.</p><p class="paragraph" style="text-align:justify;">Freelancers alone contributed <b>3.4% of total forex</b> in 2022—outpacing several traditional export sectors. Meanwhile, IT companies saw their forex contribution grow nearly <b>threefold</b> (from 0.8% to 2.2%) over the same period.</p><p class="paragraph" style="text-align:left;"><span style="color:rgb(0, 0, 0);font-size:medium;">💻 </span><span style="color:#024d0f;font-size:medium;"><b>A Scalable, Talent-Driven Growth Engine</b></span></p><p class="paragraph" style="text-align:left;"><span style="color:rgb(0, 0, 0);font-size:medium;">The IT sector is one of the few industries in Nepal with the potential to </span>stem brain drain<span style="color:rgb(0, 0, 0);font-size:medium;"> by offering global opportunities at home. Believed to be a gross under-estimate at the time of the survey, there are over </span>66,500 freelancers<span style="color:rgb(0, 0, 0);font-size:medium;"> and </span>106 IT export companies<span style="color:rgb(0, 0, 0);font-size:medium;"> already delivering digital services worldwide. With the right digital infrastructure and support systems, Nepal can position itself as a </span>hub for remote-first innovation<span style="color:rgb(0, 0, 0);font-size:medium;">, keeping its skilled youth engaged, employed, and empowered.</span></p><p class="paragraph" style="text-align:left;">🌐<span style="color:rgb(0, 0, 0);font-size:medium;"> </span><span style="color:#024d0f;"><b>Reducing trade dependency on neighbors</b></span></p><p class="paragraph" style="text-align:left;">Nepal’s economy has long leaned on its neighbors—India and China—for merchandise trade and transit. But this dependence comes with risk: geopolitical tensions, border delays, and fragile supply chains regularly disrupt the flow of traditional exports like textiles, agricultural goods, and even electricity. Geography, in many ways, has dictated Nepal’s economic fate.</p><p class="paragraph" style="text-align:left;">But digital exports break that boundary.</p><p class="paragraph" style="text-align:left;">Whether it’s a line of code, a machine learning model, or a fintech solution, IT services don’t need a highway or a seaport—they travel at the speed of the internet. This makes Nepal’s digital economy not just a growth sector, but a geostrategic advantage. By investing in cloud-powered, borderless exports, Nepal can diversify its trade portfolio, reduce external vulnerabilities, and reimagine its role in the global economy—not as a landlocked nation, but a digitally connected one.</p><p class="paragraph" style="text-align:left;"><span style="font-family:"Times New Roman";font-size:7pt;"><b> </b></span><span style="color:rgb(0, 0, 0);font-size:medium;">🌍 </span><span style="color:#024d0f;"><b>Window of Opportunity in a Booming Global Market</b></span></p><p class="paragraph" style="text-align:left;">The global digital economy is growing at an exponential pace. Worldwide IT spending is projected to reach <b>USD 5.04 trillion by 2024</b>, growing at <b>8.6% annually</b>. Countries like India, Bangladesh, and Vietnam have successfully leveraged IT exports to accelerate economic growth. These rankings reflect weak cyber defense mechanisms and limited digital infrastructure and accessibility. Strengthening cybersecurity policies, expanding ICT access, and integrating digital solutions into key sectors are essential to improving Nepal’s digital readiness.</p></li><li><p class="paragraph" style="text-align:left;"><b>Establish IT Parks & Special Economic Zones (SEZs)</b>: Bangladesh’s Hi-Tech Park initiative has created 40,000+ IT jobs and attracted over USD 600 million in foreign investment. The<b> High-Level Economic Reform Commission</b>, chaired by Rameshwor Prasad Khanal, has recognized the growing role of youth-led, tech-based services and remote work.</p><p class="paragraph" style="text-align:justify;">A small but impactful policy—allowing access to prepaid cards up to $500—has already helped many freelancers cover essential costs and tap into global markets.</p><p class="paragraph" style="text-align:justify;">With smoother forex access and better digital payments, this sector could become a major source of jobs and foreign exchange. This was expected to be issued every few months, but the exigencies of a peripatetic political life intervened, and we could not. The turning of the calendar invites us to take a moment to reflect and renew—an opportunity to reconnect with our roots and reaffirm our collective commitment to the future well-being of Nepal. </span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">This year, Nepal stands at a crossroad, grappling with the escalating impacts of climate change while holding onto the hope for a sustainable and resilient future. As we face the pressing realities of climate change, the story of Nepal unfolds as one of both immense challenge and inspiring resilience. In recent months, devastating floods across the country, exacerbated by climate change, serve as a stark reminder of the fragility of our environment and the urgency of collective action. In this newsletter, I focus on climate change—an existential issue that transcends borders and generations. Nepal’s unique ecology not only positions us at the frontline of the climate crisis, but also gives us the opportunity to lead.</span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">2025 must be a year we step up—COP30 (UN’s climate conference) will take place in Brazil where in 1992 the landmark UN Conference on Environment and Development (UNCED), also known as the Earth Summit resulted in the United Nations Framework Convention on Climate Change (UNFCCC).</span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;"><b>Nepal’s Recent Climate Shocks: Lessons from the Mountains</b></span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;">In 2024, Nepal faced some of its most devastating climate-related disasters, underscoring the vulnerability of its ecosystems and communities. On August 16, a Glacial Lake Outburst Flood (GLOF) in the Everest region swept through the village of Thame, displacing 135 people and destroying 25 homes, a health post, a hydroelectric plant, and a vital bridge. The floodwaters traveled over 85 kilometers downstream along the Dudhkoshi River, wreaking havoc along its path far beyond the point of origin. This tragedy stemmed from a glacial lake no larger than an Olympic swimming pool—one not even considered high risk. The flood claimed 250 lives, displaced thousands, and caused $346 million in economic losses. World Weather Attribution (WWA) links this intensified rainfall to climate change, which has made such events </span><span style="color:#00425a;">10% stronger and 70% more likely. Poor urban planning and a lack of preparedness continues to </span><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">further exacerbate the devastation.</span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">Between 2017 and 2021, Nepal lost over 2% of its GDP (national output) annually due to climate-induced disasters. Elevation-Dependent Warming and regional pollutants like black carbon are accelerating glacial melting, threatening water supplies for billions. Even if global warming is limited to the 1.5°C target, the Hindu Kush Himalaya (HKH) region is projected to experience disproportionate warming, with temperature increases of 0.3°C in the HKH and 0.7°C in the northwest Himalayas. </span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">These events are not just wake-up calls but a rallying cry for immediate action—stronger monitoring, better planning, and greater investments in climate resilience.</span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;"><b>From Policy to Action: Empowering Communities</b></span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">Nepal’s ability to confront escalating climate challenges lies in harmonizing modern governance frameworks with its deeply rooted community-based resilience.  The National Climate Change Policy (2019), which has committed 80% of climate finance to the local level, exemplifies how governance can empower grassroots solutions. This decentralization not only empowers local level decision-making but also integrates modern climate strategies with indigenous knowledge systems that have sustained communities for centuries. </span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">Nepal’s community forestry program is an outstanding example of this amalgamation. Once plagued by deforestation, community-led initiatives have transformed local forests into thriving ecosystems. Covering 45% of Nepal’s territory, community forests are a global success story, providing livelihoods, sequestering carbon, and serving as natural buffers against floods and landslides. These efforts are further supported by the Local Adaptation Plans of Action (LAPA), which empower 753 local governments to craft climate strategies, blending local expertise with broader national policies.</span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;"><b>Confronting Costs</b></span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">This synthesis is not without challenges. The cost of climate adaptation by 2030 is estimated at $47 billion—far exceeding the country’s average annual GDP. The funding gap for Nepal’s adaptation needs at the national and the local level stands at 85%, Even if funds are available, institutional challenges limit Nepal’s ability to utilize them effectively. Fragmented policies (NDCs, NAPs, NBSAPS, INFFs and sector plans), and the absence of system-wide economic thinking approaches also hinder the development of bankable climate projects.</span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">Despite the establishment of a Loss and Damage Fund at COP28, Nepal and other vulnerable nations face significant challenges in scaling, accessing and utilizing these resources. At the recent COP29 in Baku, I emphasized that 97% of Nepal’s climate funding needs rely on external sources. This dependence highlights a deeper issue: the need for regional collaboration and stronger global partnerships to support countries like Nepal.</span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;"><b>Strategizing for Climate Preparedness: Bridging Gaps</b></span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">Amid escalating climate shocks, a proactive approach is vital to mitigate risks and safe’uard Nepal&#39;s future. An emerging consensus highlights the critical need for pre-agreed, pre-financed, and rules-based mechanisms to enhance preparedness.</span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;"><b>1</b></span><span style="color:#00425a;">.</span><span style="color:#00425a;font-family:"Times New Roman";font-size:7pt;"> </span><span style="color:#00425a;font-family:"Aptos Display", sans-serif;"><b>Bridging the Action Gap:</b></span><span style="font-family:"Aptos Display", sans-serif;"><b> </b></span><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">The first foundational step is to</span><span style="color:#00425a;font-family:"Aptos Display", sans-serif;"><b> </b></span><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">strengthen institutional frameworks and integrate climate priorities into development planning. Local capacity development is critical, as they are the first responders. These mechanisms can seamlessly integrate climate adaptation into national development strategies, fostering more responsive and effective solutions. Sustainable financing must be bolstered through innovative mechanisms like blended finance, carbon taxes, and international tax reforms to close the significant funding gap. </span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;"><b>Uniting Beyond Borders: Global Synergies for Nepal’s Climate Fortitude</b></span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">The Himalayas, often referred to as the “Third Pole,” store the largest amount of frozen water outside the Arctic and Antarctic. They feed ten major river systems, including the Ganges, Brahmaputra, and Mekong, providing sustenance to nearly 2 billion people across South and Southeast ’sia.</span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">Nepal&#39;s unique position in the Himalayan region places it at the center of ecological and hydrological systems that cross national boundaries. Therefore, the challenges Nepal faces—melting glaciers, black carbon pollution, and erratic monsoons—cannot be solved in isolation. Climate risks do not respect the man-made borders. Solutions are therefore inherently transboundary, demanding collective solutions.</span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">The ecological interconnectedness of the region demands collaborative management of shared resources. Regional agreements on water sharing, disaster preparedness, and air quality management could mitigate risks while fostering trust and cooperation. For example, shared protocols for monitoring glacial lakes and managing river basins can prevent catastrophic floods while securing livelihoods downstream.</span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">Achieving Nepal’s climate goals, one of them being net zero by 2045, requires innovative financing mechanisms. Blended finance—combining public and private investments—can fund large-scale adaptation projects, while policies like carbon taxes, financial transaction taxes, and wealth taxes can generate sustainable revenue streams.</span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">Real progress requires collective action. With varied power dynamics, shared data protocols, regional climate funds, and derisked decarbonization efforts can balance these power asymmetries. The responsibility of protecting the Himalayas is beyond Nepal’s: it is a global imperative.</span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">The need to address climate change in Nepal cannot be overstated. Escalating disasters, fragile ecosystems, and resource challenges pose significant threats, but they also present opportunities for innovation, collaboration, and leadership.</span></p><p class="paragraph" style="text-align:justify;"><span style="color:#00425a;font-family:"Aptos Display", sans-serif;">Nepal&#39;s resilience and tradition of community-led initiatives offer a foundation for progress. लोकतान्त्रिक गणतन्त्र भित्र मौलिक अधिकारहरू सुनिश्चित गर्ने समावेशी समाज निर्माण गर्नु हो । राष्ट्रिय आय वृद्धि गर्ने, रोजगारी सिर्जना गर्ने, सामाजिक पुँजी बढाउने र जलवायु परिवर्तन लगायत पर्यावरणीय आवश्यकताहरूलाई सन्तुलनमा राख्ने स्वच्छ, बलियो नियामक संरचना भित्र फस्टाउँदो, उद्यम एवं लगानी मैत्री, प्रतिस्पर्धात्मक सामाजिक बजार अर्थतन्त्र सिर्जना गर्ने कुरामा म विश्वास गर्छु ।</span></p><p class="paragraph" style="text-align:left;"><span style="color:rgb(34, 34, 34);">राष्ट्रिय ढुकुटी ठुलो बनाउन उद्यम मैत्री दृष्टिकोण महत्त्वपूर्ण हुन्छ l ऐतिहासिक रूपमा सीमान्तकृत समूहहरूलाई माथि उकास्ने काम राष्ट्रिय आयले सहज बनाउँछ । बहिष्करणका मुद्दाहरूलाई बल्झाई राख्दा सामाजिक-राजनीतिक अस्थिरताको जोखिम हुन्छ, जसले उत्पादनको प्राथमिक उद्देश्यलाई खतरामा पार्छ । जोखिम लिन सक्ने गतिशील निजी क्षेत्रबाट सञ्चालित जीवन्त अर्थतन्त्र बिना सङ्घीय शासनका प्रयोगहरू टिकाइ राख्न पनि गाह्रो हुन्छ । </span></p><p class="paragraph" style="text-align:left;"><span style="color:rgb(34, 34, 34);">नेपालको स्थायी चुनौती भनेको कम लगानी र कमजोर प्रतिफलसँगै जकडिएको प्रणालीगत अक्षमताको दुष्चक्रमा फसेको आर्थिक गतिहीनता हो । सुस्त अर्थतन्त्रमा महँगो राजनीतिक अभ्यासले भ्रष्टाचारलाई प्रोत्साहन गर्छ, जसले आर्थिक वृद्धिलाई दिगो बनाउने प्रयासमा बाधा पुर्‍याउँछ । म शासन व्यवस्था परिवर्तनको वकालत गरिरहेको छैन, तर राजनीति, कर्मचारीतन्त्र र निजी क्षेत्रमा विद्यमान प्रोत्साहनात्मक उत्प्रेरणाको संरचनालाई परिमार्जन गरी आमुल परिवर्तन ल्याउने कुरामा म दृढ विश्वास गर्छु । वृद्धिका लागि प्रोत्साहनहरू मिलाउन र सुशासनको आधारशिला खडा गर्न सार्वजनिक र निजी संस्थाहरूमा गहिरा सुधारहरु आवश्यक छन् । </span></p><p class="paragraph" style="text-align:left;"><span style="color:rgb(34, 34, 34);">लामो समयदेखि समग्र मानव विकासको अध्येयता भएको हुनाले म लोककल्याणको मापकको रूपमा कूल गार्हस्थ्य उत्पादन (जीडीपी) का सीमा र जोखिमहरूलाई स्वीकार्छु । तर म के मान्छु भने -- अमर्त्य सेनको शब्दमा – “मानिसहरु स्वयंले चाहेको जीवन छान्न र बिताउन” आवश्यक क्षमता अभिवृद्धि गर्न अर्थतन्त्र दिगो रूपमा बढ्दै जानु पर्छ । क्षमता अभिवृद्धिमा लगानी गरी मानिसहरुको पूर्ण सम्भावनाको पोषण गर्नु नै सहि अर्थमा विकास हो । दिइएको कुरा निष्क्रिय रूपमा ग्रहण गर्नुको सट्टा मानिसहरू हाम्रो साझा लक्ष्यका सक्रिय योगदानकर्ता हुनुपर्दछ । तर्कसंगत क्रिया (एजेन्सी) को प्रयोगद्वारा मानव छनोटहरू वृद्धि गर्नु हाम्रो लक्ष्य हुनुपर्दछ । </span></p><p class="paragraph" style="text-align:left;"><span style="color:rgb(34, 34, 34);">हालैका दशकहरूमा नेपालले गरेको सामाजिक र राजनीतिक प्रगतिमा म गर्व गर्छु । हामी दक्षिण एसियामा सबैभन्दा खुला, बहुलवादी र स्वतन्त्र समाज मध्येमा पर्छौं । तर आर्थिक रूपमा हामी पछाडि परेका छौं । एक पुस्ता भित्र संरचनात्मक रूपान्तरण गर्न न्यूनतम ७ प्रतिशत वार्षिक वृद्धि गरी प्रत्येक दशकमा वास्तविक जीडीपी दोब्बर गर्ने लक्ष्य राख्नुपर्छ । औद्योगिक क्रान्तिपछि २०० वर्षमा पश्चिमा देशहरुले सुस्त गतिमा यो हासिल गरेका भए पनि धेरै एसियाली राष्ट्रका हालैका सफलता हाम्रो लागि प्रेरणा हुन </span>सक्छन् <span style="color:rgb(34, 34, 34);">। तिनीहरूका उपलब्धिहरू आधा मात्र दोहोर्याउन सक्यौं भने पनि हामीले आगामी दुई दशकमा ठुलो प्रगति गर्न सक्छौं । करिब दुई दशकपछि हाम्रो जनसांख्यिकीय लाभ घट्नेछ किनभने नेपाल वृद्धावस्था-उन्मुख समाजबाट वृद्ध समाजमा परिवर्तन हुनेछ र जलवायु जोखिमहरू बढ्नेछन् । समावेशी विकासको लागि हामीले वित्तीय र बाह्य असन्तुलनदेखि ऋण र सहुलियतपूर्ण विकास वित्तको गलत विनियोजन जस्ता अन्य आधारभूत कुराहरू पनि सच्याउन आवश्यक छ । हालैका दशकहरूमा हाम्रो अर्थतन्त्रको संरचना विप्रेषण (रेमिट्यान्स) मा गहिरोरूपमा निर्भर भएको छ । अर्थतन्त्रको आकारको सापेक्षमा उल्लेख्य जनसंख्या भएका देशहरु मध्ये नेपाल विश्वमा सबैभन्दा धेरै विप्रेषण भित्र्याउने मुलुक बनेको छ । यसले &quot;डच डिजिज&quot; लाई मलजल गरेको छ, जसले उत्पादनलाई अप्रतिस्पर्धी बनाउने, आयात निकै बढाउने र सीमित पूँजी सट्टा उद्यमहरूमा प्रयोग हुने प्रवृत्ति सिर्जना गरेको छ । </span></p><p class="paragraph" style="text-align:left;"><span style="color:rgb(34, 34, 34);"><b>उज्यालो भविष्य</b></span></p><p class="paragraph" style="text-align:left;"><span style="color:rgb(34, 34, 34);">डिजिटलाइजेशन, डिकार्बोनाइजेशन र दूरीको अन्त्यले ठुला नयाँ अवसरहरू ल्याउँदै छन् । स्वच्छ ऊर्जामा आधारित पुन:औद्योगीकीकरण, लामो अवधिको पर्यटन र उच्च मूल्यको कृषिले यी स्रोतहरूलाई थप बल प्रदान गर्नेछन् । हाम्रो दुर्गम, भूपरिवेष्ठित अवस्थितिले सम्भवतः हाम्रो सार्वभौमिकताको रक्षा गर्न मद्दत गरेको भए तापनि ऐतिहासिक रूपमा यो एक आर्थिक अवरोध थियो । तर २१औँ शताब्दीमा यस अवरोधलाई चिर्न सकिन्छ किनभने हामी ढुवानी-निर्भर उद्योगहरूबाट तुलनात्मक रूपमा वजन-कम I plan to introduce exclusive content for subscribers. </p><p class="paragraph" style="text-align:left;"><b>My convictions</b></p><p class="paragraph" style="text-align:left;">In this inaugural issue, I want to highlight my core vision for progress, which I have also helped craft for the Rastriya Swatantra Party, of which I am vice-chair and member of parliament. Our collective pursuit is for the equitable progress of all Nepalis within a socially just liberal economy.</p><p class="paragraph" style="text-align:left;">I seek to help build an inclusive society that guarantees fundamental rights within a fully democratic republic that is based on the rule of law. I believe in creating a flourishing, enterprise-friendly, investment-compliant, competitive social market economy built around a strong regulatory architecture that expands national income, creates jobs, augments social capital, and balances ecological imperatives, including climate chang<span style="color:rgb(34, 34, 34);">e.</span></p><p class="paragraph" style="text-align:left;"><span style="color:rgb(34, 34, 34);">A </span>pro-business perspective is crucial to expand the economic pie, especially for the historically marginalized segments of society. This approach not only aligns with the moral necessity of working towards equality of opportunity but is also pragmatic. Allowing issues of exclusion to fester poses the risk of socio-political instability, jeopardizing the primary objective of wealth generation. Experiments in federal governance will be harder to sustain without a vibrant economy driven by a risk-taking, dynamic private sector that competes on an even playing field.  </p><p class="paragraph" style="text-align:left;">Nepal&#39;s enduring challenge is economic stagnation trapped in a vicious circle of entrenched <a class="link" href="https://www.transparency.org/en/cpi/2022/index/npl?utm_source=swarnimwagle.beehiiv.com&utm_medium=newsletter&utm_campaign=shared-progress-by-the-office-of-swarnim-wagle" target="_blank" rel="noopener noreferrer nofollow">corruption</a> and systemic ineptitude paired with low investment and poor returns. Costly political cycles in a sluggish economy incentivize rent-seeking, which obstructs efforts to trigger and sustain economic growth. While I am not advocating regime change, I strongly believe in overhauling the system by revamping prevailing incentive structures in politics, bureaucracy, and the private sector. Deep reforms in public and private institutions are necessary to align incentives for growth on the bedrock of good governance.</p><p class="paragraph" style="text-align:left;">As a long-term advocate of the paradigm of Human Development, I acknowledge the limits and perils of gross domestic product (GDP) as a measure of well-being but accept that growing the economy sustainably is necessary to enhance people&#39;s ability “to lead fulfilling lives they have reason to choose and value”, to paraphrase Amartya Sen. Development must be about nurturing people’s full potential by investing in capabilities; instead of being passive recipients, they should be the shapers of our shared destiny. Our goal must be to expand choices by exercising reasoned agency.    </p><p class="paragraph" style="text-align:left;">I take pride in the social and political progress Nepal has made in recent decades. We stand out in South Asia for being the most open, plural, and free. Economically, however, we remain a laggard. To transform structurally within a generation, we must aim for a minimum of 7 percent annual growth, doubling real GDP every decade. While the West accomplished this at a slower pace over 200 years after the Industrial Revolution, our path can be informed and inspired by the recent success of many of our Asian peers. Even if we can replicate only half of their achievements, we can expect substantial progress within the next two decades when our demographic favorability is expected to wane as Nepal switches from an aging society to an aged one and climate risks intensify. To complement an inclusive growth process, we need to get other fundamentals in order too, from fiscal and external imbalances to misallocation of credit and concessional development finance. </p><p class="paragraph" style="text-align:left;">The structure of our economy in recent decades has been shaped by a profound dependence on remittances which, relative to the size of the economy, is the <span style="text-decoration:underline;">largest in the world</span> for a fairly populous country. This has contributed to the<a class="link" href="https://www.investopedia.com/terms/d/dutchdisease.asp?utm_source=swarnimwagle.beehiiv.com&utm_medium=newsletter&utm_campaign=shared-progress-by-the-office-of-swarnim-wagle" target="_blank" rel="noopener noreferrer nofollow"> Dutch disease</a>, rendering production uncompetitive, ballooning imports, and misallocating scarce capital into speculative ventures.</p><p class="paragraph" style="text-align:left;"><b>A better future beckons</b></p><p class="paragraph" style="text-align:left;">Digitalization, decarbonization and the death of distance present great new opportunities. Clean energy-fed reindustrialization, long-stay tourism and high-value agriculture will aid these forces. While our remote, landlocked location possibly helped safeguard our sovereignty, it was historically an economic handicap, which can be negated in the 21st century as we shift away from shipping-dependent industries towards production that is relatively weight-less. If well-connected, our location between two of the world&#39;s most populous and rapidly advancing economies can be a significant advantage. We have made substantial progress in absolute terms, evident in improvements across a swathe of social indicators. In relative terms, however, there is a crisis of pace and quality; we have fallen considerably behind nations that were comparable merely three decades ago. We must now catch up.
