Yesterday was a devastating blow to voting rights in the United States. The Supreme Court issued their opinion in Louisiana v. Callais, effectively eviscerating the remaining protections of the federal Voting Rights Act (“VRA”) and the limitations on racial gerrymandering and discrimination in voting. It will go down in history as a cynical and insidious opinion issued by the Court’s six conservative justices. 

State legislatures now have the green light to politically gerrymander - the process of drawing districts for the purpose of giving one political party an advantage. The decision adds fuel to the fire of the pressure campaign by Trump to get Republican-controlled states to redraw maps ahead of the midterms. Until yesterday, Georgia had largely been exempt from these discussions because many of our congressional districts have diverse populations, and thus had been protected from extreme political gerrymandering by the VRA. Those protections are now gone.  

Trump is calling on states to change the maps because he will lose his majorities in Congress if they don’t. He has failed to deal with the affordability crisis, he has pulled us into more forever wars, and rather than be accountable to the people for his actions (and failures to act), he wants to change the rules in the middle of the game. Cheating is the only way he can win.

And state legislatures are falling in line. Florida passed new maps yesterday that could add four republican house seats in congress. Louisiana announced today it will cancel and re-schedule its upcoming primaries in order to consider its options. 

And here in Georgia, Republican statewide candidates, hoping to curry favor with Trump, are publicly calling for a special session to redraw ours.

What is going to happen next in Georgia? It’s a near certainty Republicans are going to redraw the maps to cement their majorities in the Georgia House and Senate. They are terrified of running under the current maps because they see Democrats gaining momentum and flipping the state House. But the question is, when will they do it? Will they do it in time to change Georgia’s congressional maps ahead of the midterms? Here are the two options I see.  

1. Succumb to Trump’s pressure and hold a special legislative session immediately to redraw new maps for the midterms in November. 

To say this is an extreme and audacious choice is an understatement. Because voting has already started in our primaries, this choice would require Republicans to cancel the primaries, re-open candidate qualifying for all the newly changed districts, and re-schedule the primaries for later in the year. 

Setting aside the waste of taxpayer money and chaos this would cause, this would be a naked and despicable power grab. And it will have a major blowback effect for Republicans in November, likely propelling Democratic statewide candidates to victory. Here’s the question– will Georgia Republicans risk this backlash to appease Trump?

2. Hold a special legislative session to redraw new maps this year, but too late to affect midterms in November. 

This option would redraw the maps for 2028. We wouldn’t have to re-run the primary. By doing it in a special session this year (as opposed to during the regular session next year), they could ensure their maps are not vetoed by a Democratic Governor or stopped by a Democratically-controlled House or Senate.

This is still a blatant power grab, but would allow our primaries to continue as planned.  However, should they choose this option, Republicans would risk facing the wrath of Trump and his supporters who want an advantage in the midterms.

Both of these options require Governor Kemp to call a special session of the legislature.

It must be an interesting moment for him as he considers his legacy.  He garnered a lot of respect for standing up to Trump after the 2020 election. Is he going to tarnish his legacy by bowing down to Trump and creating maps that diminish minority voting power in Georgia? 

Because that is the choice he has to make – does he sacrifice the voice of minorities to enshrine partisan advantage?

Georgia is on the verge of becoming a majority-minority state, if it isn’t already. Redrawing the maps silences minority voices – whether a Trump stacked Supreme Court says it’s legal or not. There is a difference between what is legal and what is right. Republicans should have to win by selling their message and being accountable to Georgians– not by redrawing the maps to pick their voters!

I’m deeply concerned about what the Callais decision means for the state of politics in Georgia. But we need to do what we can to preserve the democratic ideals of fair voting and fair representation.

Please join me in calling on Governor Kemp not to call a special session.  Do not engage in fixing the maps. Allow all Georgians their voice– whether they agree with you, vote like you, or look like you. Let the chips fall where they may.

Since I’ve been in the Georgia House, Senator Elena Parent has been a champion for Senate District 44. I’m so glad we’ve had overlapping districts and I had the opportunity to work with her and learn from her. Senator Parent has served her constituents honorably in the Senate for 12 years, not only as the Senator for the district, but as Chair of the Senate Democratic Caucus.

Recently she shared with me she has decided not to seek re-election. I was deeply touched she asked me to run for the seat. I am accepting the challenge, and I am hopeful the voters of Senate District 44 will select me to continue her work to serve the district, win a Democratic majority, and elect Democrats up and down the ballot!

The decision to leave the House is bittersweet. I’ve made a lot of progress in the four years I’ve served, and have made many good friends and connections. But that work can and will continue on the Senate side. Importantly, I’m excited to continue my voting rights and pro-democracy work in the chamber where some of the worst voting and election bills originate.

Senate District 44 includes all of HD 90 (the 2022 map and the current map) and extends north into Druid Hills, east into Oakhurst, East Lake, Decatur and Cedar Grove, and south into Morrow and Ellenwood.

Democrats stopped an ill conceived bill that DeKalb County and most local governments strongly opposed

On our radar: Republicans may try to bully us into voting yes on the property tax bill by threatening to bring a bill that would increase county property taxes on the Atlanta Airport for the benefit of Clayton County, where 80% of the airport is located. This bill represents an inter-party dispute for Democrats, with some Clayton County representatives being in favor, and the majority of the Democratic Caucus being strongly against. If Republicans vote in favor of the bill, it would have enough votes to pass. That would be beneficial to Clayton County’s budget, but majorly destabilizing and financially deleterious for the airport.

Despite these kinds of bully tactics at their disposal, I am hopeful Republicans will see the bigger picture: The Atlanta airport is about more than Clayton County, or even Atlanta. It’s the crown jewel of Georgia and of the South. Forcing financial instability on the airport, its vendors, and the airlines is a sure way to disrupt business interests and make business think twice about calling Georgia home. Hopefully we can negotiate on the property tax bill in good faith without having to resort to such hardball tactics.

This week I also spoke against HB 1247, which would prohibit courts and administrative officers from deferring to agency interpretations - Georgia’s version of overturning Cheveron deference. You can see my remarks on why HB 1247 would be bad for Georgia businesses below.

Each year, the General Assembly passes two budgets: an amended budget to adjust spending for the current fiscal year and a full budget for the year ahead. This week, the legislature finalized the Amended FY 2026 budget. While not every choice reflects the best use of our surplus, there are some genuinely important investments.

High on that list is a badly needed forensic mental health hospital — a long‑overdue step toward reducing the backlog that leaves people in crisis waiting in jail for treatment. This new facility will be built in HD 90, next to the GBI headquarters in South DeKalb. The amended budget also provides one‑time supplements for state employees and educators, expands needs‑based college aid, and directs additional resources toward housing, transportation, and behavioral health capacity. It also includes large tax rebates, which are politically popular but come at the expense of longer‑term needs.

As we turn to the full FY 2027 budget, there’s still significant work ahead to ensure our investments match the challenges facing Georgia.

This week felt like a month.

Democracy and voting rights have been front and center. We fought bad voting bills in the legislature, called out Donald Trump’s call to nationalize elections, and explained the significance of the FBI raid on the Fulton County Elections Hub—there was a lot to talk about. Oh yeah, and I helped author an op-ed in the AJC about the SAVE Act, which is rapidly making its way through Congress. It has the potential to disenfranchise millions of existing voters.

One of the most powerful tools I have as a state legislator—especially as a member in the minority party—is to use my platform to call attention to the items I think we should focus on. That’s why I’ve been making a lot of press appearances this week, and will continue to do so.

The issues that came up this week may seem unrelated: the FBI raid, state election board (SEB) members talking openly about taking over Fulton County elections, SB 214 as a solution to the QR code issue, Trump’s statements about nationalizing elections, seizing voting machines, taking over the voter rolls, and prosecuting Georgia elected officials because of their involvement with the 2020 election. But they actually all go to the same thing— laying a foundation for calling into doubt the results of the 2026/2028 elections. Something I can do in my job is connect the dots for people so we all see clearly the danger that is before us. I contributed to this article in Mother Jones, that helps make the case.

I don’t say this lightly: our democracy is at stake. We MUST pay attention.

Last week I wrote about the QR code issue. What’s the QR code issue, you ask? In a nutshell, two years ago the legislature passed SB 189, a law saying we needed to move away from using the QR code on ballots as the official way to count ballots. Find a full description of the issue here. Since the deadline to do so—July 2026— is rapidly approaching, we need to find a way to address the QR code issue this legislative session.

While SB 189 didn’t explicitly say Georgia had to change its voting system, by prohibiting the use of the QR code as the official count, it makes it impossible to use our current voting system as we use it now. That’s not to say that changing voting systems is the only solution (it’s not), but it does mean that changing voting systems is one possible solution to the QR code problem. In fact, insiders largely understood that the intent behind SB 189 was to push Georgia toward hand marked paper ballots (HMPB) and away from the Dominion voting machines we have used statewide since 2020.

An example of a hand marked paper ballot (HMPB). A HMPB doesn’t have a QR code, so it is a potential solution to the SB 189 problem. However, there are other solutions that don’t require a major overhaul of our elections system!

However, to the extent a forced transition from machines to HMPB was the intent of SB 189, that transition needed to begin in 2024. It would be a major overhaul, after all. Overhauls require time to roll out responsibly. We require time to pass new legislation, seek additional funding, source new equipment, hold competitive bidding processes, run pilots, and train poll workers on new procedures, and more.

But that gradual transition never happened. After legislators passed SB 189, they largely ignored working out the details for the next year and a half. So I assumed that meant that the option to transition to a new system was off the table for 2026, especially because far less disruptive solutions exist.

I was wrong, apparently.

Last week, the House Blue Ribbon Committee on Election Administration, of which I am the only Democratic member, came out with its recommendation that the legislature should comply with SB 189 by transitioning to HMPB by July 2026. I opposed the recommendation.

My position is that regardless of where you stand in the machine vs HMPB debate, overhauling our voting system over a few months and in the middle of a major election cycle is epically irresponsible. Voters would pay the price. I discussed this as a guest on GPB’s Lawmakers. Check out the clip below.

It’s no coincidence that that Blue Ribbon Committee’s recommendation coincides with a big push by the Georgia GOP and the Trump administration to abandon the voting machines in favor of hand marked paper ballots for the November 2026 election cycle. That offers an explanation for why we see republican legislators trying to use the need to comply with SB 189 as pretextual justification for us to make that transition immediately, contrary to voters’ best interests and over the protests of election administrators.

Here’s the silver lining. An attempt to introduce a “QR code fix bill” last Monday didn’t see the light of day. Once folks caught wind that the bill required an overhaul of our current voting system as well as a hand count of millions of paper ballots, they showed up to the Capitol in droves to voice their opposition. Your voice mattered. And the committee listened, cancelling the hearing before the bad bill could be presented.

Now here’s what we need to watch out for. I believe we will see another “QR code fix bill” this week. I haven’t seen it yet to know the details, but to the extent it attempts to overhaul our system for this 2026 election cycle, we need you back at the Capitol to stand in firm opposition.

The reality is— and I’ve mentioned this before— there is no need for drastic measures. We can address the QR code issue responsibly without turning the system on its head in the middle of a major election year. Don’t let anyone tell you otherwise.

Also, on Saturday a federal court ordered the government to unseal the affidavit in support of the warrant that allowed for the FBI raid on Fulton. My suspicion is that whatever supposed evidence was offered has been thoroughly debunked. If that’s true, there is a question as to whether there was probable cause to execute the warrant. I’ll be watching this development closely. The deadline for the government to unseal the documents is Tuesday COB.

I have a few pieces of legislation that I’ve introduced this year.

HB 1174, the Federal Workforce Stability and Reemployment Priority Act, would provide retraining and other support for displaced federal employees.

HR 1033 would prohibit mid cycle redistricting unless ordered by a court.

HB 1221 is a consumer protection bill that would prevent the collection of unreasonable attorneys’ fees from a person who is late paying HOA fees.

If and when these bills move through the legislative process, I’ll get into more details. Anything I introduced last year is also still in play. You can see the entire list here under “Sponsored Legislation.”

As a reminder, it’s up to the majority party’s discretion which bills receive hearings and move through the legislative process, and which don’t. To change that dynamic, we’d need Democrats to take the majority in one or both chambers.

The 2026 legislative session began on January 12. From now until the last legislative day, Sine Die (scheduled for April 2), legislators will be at your Capitol passing a budget, considering various legislation, and spotlighting issues of importance to Georgians.

In 2024, the Georgia legislature passed SB 189 which significantly changed elections and voting in Georgia. I voted no along with most of my caucus. One of the many changes that SB 189 made is related to the QR codes on ballots. SB 189 said that by July 1, 2026, Georgia had to phase out the use of QR codes as the official vote tally.

Since 2020, when you go in to vote in person, you make your selections on a touchscreen called a BMD (Ballot Marking Device). Once your selections are made, you instruct the BMD to print your ballot. The QR code on your ballot saves your selections, but because a voter cannot read a QR code, the selections are also printed on the ballot. You can see an example of the QR code and the readable text on the ballot below, an image I’m borrowing from GPB. 

Currently, when the ballot is scanned and officially counted, the scanner reads the QR code, not the readable text. It’s the QR code that is the official vote for counting and tallying purposes.

As you may recall, Georgia switched to the BMD voting system with QR codes after the passage of HB 316 in 2019. HB 316 was a party line vote, with Democrats voting no and saying that a hand marked paper ballot system would be superior. But Republicans pushed through the BMD/QR code system. 

Almost immediately, some of them had buyer’s remorse.

WE told you so

After the 2020 election, a number of voters began to raise concerns about the QR codes. They argued how do they know what’s actually on there? It could be that I voted for Trump but the QR code coded Biden (and therefore my vote was officially cast for Biden)– and I’d never know the difference because what’s coded in the QR code isn’t readable to the human eye. 

To add fuel to the fire, a human coding error in 2022 led to inaccurate initial results in DeKalb Commissioner Michelle Long Spear’s race. The error was easily discovered because Commissioner Spears did not receive a single election day vote in 33 of the 40 precincts where she was on the ballot, a virtual impossibility. After the discovery of the error, a recount was performed using the human-readable text that revealed she was the first place finisher rather than the third place finisher. The checks and balances built into the system worked to catch the problem, which again, was caused by human error, but faith in the QR code system was eroded.

Proponents of the QR code say post election audits can be used to verify the data in the QR codes by comparing the QR code data and the human-readable text on the ballot for a match. However, the reliability of this kind of audit depends on whether the voter confirms that the human-readable text on her ballot is correct. If the voter doesn’t check to ensure the text is accurate, there’s no certainty that what the QR code says – even when it matches the text on the ballot– is the voter’s intention. That’s why voters should always verify their selections by reviewing the human readable text before casting their ballot.

So all that to say, even though the QR codes hadn’t been linked to any kind of fraud or manipulation, they presented a legitimate concern. SB 189 wasn’t wrong to address that concern. SB 189 recognized that if we abolished the QR codes, we’d need time to put another system in place. That’s why SB 189, signed by the governor in May 2024– permitted a 2+ year runway for selecting and rolling out a new system.

Tick tock. The July 2026 deadline to move away from QR codes is now around the corner. So what is the new plan, you may ask?

We don’t really have one. SB 189 passed, everyone packed their bags, and went home. We didn’t address rolling out a QR code replacement system during the 2025 session, which would have been the ideal time to pass legislation for (and fund!) a new system. And then counties could have practiced using the new system during the 2025 municipal election cycle, working out the kinks along the way. But now that we are approaching another major election cycle, our options are pretty limited - at least they should be if we are to approach this responsibly. 

The best option, in my view, is to pass legislation this session to rescind SB 189 OR push the effective date out to January 2027. If we push out to 2027, we can do the responsible things that we failed to do right after the passage of SB 189– evaluate options with input from stakeholders, pass necessary legislation in 2027, secure sufficient funding from the state (not pass these costs on to the counties with hardly any notice), go through a competitive bidding process with vendors to procure the necessary new equipment at the best price (rush orders for this kind of specialized equipment are grossly expensive), and roll out a new system during an odd year, so counties can acclimate to the new system during low turnout elections. We will rely on post election audits during the 2026 cycle to ensure the QR codes are correctly coded.

Another possibility would be to take a digital image of every ballot and use optical character recognition (OCR) so that the official count is based on the human-readable text rather than the QR code. Or we could use a separate OCR scanner to scan the original ballots. We could even do this at the state level, reducing the burden on our 159 counties.

The most irresponsible thing to do would be to try and roll out a completely new system in time for the 2026 elections. There simply isn’t enough time to research the best options, purchase the necessary equipment, ensure the new equipment integrates with our current infrastructure, and train our election officials. Rushing a major overhaul would cause chaos and dysfunction in our elections, and voters would be the losers. Voters shouldn’t have to pay for the General Assembly’s failure to follow through with the QR code prohibition in SB 189. It’s our fault, and we need to be held accountable. 

If we pass nothing, we will be out of compliance with SB 189 in July, and we’ll get sued. Also, if we pass something impracticable, and it gets vetoed, we will be out of compliance with SB 189 in July, and we will get sued. If we pass something poorly thought out, even if it doesn’t get vetoed, we are more likely to be successfully sued. These options will lead to lots of uncertainty before the November 2026 general election.

So yes, we need to do something. But we need to strike the balance of addressing the immediate problem and not going so far that we cause more problems than we are solving for. As leaders, we have an obligation to voters to make this change responsibly. The “crisis” we face now is a crisis of our own making. I only hope we see the wisdom is not making the voters pay for our mistakes. 

What direction will we go? I’m not sure. The House Government Affairs Committee is meeting TODAY (Monday, Feb 2) at 3 pm in 506 CLOB.  We may be considering a bill that deals with this important issue then. Join us in person or watch online.

Georgia is back to being the center of the political universe, and not in a good way. When I heard the FBI was raiding the Fulton County Elections hub and they were searching for 2020 ballots, I immediately connected the dots. What’s going on? The short answer is we have a provision in Georgia law, passed after President Trump lost Georgia in 2020, that allows the state to take over county election functions if a county underperforms. The process was initiated against Fulton County in 2021, but the independent investigation resulted in a no takeover recommendation, which was accepted by the SEB (this was before SEB was overrun with pitbulls). The new pitbull majority SEB has been trying to re-open that investigation to no avail.  They’ve also been trying to get to the documents inside Fulton County through subpoenas and various civil actions, again to no avail. 

If they can manufacture a new reason to investigate Fulton, they will try to initiate the state takeover provision. As you can imagine, if Trump sycophants are in charge of running Fulton County– a bastion of thousands of Democratic votes– they can suppress the vote in Fulton, basically ensuring Republicans win every statewide race. That’s the plan in a nutshell.  

I’ve heard a lot of Republicans say Democrats shouldn’t fear FBI review if there is nothing to hide. For that to be true, of course, we’d have to be dealing with good faith actors in Trump’s DOJ. Fulton County withstood more scrutiny after the 2020 election than any other county. Three different counts, one audit, dozens of failed court cases, and one independent SEB investigation all said the same thing - there was no systemic voter fraud in Georgia and President Trump lost. There’s no legitimate purpose to be investigating Fulton for 2020.

This is a five alarm fire. The Trump administration is interfering with our elections (both through the FBI raid and their attempts to take our voter roll information) and we are steps away from a Fulton County takeover. As I said in my remarks to the House last week, what happens next will depend on the integrity of the people in the House Chamber and rooms like it. We should all, regardless of party, care about outside interference in our elections. Democrats will fight this, but we need Republicans to join us to stop it.

In recent weeks, we’ve seen deeply troubling examples of aggressive and unaccountable ICE tactics that undermine public safety and the rule of law. I share the concerns raised by my colleagues and so many of my constituents and strongly support the legislative efforts now underway to protect Georgians from intimidation and unlawful ICE enforcement actions.

Democrats in the Senate have introduced four important bills:

• SB 389 – Requires ICE agents operating in Georgia to wear visible identification and prohibits the use of masks except for legitimate safety or medical reasons.

• SB 390 – Ensures the National Guard cannot be deployed in Georgia without clear justification and the governor’s consent.

• SB 391 – Requires a judicial warrant for immigration enforcement at sensitive locations, including schools, hospitals, places of worship, colleges, family violence shelters, and public libraries.

• SB 397 – Allows Georgians to bring civil actions against federal officials who violate their constitutional rights.

I plan to support these measures; Georgians deserve safety, transparency, and freedom from fear in their own communities, and I remain committed to defending those values.

ATLANTA – State Representative Saira Draper (D-Atlanta) today was appointed by House Speaker Jon Burns (R-Newington) to serve as a member on the House Regulated Industries Committee for the remainder of the 2025-2026 term. Rep. Draper was appointed to the Regulated Industries Committee due to a vacancy on the committee left by former Representative Shelly Hutchinson, who resigned earlier this year.

“I’m grateful for this new appointment and for the opportunity to join the House Regulated Industries Committee for the remainder of this legislative term,” said Rep. The House Regulated Industries Committee regulates the way companies and professionals in the alcohol, tobacco, construction, cosmetology, funeral services and other industries conduct business in Georgia and further oversees occupational licensure and certification pertaining to such industries.

Most of us suffered something of a crossover day hangover last week. The breakneck pace of the days just before that crucial day was absent. The daily calendars were almost empty as our attention shifted back to committee work so we can prepare for the final sprint to sine die on April 4.

Work got done but a lot of it was behind the scenes.

This is a time, though, when damage can be done too.

Members who have thus far been unsuccessful at getting their legislation out of a single chamber are looking for “vehicles:” bills that are on the move that they can substantially modify as a workaround to getting their ideas through the entire legislative process. 

The breakneck pace of the final weeks creates an environment where bad ideas don’t always get the scrutiny they deserve. Controversial issues are rushed though and may advance unnoticed. Sometimes we don’t realize the damage that’s been done until after bills are passed and signed into law.

Often by design. 

So we remain focused and vigilant in this final stretch.

One of the bills I proposed this session offered a process for the Speaker of the House and the President of the Senate to remove a member of the State Elections Board when the Legislature is not in session.

It’s something we need, especially considering that we are out of session far longer than we are in session.

Alas, my legislation, House Bill 501, did not survive crossover day.

But -- and this is an important but -- the entire language of HB 501 was inserted into Republican-sponsored House Bill 397. HB 397 primarily related to giving municipalities the option to opt-out of offering two Saturdays during the early voting period. It is sponsored by Republican Rep. Tim Flemming, who is rumored to be running for Secretary of State in 2026.

House Dems knew HB 397 was likely to come to the House floor before crossover day. Even though it contained my good language about the SEB, we were prepared to oppose it and speak out against it because the anti-Saturday voting provisions curtail voting access. 

However, some funny business happened in the last few hours of crossover day.

Republicans stripped HB 397 of the opt-out of Saturday voting language. The only thing that remained in HB 397 was my language about removing State Election Board members. 

When HB 397 came to the floor, it was something Democrats no longer opposed. So we did not speak out against it– which Republicans appreciated because opposition would have eaten into valuable limited time available on cross over day.

So here is the question. Will the opt-out of Saturday voting language be re-inserted into HB 397 when it goes through the committee process in the Senate?

If so, that’s a classic bait and switch. A way to evade public scrutiny and discussion of a controversial idea on the House floor. 

Similarly, will HB 397 be loaded with other election legislation that the House has not seen or considered? That would similarly be anti-democratic and lack transparency.

If the Senate changes the bill, it will come back to the House for what is called an agree/disagree. We can agree with the Senate’s changes and vote on the bill as passed by the Senate, or we can disagree with the Senate’s changes and the bill may go to a conference committee made up of House and Senate members– typically all Republicans. The conference committee will amend the bill so that the House and Senate are amenable, and then each chamber will vote on the conference committee version. But notably, there may not be additional opportunities for House members to speak on the substance of the bill from the well.

Is that what they want? To move controversial items without Democrats’ public outcry? I hope not.

I discussed this issue with Mark Neisse who wrote about it in the AJC.

Here are some of the proposals GOP leaders could still attach to HB 397 if they were so inclined:  

• Prohibit voters from turning in the absentee ballots in person the weekend before Election Day. 

• Block the State Elections Board for making any rule changes  60 days before voting starts. 

• Ban the secretary of state from participating in the Electronic Registration Information Center, ERIC, which has been invaluable to keeping our voter rolls up to date. 

• Give partisan poll watchers more access to ballot tabulation areas.

• Let parents with small children go to the front of the line to vote, a courtesy we already afford the elderly and disabled voters.

• Create a permanent absentee ballot list.

• Prohibit ranked-choice voting.

Nothing is dead until the gavel falls.

Last week, the House Governmental Affairs Committee gave a lot of time to election conspiracy theorists who have helped file thousands of voter challenges around the state so they could again spew their lies that Georgia’s voter rolls are a mess.

Their presentation was a regurgitation of presentations that have been offered to local boards of elections and to state election officials in their efforts to convince them that drastic steps are needed.

They claim the rolls are littered with the names of people who have moved from the addresses on their registrations and are no longer eligible to vote, but ignore that the evidence they point to is often insufficient under our laws to trigger removal of voters from rolls. 

It is equally wrong to remove someone from the rolls who shouldn't be removed as it is to keep someone on the rolls who should be removed. There are two values here that must be balanced. But it seems like the folks with the loud voices are only concerned with the latter.

And for some reason we are giving them a platform.

“If You Give a Mouse a Cookie” is one of my kids’ favorite bedtime stories. What happens when you give the mouse a cookie? He's going to ask for a glass of milk. When you give him the milk, he'll probably ask you for a straw. When he's finished, he'll ask for a napkin. Small actions can lead to a series of escalating demands or events.

If Republicans thought giving conspiracy theorists an audience would satiate them, they are going to be disappointed. 

At the end of the presentation, I was allowed to offer a brief rebuttal. About seven minutes. That’s seven minutes against their 1 ½ hours. And no one else was permitted to give public comments in response to the presentations even though many members of the public were present and prepared to do so. 

I was dismayed by the one-sidedness of the hearing, especially when the General Assembly has a history of passing election legislation to assuage election denier concerns.

We must always push back on narratives based on misinformation and fear mongering. See my remarks here.

I want to quickly touch on two issues that we will likely vote on over the next few weeks.

First is the issue of Tort Reform, which I have written about in previous editions of the Draper Paper. I’ve received many thoughtful emails from voters on this issue, both for and against, and I really appreciate the various perspectives. 

Here’s where I am as of this moment. I think insurance premiums are too high and that increasing premiums are a real problem. I am open to legislation that lowers or at least maintains current levels of insurance premiums. The current iteration of SB 68 does not guarantee that premiums will go down or even be maintained at present levels. The current iteration of SB 68 purports to address increasing premiums by controlling the litigation environment and curtailing access to the courts. Limiting access to civil justice may be an appropriate tradeoff if doing so would mean lower insurance premiums, but without that guarantee– or even proof that it has worked in other states that have implemented similar legislation– the tradeoff is not worth it.  

I’m disappointed in how this bill has played out. Rather than collaboratively working with stakeholders, the Governor is ramming this legislation down our throats.  He has been, at least as of this writing, seemingly closed off to modifying the bill to address what I consider to be legitimate and reasonable concerns. His “my way or the highway” approach makes it difficult to accept the bill in its current form. The legislature is a co-equal branch of government and he should not be able to ignore our points of view and get legislation passed.

The strong-arming and games get worse. This bill should have been assigned to the Judiciary Committee in the House.  But because there wasn’t enough clear support for the bill in that committee (by Republicans and Democrats), Republican leadership created a new committee to hear SB 68 and hand picked the members they wanted to serve on that committee. They are changing the rules of the game so they can get their desired outcome rather than working with stakeholders to create a product various stakeholders can be comfortable with. 

Finally, the Governor is running attack ads on my republican colleagues who are against the bill or only open to voting for it if it’s modified. The mail and digital attack ads are part of a pressure campaign to extract votes from his own party for a piece of legislation they don’t agree with.  That’s not not democracy, that’s extortion.

So for all these reasons and more, my plan is to vote no on the current iteration of SB 68. If Kemp’s strong arm tactics don’t work, we may see an amended version of the bill that I’d be open to considering.

Finally, the Lieutenant Governor’s “Georgia DOGE bill” is making its way to my committee this upcoming week. Officially called the “Red Tape Rollback Act of 2025”, SB 28 is a bill we’ve considered and rejected over the last several years, but this year it's been re-marketed as DOGE and has received substantial interest.  

Despite the “government efficiency” moniker, the bill undermines state agencies’ ability to do their jobs by curtailing the agency rule making process. I’ll have more to report after the committee hearing this week.

Thursday March 6 was crossover day, a critical milestone in the legislative session. We gaveled out at 10:55 pm.

It’s always a long day and this time the House voted on some 75 pieces of legislation as we rushed to keep bills alive.

In theory, a bill is dead if it has not passed from one chamber to the other (or “crossed over”) by crossover day. That’s so there are opportunities to fully vet the bill through the committee process in both chambers and improve it. At least that’s the idea.

But in real life, that is not necessarily the case because there are many opportunities to merge seemingly dead legislation with bills that have crossed over.

One method of reviving dead bills is to strip a bill that has crossed over of its language and replace it with the language of a bill or bills that died. There's a couple different names for this — frankenstein bill, zombie bill, vehicle; but what’s always true is it’s a particularly non-transparent way to get seemingly dead bills across the line before the last day of session, Sine Die, on April 4.

The House passed 221 bills by crossover day. Of those, just 16 were sponsored by Democrats– a little over 7%. These are our meager numbers even though we represent over 6.5 million constituents across Georgia, and even more Democrats across the state. Those 16 bills will now narrow further as they try their chances in the Senate and then compete for the Governor’s signature.

As the minority party, our positions and our voices are thoroughly suppressed in the Georgia legislature.  We are dealing with opposition that does not care about the wants and needs of Democrats’ constituents. Things won’t be different until we capture control of one chamber of the legislature or elect a Democratic governor.

I love this instagram post by my colleague Rep. Lisa Campbell, featuring many of our women legislators, because it offers a vision of what could be if Democrats’ ideas were given fair and equal consideration.

Republicans use precious time to pass laws to make cornbread the official bread of Georgia, and the marsh tacky horse the official Georgia heritage horse breed, but when it comes to our thoughts and ideas, there’s “no time.”

It’s a tough environment in which to work. One where you have little power and the other side is willing to give nothing unless it’s for something in return. 

Democrats, including myself, have had success in passing legislation by working it into already existing legislation sponsored by Republicans. We are also effective in making Republican legislation better– when they are willing to work with us. But there’s always a tradeoff that comes with these successes. Sometimes we are asked to stand down on certain issues or not  speak against certain bills. Sometimes we owe a favor later.  And if we ever become too “difficult,” they won’t work with us anymore.

I’m constantly evaluating the balance of the value of “successes” with the value of what I must give up in order to achieve those successes. Is it worth it?

But tallies like this crossover day’s tally – 205 Republican bills vs 16 Democratic bills – are a somber reminder that our successes are mere crumbs in the big scheme of things. Winning more seats is required to get the kinds of policy changes the majority of Georgians seek. Policy changes like common sense gun safety, for instance. Read on.

On Crossover day, the House passed what they call a “comprehensive” school safety bill in response to the most deadly school shooting in Georgia’s history, the shooting at Barrow County’s Apalachee High School last September. The 14-year-old gunman took the lives of two 14-year-old students and two teachers.

The word “gun” is nowhere in the bill. 

HB 268 would do several things. It would:

• require schools to have safety plans if there is an active shooter.

• give schools five days to share information when one of their students transfers to another school.

• require a social worker to visit the home of a student who suddenly stops coming to school without explanation.

• establish an anonymous platform for reporting students who may pose a threat to school, staff, classmates or themselves.

• assign schools mental health coordinators, who could connect students to support services and behavioral health treatment.

Republican Speaker Jon Burns argued that HB 268 would save lives, and that it’s a “common sense” approach to keeping kids safe from school shooters. The Speaker called HB 268 the “most important bill” the House would consider this session. 

But in 60+ pages, it does not address access to guns.

I don’t say this lightly: it is offensive to me that the GOP would purport to address school safety when they refuse to even acknowledge that common sense gun safety laws are a critical component to any kind of comprehensive school security package. 

They are making a cold hard calculus: it is better to sacrifice children than expose GOP members to primaries supported by extremist gun nuts.

But the GOP has a problem. Because they see the polls just like we do that say the majority of Georgians want common sense gun safety reforms. 

So what have they done to insulate themselves? They’ve passed a half measure (if you can even call it that). Basically a bill that does close to nothing and that won’t trigger the ire of the gun nuts, but is something they can point to in moderate districts as evidence they’ve done something on guns. 

That bill was HB 79, another bill passed on crossover day. It allows a state tax credit up to $300 to anyone who buys a gun locker or some other way to safely store a gun. 

It’s a fine bill, but it is not sufficient. 

HB 79– which was originally developed and filed by Democratic representative Dr. Michelle Au– was meant to accompany another bill, the Pediatric Health Safe Storage Act, which mandates that gun owners store guns securely when they share a home with a minor child. The tax incentive was the carrot, and the mandate was the stick– the two work in tandem. 

Passing just HB 79 is like offering a tax credit to parents of newborns for using an infant car seat, rather than requiring the use of the car seat. It’s not enough incentive to do the right thing, and the result of not going far enough means children will be injured and killed.

On crossover day and on the other side of the rotunda, Senate Republicans approved a bill that would let citizens sue public officials for up to $50,000 if local governments required them to safely store their guns.

What?

The sponsor of Senate Bill 163, Republican Sen. Colton Moore of Trenton, argued he was just trying to protect Georgians’ Second Amendment rights.

At least he was honest about his agenda.

We will see what happens to both HB 268 and HB 79 when they get to the Senate. Regardless, when House Republicans inevitably try to take credit for dealing with school security, school shootings, and gun safety, you’ll know the truth– they abdicated their responsibility and are leaving our children in danger rather than stand up to the gun lobby.

HB 111 was another measure we took up on crossover day.  It was a bill pushed by the Governor that cuts income tax rates. While the top 20% of Georgians would get a $500 million handout, most Georgians would get back less than $100.

I took to the House floor to oppose the bill, not out of opposition to tax relief, but in the name of fiscal responsibility. Why? Because HB 111 is a workaround to another bill we passed last year, HB 1015. HB 1015 said we would reduce the income tax rate in 2025 only if we hit certain financial benchmarks. 

But we didn’t hit those benchmarks. So what did the GOP do? Did they abide by their own standards and delay the income tax rate cuts? No– they forced through HB 111 so Governor Kemp can campaign on lowering taxes in Georgia anyway. 

If we didn’t think it was a good idea to cut the tax rate under certain conditions last year, it’s not a good idea now.

The House voted to prohibit students in kindergarten through the eighth grade from having their cell phones during school hours. This prohibition also applies to other personal electronic devices like smartwatches, tablets and headphones.

It will be up to the school systems to decide how to enforce the ban outlined in House Bill 340, which the House sent to the Senate a few days ago.

The suggestions for school systems complying with HB 340, should it become law, include buying cell phone pouches that can only be unlocked by staff, leaving cell phone lockers in classrooms, or designating a place at school to leave phones that students cannot access.

The Distraction-Free Education Act gives school systems the option of expanding the ban to high schools.

Several schools in Georgia have experimented with this – 10 in DeKalb County and more in Atlanta, Marietta, and Liberty County.

So far, it’s been well-received by teachers and parents. They report students are more engaged and there are fewer disciplinary problems.

I got to explain what “gaslighting” meant to one of my republican colleagues this week. If you don’t know the term already, it may help you articulate what you are experiencing over the next four years. Gaslighting is the manipulation of someone into questioning their own perception of reality.  Like insisting to someone the sky is red when they can clearly see the sky is blue.

This week, the gaslighting was more pervasive than usual. Multiple federal and state level officials are telling us that DOGE is actually about government efficiency. Yeah right. Attorney General Chris Carr and those carrying his water are trying to convince Georgians that Carr isn’t putting Section 504 disability protections at risk with his politically motivated lawsuit. He did. And members of the General Assembly and election denier supporters are saying the best way to “clean” the Georgia voter rolls is to pass a law that will prohibit our use of the best tool that exists for *checks notes* cleaning the voter rolls. Make it make sense.

You know what? No one is going to convince me the sky is red when I can see with my own eyes it is blue. Stay resolute about what you know to be true. Keep repeating the truth, which will give others the comfort to do the same. Do NOT let the gaslighters dictate the narrative.

Last week we set out to bring attention to the cruelty directed at federal workers by the Trump administration. From the emails pressuring federal workers to resign to the mass indiscriminate firings at the CDC, it’s been a rough few weeks.

I asked you to join me at a press conference last Friday. My goals were to bring attention to the issue, frame the issue for the press, and help Georgians understand how the incapacitating of the CDC could impact them, too.

And wow did you deliver. We had an extremely successful press conference and got our message out. We were the leading story in Saturday’s AJC.

We also made 11 Alive, Atlanta News First, The New York Times, and CNN (so far!)

A special thank you to our three public health experts who spoke. They really made the case for the importance of the CDC and the potential public health harms if the CDC were to be gutted. As Dr. Katrina Kretsinger, retired team lead for the CDC’s global measles team, put it: “The work the CDC does is invisible until it’s not.” The other speakers were Dr. John Besser, former Deputy Chief of the Enteric Diseases Laboratory Branch at the U.S. CDC, and Dr. Carlos del Rio, chair of the department of medicine at Emory University and professor of Global Health and Epidemiology at the Rollins School of Public Health. Dr. del Rio was also the past president of the Infectious Diseases Society of America.

And to everyone else who showed up—current and former CDC employees, allies, friends and neighbors—THANK YOU. We cannot bring the attention this issue deserves if people don’t demand it.

During the conference, we called on our statewide leaders to stand up for us, and they showed us who they are. Governor Kemp hasn’t deviated from his “rightsizing” comment. Lt. Governor Jones said this was Trump doing what he said he would do— trim the fat. Shame on them. DOGE’s reckless approach will harm more and more Georgians if it’s allowed to proceed unfettered. In the clip below, I ask them to do the right thing.

Do not despair. We will continue to call on them and others to stand up for Georgians rather than their own political interests. Rest assured, there are many standing with us.

On Saturday, after an email went out to federal employees telling them to account for what they did in the previous week or possibly lose their jobs, I took to social media to call out the insanity. It’s not “just an email.” It’s an escalation of a pattern of harassment by a hostile actor. Let’s continue to call it out. These layoffs and heavy handed pressure tactics are going to backfire.

HB 215: Election deniers want to prohibit the best tool we have against voter fraud

First, the bad. This week, a sub-committee advanced HB 215, which would prevent Georgia from participating in a multistate data exchange that election officials and voting rights advocates say has been key to maintaining accurate voter rolls.

The Electronic Registration Information Center, or ERIC, has been around since 2021 and identified more than 1.9 million registrations of voters who should be removed from the rolls. Georgia is one of 24 member states that depends on this database to maintain accurate voter rolls.

ERIC is reliable because it gathers voter status information from secured government records, property tax records, motor vehicle department reports and other sources that identify people who have moved from one state to another, died, or are ineligible to vote for other reasons.

At the same time, ERIC employs rigorous security protocols such as encryption and hashing to protect voter personal data from being leaked.

It’s a powerful tool for preventing voter fraud. The most powerful one available, in fact.

Yet election deniers want to prohibit Georgia from using it.

The reality is, despite what they say publicly, backers of HB 215 aren’t worried about clean voter rolls.

That’s their ruse for dismissing ERIC because in addition to making the voter rolls more accurate, ERIC can be used to identify people who are eligible to be registered.

More evidence of a ruse: the bill prohibits ERIC while allowing Georgia to use other third-party groups to verify voter information.

During sub-committee testimony, the bill sponsor encouraged the use of EagleAI as an alternative to ERIC. EagleAI is the same error-ridden program election deniers use to file mass, meritless voter challenges.

The nonpartisan Brennan Center for Justice bluntly labeled it as a program created for no other reason than to undermine voting rights.

The information collected by EagleAI is notoriously inaccurate. Unlike ERIC, EagleAI does not have access to private personal information like driver license numbers, full birth dates, and Social Security information— the kind of details needed to specifically identify a voter. Without ample, accurate data, it is easy to confuse voters with the same names or similar birth dates, etc. Which of course, in the election denier world, is a feature, not a bug.

HB 215 should go to a full committee vote this week. I’ll keep you posted.

HB 502: Parents to the Front of the Voting Line

I filed several election-related bills this week that I hope will improve our voting system.

I brought back a bill I filed last session that would allow parents with young kids to skip to the front of the voting line. It was inspired by my experience in 2020 when I showed up to vote in the Senate runoff and had to wait in a long line with two of my three kids in tow. While I stuck it out, many parents would have gone home.

HB 502 would give parents accompanied by a child 2 or under he option to go to the front of the line. It’s a courtesy we already offer our seniors and voters with disabilities. Giving parents the same break would make it more likely they vote.

The bill has bipartisan support and passed committee in 2023 and 2024. I hope to have a committee hearing this week.

Republican Rep. Martinez is a HUGE fan of this bill.

SEB Reforms: Stop last-minute, non-emergency rule changes

You may recall just days before voting started last fall, the State Election Board began pushing rule changes that were impossible for election offices to fully implement in the time they had before the election. The last minute rule changes injected chaos into election preparations and diverted resources from other critical voter services. In essence, by passing so many rules at the last minute, the SEB weaponized the rules process against the offices that administer elections. Thankfully, the courts stepped in and stopped the rules from moving forward. 

My bill House Bill 503 would stop that fiasco from happening again.

HB 503 prohibits the SEB from making any non-emergency rule changes in even numbered years— years when we hold federal elections. If this bill were adopted, new rules would have to be proposed early and there would be time for thorough deliberation and implementation.

The bill is assigned to the Governmental Affairs committee and I have requested a hearing for this week.

SEB Reforms: SEB member removal

Georgia law already provides a process for naming the five members of the State Election Board, but it is silent on how a member can be removed when the Legislature is not in session.

I proposed in House Bill 501 that the Speaker of the House and the President of the Senate have the authority to remove any member selected by their respective chambers while the legislature is not in session.

It is too dangerous to hold off on these decisions until the few months that the General Assembly meets. I consider tapping the Speaker and Senate President a good alternative as it mirrors the SEB member selection process while we aren’t in session.

The bill is assigned to the Governmental Affairs committee and I have requested a hearing for this week.

You probably heard that GOP Georgia Attorney General Chris Carr wants to run for governor next year. That is the only reason I can find that would explain some of his politically driven decisions like the one to sign onto a Texas lawsuit that calls for the elimination of federal funds benefiting disabled students.

Last week, several members of my caucus went to the well lamenting his decision to risk Section 504 protections. Thousands of Georgia children with disabilities depend on Section 504 to provide them the educational services they need to have equal access to education

I was shocked to hear the AG and my Republican colleague in the House tell the public Democrats were lying to them and stoking fear for political gain. In a statement, Carr said the lawsuit “in no way, shape, or form would affect Georgia’s existing 504 disability program. The lawsuit would not end 504 protections for Georgia students.”

He told terrified parents calling his office the same thing. 

He was gaslighting us, and I couldn’t let that stand. 

It was easy to call him out. All I had to do was use his own words against him. And thanks to my friend Senator Josh McLaurin, I even got to use a prop. Hear my short speech here.

Since the outcry, Carr continues to double down and say that’s not what he “intended.” No one cares what you intended, sir. What matters are the words on the page of the lawsuit you signed.

What’s happening in Washington has taken a lot of focus away from our work at the Georgia Capitol. That’s because the decisions originating in Washington are having direct impacts on everyday Georgians.

Stunningly, the Trump administration denied Governor Kemp’s request to give local governments more time to apply for federal disaster assistance post-Hurricane Helene. Speaker of the House Burns had also pleaded with the Trump administration for additional time to request aid. “Right now, the future is uncertain for far too many Georgia farmers, and without assistance, some of them will not make it through this growing season,” he wrote in a letter to the administration. Nevertheless, the Trump administration responded: “It has been determined that the increased level of funding you have requested … is not warranted.”

Trump was quick to visit Hurricane Helene-ravaged Georgia while running for president. And Kemp was quick to forget Trump’s insults about him and his family and campaign for Trump. Burns vociferously supported Trump too. And yet, at the first opportunity for the Trump administration to support Georgia—especially rural Georgia—it said no. 

The question must be asked: what did Kemp’s capitulation and cooperation get Georgia? 

I suspect I’ll be asking that question a lot over the next four years. Because the disaster and chaos reigning down from Washington—and harming Georgians— didn’t happen in a vacuum. The harm was made possible, in part, by Georgia leaders who went to bat for this administration. Many compromised their values because they thought the tradeoff would be worth it. They worked hard to normalize Trump as he spewed his hatred, division, and contempt for American ideals. 

They don’t get to celebrate Trump’s victories but not take accountability for his inflictions of harm. 

Yet that’s exactly what many Republican Georgia leaders are trying to do.

I went to the floor last week to plead with the governor and other GOP leaders in the state to speak out in defense of the talented and hardworking CDC employees and the lifesaving work they have done for decades:

The misguided and haphazard decision by unelected President Elon Musk/President Donald Trump to fire federal workers has left thousands of Georgians uncertain about their families’ futures, about their ability to buy food and pay a mortgage, and about their careers in service to the people of the United States.

A huge concentration of federal workers on the brink of unemployment are at the federal Centers for Disease Control and Prevention near Emory University. These heroes have kept watch for threats to our health and protected us from killers we cannot see: from E. coli to Ebola. 

CDC scientists are scattered all over the world, but 10,000 of them are based here.

Last week, the brilliant people at CDC were told that 10 percent of them would be laid off during a first cut— about 1,300 workers. This includes recent hires and long-time CDC staff who are considered probationary employees because they have recently been promoted.

And more cuts are said to be coming. 

Shortly after I made my remarks at the well and appealed to my Republican colleagues to fight on behalf of Georgians losing their jobs, Kemp shared his thoughts during an interview with Politico. He essentially shrugged off the layoffs and said government could benefit from “rightsizing,” legitimizing the erratic assault on Georgia workers. His callousness was stunning, frankly. He had no regard for the human toll the layoffs would take. No regard for the economic implications of mass layoffs. No regard for the public health implications. 

Kemp treats DOGE as if it’s a sincere endeavor to create government efficiencies. The facts say otherwise. There’s a way to trim the fat; DOGE is not that. And the fallout is significant.

Kemp continues to normalize dangerous behaviors by this president and his agents. And when Georgians are hurt, he is refusing to stand up for them. He asked for relief for Hurricane Helene victims. Why is he not fighting for civil servants’ livelihoods too?

We will make our case to the media and to the public that these layoffs are bad for Georgians and have significant public health implications. 

Speakers include multiple respected public health professionals. There will also be comments by some elected officials. However, the event is non partisan.  

I understand that some CDC employees may fear retaliation if they show up. I respect that concern and would never ask you to put yourself in harm’s way. But if you feel comfortable showing up, or if you can encourage friends, families and allies to show up, our message will carry more weight. We have to show that people care about this issue if we want to attract attention and assistance.

Please arrive between 9:00 am and 9:15 am. You will need to go through security before entering the Capitol, and there may be a line. The press conference will begin promptly at 10 am.

Bring your ID in order to gain entry to the Capitol.

You are welcome to bring signs, but they must be flat and without accessories (sticks, handles, etc). It’s a good idea to store your signs in a bag when entering the Capitol.

It’s easy to take MARTA to the Capitol. MARTA exits located nearest the Capitol are the Georgia State Station (directly across from the Capitol in the Sloppy Floyd/Twin Towers complex) or the Five Points station (two blocks west of the Capitol at Underground Atlanta.) There is also some parking available close by.

The South Steps are located on the second floor of the Capitol at the South end of the building. There will be a podium located in front of the stair case.

I met this week with advocates for House Bill 123 when they visited the Capitol to push for a fix to how Georgia applies the death penalty to individuals who have a mental disability.

Georgia was the first state to prohibit executing the mentally disabled – even before the U.S. The Supreme Court said it was wrong. Yet, our state set a high bar, making it impossible to show that a person’s mental disability is disqualifying.

Current Georgia law requires defense attorneys to prove “beyond a reasonable doubt” that their clients are mentally disabled and ineligible for a death sentence. That is the highest evidence threshold under the law. 

HB 123 would lower the burden of proof to a “preponderance of the evidence.”

That doesn’t mean convicted persons would escape punishment. It means only those who are sentenced to the ultimate punishment have the mental capacity to understand it.

I’ve heard from a lot of you with questions about the governor’s tort reform effort. There are reasons to be concerned with the current versions of Senate Bill 68 and Senate Bill 69, but I won’t go into detail yet because the bills are expected to change. They may change before they hit the Senate floor (likely this week), and they will almost certainly change again before getting to the House. 

I predict the version that the Senate passes will not resemble what the House approves. Then the House and Senate have to negotiate a compromise and that final version will be nothing like the individual bills the House and the Senate approved.

I am watching. And I am weighing the concerns and questions you have sent me. I will definitely tell you when I figure out how I will vote. But I can assure you that your perspectives are part of that decision process.

Good news. Last week, a Georgia court held that Rep. Mack Jackson, a Democrat representing the Sandersville area, will keep his seat.  As a result of the court’s ruling, the region will not have to hold a new election. Rep. Jackson’s opponent challenged his win after the results showed he won by 48 votes in November.

As our unofficial caucus election counsel 😀, I was thrilled to help Rep. Jackson with his strategy and case. This is a victory for House Democrats and Georgia voters. Congratulations, Rep. Jackson!

On Friday I held an appreciation event for volunteers who canvassed with DeKalb Dems House District 90 for Kamala Harris. I am proud of our robust canvassing effort– it’s no coincidence that House District 90 had the highest voter turnout in DeKalb County. And even though the results weren’t what we hoped, I thought it was important to acknowledge what we accomplished and bring a like-minded community together during a difficult time. 

Thank you to everyone who attended, especially Barbara Marston from my volunteer staff team and DeKalb Dems East Atlanta Chair Mike Lynch for helping with the arrangements, and future political superstar Daisy Kaine, who inspired us with her impromptu speech. And thank you to Armando at Argosy for always welcoming us.

Many of the folks at the party have been struggling with the question of where we go from here. How do we fight back? How do we help the most vulnerable– including the thousands of our neighbors who are federal employees and who are coping with dramatic instability at this moment?

What I told them, and what I will share with you, is we are trying to figure it out. I know we need leaders at this moment with clear plans and directives. I’m speaking with colleagues both at the state and federal level about how we rise to this occasion. I do have some plans for concrete action, and I’ll be sharing them shortly. 

I know the last two weeks have been overwhelming. If you have some time, check out this opinion piece by the New York Times's Ezra Klein- it helped me make sense of what I’m seeing right now and gave me hope that there is a strategic way to fight back.

Don’t get distracted by all the issues coming at you. Pick a few things and work on those. 

On that note, last week I asked you to write in to Speaker Jon Burns about replacing Janelle King on the State Election Board. I set a goal of 1000 emails. And oh boy did you deliver!

Within 3 days of the call to action, we surpassed our goal! We’ve sent over 1,159 emails at the time of this writing. Let’s keep going! Haven’t had a chance to write an email yet? Do it now. For years, the Republican leadership at the Capitol has responded to proposed common sense gun safety laws by ignoring those ideas and instead passing laws to make accessing guns easier.  

For a brief moment, it looked like the Republican speaker of the House was softening on that position after a 14-year-old boy in Winder allegedly shot and killed two classmates and two teachers with an assault-style rifle his father had given him for Christmas. 

There were warnings that Colt Gray was troubled. But no one did anything that prevented him from taking his firearm to Apalachee High School last September.

Days after the shooting, House Speaker Jon Burns emotionally insisted that the legislature needed to find ways to stop guns before they get into schools- welcome news to the parents, kids, and school staff around Georgia who see the issue as out of control.

But since the legislative session started, he appears to have walked back his position.

The majority party’s hypocrisy was on full display this past week when House Republicans called the media together so they could brag about their 50-page bill that would “ensure a tragedy like what we witnessed in Apalachee never happens again in this state.” 

Republican House Bill 268 would create a statewide database to track student mental health histories, develop an app so students could anonymously report threats to schools and require school districts to create safety management plans, among other changes. 

What isn’t in the bill? Any mention of guns.

This is their idea of a “comprehensive” school safety bill.

It’s as cowardly as it is unacceptable. You cannot purport to care about Georgia students and teachers and not address our gun laws. 

I went on Lawmakers last week to say exactly that.

As I have pointed out before, if the Pediatric Health Safe Storage Act, sponsored by Rep. Michelle Au (D-Johns Creek), had been law, it is possible the Apalachee shooting could have been prevented.

Here are just a few more bills filed by Democrats that I support, and that would make great additions to any serious school safety package:

• HB 3 would require a universal background check whenever gun ownership changes – not just when a handgun is sold by a licensed gun dealer.

• HB 4 would require a three day wait before the sale or transfer of a gun is completed.

• HB 64 would require anyone who owns an assault rifle to have sufficient liability insurance.

• HB207 would require safe storage of guns left in a parked car or truck, taking away the opportunity to steal a firearms to be used in a holdup, sexual assault or murder.

Advocates, colleagues, and I will keep up the pressure and demand that any school safety reform package considered this session include a substantial gun safety component. In the meantime, do NOT let Republicans take credit for keeping our kids safe if they are unwilling to grapple directly with guns– the number one killer of children in America.

I expect we will hold hearings on HB 268 as early as this week.

Republican leaders at the Capitol– at least on the House side– continue to say they don’t have a large appetite for election legislation this session. 

That’s good news in my book, given the deleterious changes they’ve made to the election code over the last several years. 

But apparently the Georgia GOP didn’t get the memo. 

Recently they announced their list of election priorities, and it appears to be a checklist from an extremist voter suppression playbook.

Their priorities can mostly be summed up into the following categories: Shifting more control and power to the MAGA-controlled Georgia State Election Board, making registration more difficult, making voting more difficult, and prohibiting Democratic counties from providing services to their voters (even though all counties could provide the same services to their voters if they chose to).

Their first listed priority- voter registration by party- may seem innocuous, but it will have two unwelcome consequences in my mind: First, I believe it will drive primary turnout down because some people who do not identify as Democrat or Republican will not want to register by party. Second, it will give an edge to more extreme candidates because it will prevent voters from switching to the other party’s primary ballot to support more moderate candidates. In 2022, around 37,000 supposed Democratic voters pulled the GOP primary ballot to support non-Trump backed Republican candidates. Their proposals to end early voting, voting by mail, and automatic voter registration are blatantly extreme, and not grounded in any rationale other than to make voting harder for Georgians. It’s gross. And it’s dangerous; the GA Republican party has been incredibly effective at repeating non-truths enough times for them to gain traction with feckless members of the General Assembly. 

As of now I haven’t seen any bills mirroring the items on the GA GOP’s voter suppression wish list. But we will remain vigilant. 

It was an incredibly busy week at the Capitol! Students and family from Apalachee High School joined Rep. Dr. Michelle Au and Georgia Democrats in support of gun safety reforms. I was in awe of the young student, Isabel Trejo, who shared her experience of living through the shooting and witnessing her teacher’s murder. It shouldn’t be necessary for our children to have to re-live their trauma to make an impression on policy makers, but apparently it is.

And I was glad to meet with a wonderful array of other advocates and constituents. 

This week was Girl Scout Day at the Capitol. It’s always fun to talk civics and government with young folks.

It has been a heavy few days in politics. But for once, most of the drama wasn’t coming from the Gold Dome in Atlanta. Just last week we saw news of the mass deportations, a slate of erratic executive orders (and some recissions), and now millions of federal employees are uncertain whether they will be able to stay in their jobs. 

Welcome to a new term of the Trump presidency, where sowing chaos and confusion is a fundamental part of the strategy to wear down well meaning citizens.

Am I concerned by all the news coming out of Washington? Absolutely. To the extent that it impacts my constituents, it’s a matter of concern for my office. But part of what I’m trying to figure out, not just as your legislator but as a citizen, is how to focus on the parts we can control. What is under my sphere of influence and impact?

So if you are feeling mad, hopeless, or confused, I have a very specific way for you to get engaged this week (See Demand Integrity from the State Election Board, below), and I’ll try to offer more opportunities for engagement as the legislative session proceeds.      

We’re navigating this together. And while I can’t guarantee an outcome, I can assure you we're going to fight, and we’re going to do so strategically.

It’s hard to believe that it was only a few months ago that the MAGA-controlled Georgia State Election Board was actively trying to subvert the election (quick refresher of the saga here, here and here.) If it hadn’t been for ordinary citizens and election workers speaking out, and, ultimately, the courts stepping in, we could have had a disastrous election - and a constitutional crisis - on our hands.  

Ever since Trump won the election, his loyalists on the board have been pretty quiet. (*Said in satire* I guess all that rampant voter fraud from 2020 simply disappeared this time around…) But just because they’ve been quiet doesn’t mean they aren’t still extremely dangerous. 

The good news is we have an opportunity to break up the MAGA block on the board, and replace some of the current members with people who will work in service to the people of Georgia - not to a political party or Trump.

A refresher: the SEB has five members. One is selected by majority vote of the House, one is selected by majority vote of the Senate, one is appointed by the Georgia Republicans, one is appointed by the Georgia Democrats, and the chair is voted on by the entire General Assembly. 

The current MAGA block (quaintly referred to as “the three pitbulls”) comprises the House selection (Janelle King), the Senate selection (Rick Jeffares) and the GOP selection (Janice Johnston).

During this legislative session, the House and Senate will vote on their two SEB appointees, and the full General Assembly will vote on the chair. Legislators can either re-appoint the people on the board to another term, or select new people to serve. 

As a member of the House, I am focused on breaking up the MAGA block by replacing the House’s appointee, Janelle King, on the SEB. Like the other “pitbulls," she has shown contempt for the law and indifference to the limits of her authority as a board member. She has elevated conspiracy and misinformation around our elections, and cost Georgia taxpayers thousands of dollars by taking illegal actions that required judicial intervention to stop.

MAGA far right extremists are putting pressure on the Speaker of the House to support Janelle King for another term. We need to counter that effort and make clear that we demand a State Election Board with integrity. The job of members of the SEB is not to ensure certain political outcomes. It's also not to elevate their own personal status and political opportunities. It is to make elections better and to serve the people of Georgia.

DeKalb Board of Voter Registration and Elections (DeKalb VRE) will host a community meeting on Wednesday, Feb. 5, at 6 p.m. to discuss proposed polling site location changes and gather insights from voters. 

The meeting will be held in person at the DeKalb VRE office, at 4380 Memorial Drive, Suite 300, Decatur, and it will also be live streamed via DCTV. 

To make participation more convenient, DeKalb VRE also will have three satellite locations where voters can watch the meeting and share their input:

• Northlake-Barbara Loar Library 3772 LaVista Road, Tucker, GA 30084 

• Chamblee Library 4115 Clairmont Road, Chamblee, GA 30341 

• Wesley Chapel-William C. Brown Library 2861 Wesley Chapel Road, Decatur, GA 30034

District 90 has many federal employees, and I’ve heard from many of them this week. People are distraught. Some are demoralized. Others are angry and ready to fight. 

For those of you who may not yet know, over 2 million federal employees received an email last week asking them to resign from their posts in exchange of an eight-month severance pay and retention of all the benefits through September. The employees were told they have until Feb. 6 to make their decisions.

Employees who do not take the buyout cannot be given “full assurance regarding the certainty” of their position or agency, the email continued, and they risk their job being eliminated.

I’ll note this particularly offensive and demeaning line from the FAQ (emphasis added):

The subject line of the email was "Fork in the Road." In case you were wondering who is running things in Washington, the subject line of the email is the same as the ultimatum message Elon Musk sent to his employees at Twitter in 2022.

Reactions from constituents are varied. Many don’t believe they will actually be paid and retain benefits through September if they take the buyout. Others feel that if they don’t take the buyout, they will be fired anyway. And others who were originally thinking about leaving are, post email, inspired to stick around. Almost everyone I’ve spoken to is deeply insulted by the insinuations that they are not productive employees, that their work is unimportant, and that their service and sacrifice to our nation is not valued.

But let’s get into some different framing. An extreme federal workforce reduction will hit Georgia hard. Not only are we talking about thousands of federally-employed Georgians being unemployed (exact numbers to be determined), the trickle down effects will run through county and local programs, and government contractors too. Thousands of jobs and millions of dollars in circulation may be impacted.

It’s clear there are more questions than answers at this juncture. But as this issue evolves, I encourage impacted constituents to reach out with information and thoughts on the strategic path forward. I appreciate all the communication so far and I’m actively working through your suggestions.

One thing I will say now and will repeat until the next election cycle: hold accountable any Georgia elected official who didn’t stand up to Trump, or worse, helped him win. This is on them as much as it is on the Trump Administration.

I am deeply troubled by the recent Immigration and Customs Enforcement raids conducted in our nation and in our communities. Many of those detained have no criminal records and pose no threat to public safety. The raids have disrupted families and inflicted unnecessary trauma on innocent people. 

I am hopeful that the legal system will provide checks on these activities and I am grateful to the public servants that have espoused stances that will limit their reach (for example to schools, see Dekalb and APS statements). 

At the moment, one of the most important things we can do is support individuals who are vulnerable to these actions. The ACLU has provided a helpful summary of rights and recommended actions. Know Your Rights should be widely shared. We should also be advocating with our senators and congresspersons to condemn these raids.

But I know from my time in politics that not everyone shares my view that basic tenets of civility, understanding, and respect should be extended to immigrants.

So as I think about other ways to approach this issue, conversations I’ve had with Republican colleagues about how critical immigrants are to vital segments of Georgia’s economy stand out. Agriculture, the poultry industry, and construction are just a few fields that are mentioned again and again. My colleagues are concerned about what they will do without the immigrant workforce. Bear in mind that Georgia already struggled with substantial labor shortages before the raids began.

So while I find the current rhetoric about immigrants vile and reprehensible, I am hopeful there is a path forward with a bi-partisan coalition to mitigate the damage.

This week, my colleagues gathered in the House Chamber for a special event for the unveiling of former Dean of the House Calvin Smyre’s official portrait at the Georgia State Capitol, celebrating his remarkable 48-year career in the Georgia House of Representatives.

Smyre is the longest-serving member in the state’s history, and he is only the seventh African American to have such a distinction. The ceremony was attended by former Georgia governors, lieutenant governors, a United States congressman, friends, family, and colleagues — many of whom spoke of Dean Smyre’s contributions to Georgia’s political landscape. Former Gov. Roy Barnes and former Gov. Sonny Perdue were among those attending, and former Gov. Joe Frank Harris also shared a heartfelt letter read during the event. Dean Smyre’s legacy will be immortalized at the State Capitol for future generations to admire.

We also took time to celebrate Lunar New Year at the Capitol, a significant cultural holiday observed by many across Asia. Lunar New Year marks the start of a new year based on the lunar calendar. The celebration, featuring a lion dance, was organized by the Georgia Asian American Pacific Islander Legislative Caucus (AAPI), of which I am a member. During the celebration, several House Resolutions were presented to members of the AAPI community to honor and recognize their accomplishments. Among those recognized was the first Indian female Olympian to win gold in track and field in 1954. The Chinese-American Business Association of Atlanta was also celebrated on their 32nd anniversary of serving the Atlanta area. 

And I was grateful to see several advocacy organizations at the ropes. I am passionate about gun safety and I love it when the Georgia Majority for Gun Safety comes to lobby. I loved the opportunity to speak with the incredible advocates with Fair Districts. And I can never pass up a photo with my Georgia Tech friend Buzz.

Welcome to a new week at the Georgia Capitol.

As is the practice, the Legislature was in recess the week after the first week of a session – the same week as the Martin Luther King Jr. holiday. It’s during that week that members of the House Appropriations Committee hear the funding requests from the heads of Georgia’s many state agencies. Agency heads make their pitches both for spending for the rest of this fiscal year and for the fiscal year that starts on July 1.  Members of the House Appropriations Committee can ask about whether previous funding has been effective and used resourcefully.

As usual, the Capitol was closed for the MLK holiday on Monday. But we also lost two days and a few hours in the morning of a third meeting day because of winter weather. So not much happened – even in the House Appropriations Committee meeting room.

Consequently, the committee that is charged with producing the first draft of the state’s $36 million spending plan will be making up for that lost time between floor sessions, already-scheduled committee meetings, and other legislative work.

Monday is packed with committee meetings, including for individual sub-committees of the full Appropriations Committee. Not much legislation will be discussed at those Monday committee meetings since we are so early in the process.

Still, Monday, in reality, will be the beginning of our legislative work. Stay tuned; we ramp up quickly.

Since there is little to report on legislative work, I am using this edition of the Draper Paper to remind you of two asks I made in last week’s newsletter.

A day at the Legislature is a wonderful opportunity for your youngsters to discover their love for our government and to understand how they can impact our world.

I am looking for students who are at least 12 years old to serve at pages for a day or part of a day.

Pages are on the front lines of the legislative process, and will have the opportunity to meet our state’s decision makers. It’s a lesson in lawmaking that is not as abstract as the civics lessons they get in their classrooms.

What an honor it was to have my kids and family by my side to swear in for my second term!

We’re one week into the 40-day session and, as usual, the first week is mostly ceremonial with members sworn in, the governor offering his legislative and spending hopes, and Republican House leaders handing out seating and committee assignments.

This session had a lovely start with a moment of silence to remember the passing of Georgia native son President Jimmy Carter.

But then House Republicans pushed through a new set of procedural rules that limit the topics legislators can speak about from the House floor, the time they have to speak, and the number of bills they can file. 

The week concluded with a shunned-by-his-own party Republican, Senator Moore, getting arrested after he tried to enter the House chamber from which he had been banned for insulting the late Speaker of the House.

I want to be clear that I found Sen. Moore’s words about the former Speaker, and his choice to make his remarks in front of the late Speaker’s grieving family, abhorrent. It’s not a choice I would have made. But should Senator Moore have been punished for speaking out and challenging authority? I may not have a lot in common with the far right members of the Republican party, but in this incident I saw the outline of a common struggle: when we – whether it’s Democrats or Republican outliers like Sen. Colton Moore–  challenge those who are in charge of the legislature, they try to silence us. The recently passed House rules are but another example of them trying to shut us up rather than engage with different points of view. 

The Republicans in charge will try to evade the perception of authoritarianism by couching their tactics as necessary to maintain civility and decorum. Well, I think civility and decorum are important and have their place. But where is the civility in not expanding Medicaid and allowing rural hospitals to close down? Where is the decorum in watching Black maternal death rates rise and not meaningfully intervening?  Where is the decency in mourning the loss of life at Apalachee High School, but refusing to make gun safety a legislative priority?

On this day of Rev. Dr. Martin Luther King, Jr. remembrance, I recall his prescient words: 

May we all maintain his moral clarity over the next 40 legislative days.

First, I'm proud to share that my House colleagues selected me to be the minority party’s Chief Deputy Whip for the 2025-26 term.

As a member of the leadership team, I’ll have a central role in designing and executing our strategic vision. The direction of our caucus (and of the Georgia Democratic Party more broadly) is something I’ve given a lot of thought to, and I’m grateful my colleagues have entrusted me with helping lead us into these next pivotal years.

Of course, we are still the minority party, but we are stronger than in previous years. The 2024 election brought us closer to parity; Democrats now hold 80 House seats while the Republicans control 100. 

Because Republicans also control the Georgia Senate and the Governorship, they maintain the GOP trifecta that they have enjoyed since 2005.

But with Republicans beholden to private interests and refusing to move on the issues the majority of Georgians care about, our opportunity to flip the House is closer than ever.  

House Democrats are laser focused on breaking up the Republican trifecta so that the needs and issues of all Georgians – like my friends in House District 90 -- will be addressed at the Capitol.

Thrilled to be a member of this stellar leadership team for the 2025-2026 term.

Wouldn’t it be nice if these righteous remarks from our Governor were about gun safety rather than what they were about– tort reform?

The Speaker of the House has expressed some openness to passing gun safety legislation this term, but he is under a lot of pressure to do nothing or take half measures. I will do what I can to keep this issue front and center this session, and welcome your help. There are incredible gun safety advocacy groups already hard at work, and they need your support. On the heels of the deadliest school shooting in our State, parents and families are scared, and want action now. In the words of Governor Kemp, “there’s no room for excuses, half-measures, or failure.”

Democrats have already filed an impressive slate of gun safety bills. I’m proud to be a co-sponsor on several.

I’ll get right to the point. We need your help this weekend. The margins in Georgia are razor thin, and YOU have the ability to change the course of history. Truly.

As we do every week, we will launch volunteers from Candler Park. We offer training, materials, and the opportunity to pair up with others if you come alone and you’d like a partner.

We knocked over 3500 doors last week! And we had blast. And this week, we have an ambitious plan to hit double that number of doors!

But we are changing things up a little.

1. In addition to volunteers who are willing to engage in conversations with voters at the doors, we are looking for folks who will simply drop off literature. No speaking involved! This is the perfect option for our more introverted friends.

2. In addition to shifts on Saturday (10 am - noon) and Sunday (1 - 3 pm), we’re offering a shift on Monday (10 am), too.

Yes, I know, Georgia voter turnout has been off the charts. And that’s GREAT.

But allow me to bring us all back down to earth. Turnout has been up across all Georgia— not just in Democratic strongholds. And speaking of Democratic strongholds, we’ve actually been underperforming. That includes right here in deep blue DeKalb County. Turning out an additional percentage point or two in DeKalb could absolutely make the difference in this election.

Should you freak out? Is the race is over? HECK NO. It’s not too late to do something.

If you haven’t already, please vote. This is a great week to get it done. This weekend is the LAST WEEKEND OF VOTING. Here are my recommendations on the ballot questions.

8% of Georgia voters are still undecided (🤯, I know). But that means victory is within the margin of EFFORT. What are you doing to help reach these voters? And convince them to go to the polls for VP Harris?

I know many constituents are deeply concerned about the health of the Okefenokee Swamp, and the Georgia legislature’s refusal to consider legislation that would protect this precious gem from nearby mining.

Well, I have some encouraging news from the U.S. Fish and Wildlife Service.

The Service is seeking public input on the proposal through Nov. 18, 2024 via email to Okefenokee@fws.gov.  Additionally, a public meeting will be held Nov. 12, 2024, from 6:30 – 8 p.m. at the Charlton County Annex Auditorium, 68 Kingsland Drive, Folkston, Georgia.

Dear Friends, 

In person early voting has started in Georgia! I’ve been telling everyone I know to cast their vote early- it’s the single highest impact thing you can do to help Democrats win this election. 

And oh boy did you all deliver. We SHATTERED first day voter turnout records for previous years. Over 300,000 Georgians cast their ballot Tuesday. Compare that to 136,000 casting a ballot on the first day of early vote in 2020! The second day pushed us past 581,000 total for the two days!

We’ve got to keep it up. The more we can do to take the pressure off election day, the better off we are. From now through November 1, tell everyone you know to go vote early! 

DeKalb voters, you have 20 early voting sites to choose from. Remember, you can vote at any polling location in your county during early voting. If you wait until Election Day (please don’t!), you have to go to your assigned polling place or your vote may not count.

Last week the Georgia State Election Board met yet again, the latest installment in its 2024 miniseries, “How to undermine confidence and sow chaos in the election you’re terrified of losing because you support a nutso candidate.” It’s a working title.

As you’re likely aware, they’ve been approving a number of eleventh-hour election rule changes over the strong opposition of election workers, their own attorney(!), and folks on both sides of the aisle with common sense. 

But during their meeting last week, they were up to something a little different. Specifically, they are back to throwing jabs at Fulton County and setting the stage for a potential takeover attempt. The Pitbulls passed a resolution to subpoena a mountain of Fulton’s 2020 documents for their inspection (yes, you read that right. They are still talking about the 2020 election). Fulton has already told them many of the documents are not available; when they say this again, the Pitbulls will continue with their running narrative that Fulton doesn’t cooperate and is not transparent, which they will point to as justification for whatever heavy-handed steps they try to take next.

The SEB also released a report of their sham “investigation” into whether Democratic counties were properly rejecting voter challenges. Spoiler alert– the report concluded Democratic counties were illegally and arbitrarily rejecting the voter challenges. 

The person who performed the so-called investigation, SEB Executive Director Mike Coan, admitted he didn’t understand the voter challenge laws, and didn’t even take into account relevant Federal laws, but nevertheless felt confident enough to publicly report his findings. They will use the results of this report to adopt voter challenge guidance to give to the counties, and that may inform legislation in 2025. The end goal is to remove eligible voters from the rolls.

After hearing the results of the “investigation,” I was deeply dismayed. It was clear the investigation was unprofessional, uninformed, and performative. I got to give the board my thoughts, and as you can see in the video, some of the Pitbulls did not want to hear it. What you can’t hear on the video is the heckling from the audience. These meetings are wild, and you’ve got to be there to believe it!

If you follow the Draper Paper closely, you know I’ve been warning folks about the weaponization of the voter challenge statutes since December 2020, when over 320,000 Georgia voters were frivolously challenged days before the 2021 Senate runoffs. Since then, vigilante voter challengers with ties to the far right and the Trump camp have been filing mass (hundreds, sometimes even thousands at a time), frivolous challenges in heavily Democratic areas. Yet barely one percent of people called into question have been removed from the rolls.

It’s unsurprising that their challenges have been largely unsuccessful at removing voters. Challengers don’t know the voters they are challenging, so the “evidence” they provide in support of their challenges rarely meets the legal threshold to remove voters from the rolls. The challengers depend on shoddy tools like Eagle AI to generate their challenge lists, which draw from inaccurate and unverified data sources.      

But even though the challenges may not be successful, they still have a deleterious effect. Counties, usually Democratic counties since that’s where the mass challenges are being filed, expend precious and limited resources processing challenges, and challenged voters can be left feeling intimidated or as if they did something wrong.

My guess is that with the change of the State Election Board’s composition, the vigilante voter challengers got greedy. It was no longer enough to simply burden election offices and confuse voters, they wanted these folks removed from the rolls too. Rather than appealing voter challenge decisions they didn’t agree with to the Superior Court, the prescribed process for appealing voter challenge decisions (and who would want to allow both sides to provide evidence and arguments to a neutral arbitrator, anyway?) – they went to their buds at the SEB and demanded an investigation.  And unsurprisingly, the SEB obliged, producing this sham report within days of the request.

There’s nothing normal about the influence election deniers and conspiracy theorists are exerting on our State Election Board right now. Keep paying attention and calling it out! And keep calling out the “mainstream” elected leaders who are just allowing this to happen on their watch (ahem, Governor Kemp).

I expect there will be one more SEB meeting before Election Day.  I’ll be sure to put out the word once that meeting is announced.

When you go to vote, you’ll see at least three ballot questions on your ballot. I’ve been getting a lot of questions on these, so here are my thoughts (these aren’t straightforward!). 

Proposed Constitutional Amendment 1

What you'll see on the ballot:

Provides for a general law state-wide homestead exemption that may differentiate among political subdivisions. (House Resolution no 1022). Ga. L. 2024, p. 1191

 "Shall the Constitution of Georgia be amended so as to authorize the General Assembly to provide by general law for a state-wide homestead exemption that serves to limit increases in the assessed value of homesteads, but which any county, consolidated government, municipality, or local school system may opt out of upon the completion of certain procedures?"

The first proposed amendment would cap the amount that property assessments can increase over time and could make the approach to taxes more uniform across the state.  Counties could opt out, but would need to follow some pretty complex procedures. The impact would depend in part on how counties/municipalities made up revenue if they needed it (there is reluctance to raise tax rates, so they might implement additional sales taxes–which are generally more regressive than property taxes).  Got it?  There are pros and cons–which is why I supported the resolution during session but I am now recommending (and planning) a “no” vote.  

Proposed Constitutional Amendment 2

What you’ll see on the ballot:

Provides for a state-wide Georgia Tax Court. House Resolution No. 598. Ga. L. 2024. p. 1189

"Shall the Constitution of Georgia be amended so as to provide for the Georgia Tax Court to be vested with the judicial power of the state and to have venue, judges, and jurisdiction concurrent with superior courts?"

The second statewide referendum to create a statewide Georgia Tax Court which means the current "tax tribunal" would move from the executive branch of government to the judicial branch. The tax court, like the tax tribunal, would hear such things as challenges to denials of state tax refunds or tax assessments.

Advocates explain that this is really an operational change that puts tax court appeals in the hands of a court with appropriate tax law expertise and familiarity with the appeals process.  This resolution passed unanimously in both the House and the Senate; I voted to support this measure and recommend a “yes” vote.     

Proposed Statewide Referendum Question

What you'll see on the ballot:

Raises the amount of tangible personal property tax exemption from $7,500 to $20,000. House Bill No. 808. Act No. 581 GA. L. 2024, p 696

 “Do you approve the Act that increases an exemption from property tax for all tangible personal property from $7,500.00 to $20,000.00?”

The referendum question would increase the exemption on personal property, which includes business inventory and farm machinery, from $7,500 to $20,000. It would not apply to cars, trailers or motor homes.  Advocates explain that the personal property tax can be a burden for small businesses, but the bill would allow the exemption for luxury yachts too. I voted against the measure because I believe efforts to reduce tax burden should be focused on those for whom that burden is greatest and recommend a “no” vote.

And of course, don’t forget to vote all the way down the ballot! There are important City Council races (for those of you within Atlanta City boundaries–some information about those candidates here) and Dekalb County Races (some info here on the candidates for District 3). If you’re voting absentee, please return your ballot as soon as you can. While you can mail it in, I STRONGLY encourage you to drop it off in person. DeKalb voters can return their ballots at ANY early voting location (please note, this is a county by county decision). 

And remember, even if you requested an absentee ballot, you still have the option to vote early in person. Just let the clerk know you’d like to cancel your mail in ballot when you go vote. I recommend voting in person if you can.

Come knock doors with us this weekend! Conversations with voters really make a difference. A lot of people don’t know where to go to vote early– and your conversation gives them the tools they need. 

If you’ve been on the fence about joining us, the time to join is NOW!  We train you, partner you up if you want a buddy, and give you all the materials you need.  All you need to do is sign up and show up.  

We meet in Candler Park every Saturday at 10 am and every Sunday at 1 pm. We won’t send you too far– which means you can knock doors with us and still get back to your weekend plans.
