However, even repaired notes are frequently rejected by merchants, creating a spiral where money loses value not through inflation but through physical deterioration.</p><p class="paragraph" style="text-align:left;"><b>Digital Payment Systems Under Pressure</b></p><p class="paragraph" style="text-align:left;">The Palestine Monetary Authority launched the IBURAQ instant payment system in May 2024 to address the liquidity crisis. Electronic wallets, particularly PalPay, became crucial alternatives to physical cash. By mid-2024, the system attracted approximately 500,000 users, a quarter of Gaza&#39;s population.</p><p class="paragraph" style="text-align:left;">However, these digital solutions faced severe constraints. Israeli authorities sent warnings about potential misuse of e-wallets by militants, leading to transaction limits being reduced from 3,000 to 500 shekels daily and the suspension of new account registrations. Additionally, frequent power outages, telecommunications infrastructure destruction, and limited internet connectivity severely restricted the utility of digital payment systems.</p><p class="paragraph" style="text-align:left;"><b>Cryptocurrency as a Lifeline</b></p><p class="paragraph" style="text-align:left;">In this environment, cryptocurrencies like Bitcoin and Tether (USDT) emerged as alternative financial tools. Humanitarian aid workers and civilians began receiving donations in cryptocurrency, which could be converted to local currency through informal exchange networks. One aid worker described receiving USDT donations that enabled food distribution campaigns that &quot;wouldn&#39;t be possible&quot; through traditional financial channels.</p><p class="paragraph" style="text-align:left;">One great example of this is <a class="link" href="https://www.cryptogaza.com/?utm_source=internet.beehiiv.com&utm_medium=newsletter&utm_campaign=genocide-for-sale-gaza-s-engineered-financial-collapse" target="_blank" rel="noopener noreferrer nofollow">Crypto Gaza</a>, an initiative led by <a class="link" href="https://x.com/Loopifyyy?utm_source=internet.beehiiv.com&utm_medium=newsletter&utm_campaign=genocide-for-sale-gaza-s-engineered-financial-collapse" target="_blank" rel="noopener noreferrer nofollow">Loopify</a>. It&#39;s a crowdfunder that anyone can donate to via a Solana or Ethereum address. In a short span of time it has gained close to ~$2M in donations, with the largest funders donating upwards of $600K+ while remaining anonymous. The donations are tracked live on their website, updating based on transactions sent to the wallets. Aid is distributed in coordination with Human Appeal, a major charity organization based in the UK, and evidence of distributions are shared publicly with location, images and dates.</p><div class="image"><img alt="" class="image__image" style="" src="https://media.beehiiv.com/cdn-cgi/image/fit=scale-down,format=auto,onerror=redirect,quality=80/uploads/asset/file/047791a1-101a-4294-842a-9341b1835b40/image.png?t=1760976226"/></div><p class="paragraph" style="text-align:left;">The coordinator of Crypto Gaza, Loopify, shared his experience and insights with us on organizing this crowdfunding campaign that showcased the beauty and ease of using cryptocurrency to help with a humanitarian cause, “A lot of people either unable to send large amounts of money or who hold most of their money in cryptocurrency want to help but don&#39;t have the correct rails to do so. It also shows the transparency in numbers, anyone can see what is being sent and what is going out.”</p><p class="paragraph" style="text-align:left;">In preparation of this article, we also had a chance to catch up with <a class="link" href="https://x.com/katalunia030?utm_source=internet.beehiiv.com&utm_medium=newsletter&utm_campaign=genocide-for-sale-gaza-s-engineered-financial-collapse" target="_blank" rel="noopener noreferrer nofollow">Katalunia</a>, founder of ethevacuations and a startup builder in the Ethereum ecosystem, who shared her experiences of fundraising for Gazans’ safe passage via cryptocurrency: </p><p class="paragraph" style="text-align:left;">“Prior to October 2023, there was already a payment system in place for crossing through Rafah. Prices had changed over time but were relatively stabilized to around $300. Initially in late 2023 Rafah was open for Gazans with other citizenships, they could leave if they coordinated with their embassy to cross the border, but this was obviously very cruel as many passport situations exist within Palestinian families, citizenships can’t always be inherited or shared (the wife has a passport but not the husband, a mother had a passport but couldn’t leave her children). In early 2024 this expanded to anyone, $5000 for adults, $2500 for a child. For many Gazans this was the first time they had even left the Gaza Strip.</p><p class="paragraph" style="text-align:left;">I cashed out my own USDC to help a friend leave in February of 2024, and had the idea to start ethevacuations to raise money for these insane fees as many Gazans had started gofundme campaigns since this kind of money was out of reach for the majority of people living there. The political situation had changed just enough to be able to start raising this money and it was a high cycle moment where I was able to tap into “memecoin season” and people feeling rich under favorable market conditions. I swapped these volatile tokens into stablecoins to safeguard funds ASAP.”</p><p class="paragraph" style="text-align:left;">Katalunia ended up raising enough funds via ethevacuations to support 14 families; 58 adults and children were registered to evacuate, and 26 completed evacuations.</p><p class="paragraph" style="text-align:left;">Katalunia continued, “USDT on Tron is the preferred network and stablecoin. One anecdote that speaks to the importance of a solution like OfflinePay is that one night a friend was suggesting leaving their house to get a stronger internet signal to check a test payment, but that would have meant leaving their house during active bombardment - people were so desperate, and I had to say no and say ‘I’m praying that you survive tonight and we’ll sort the money tomorrow.’</p><p class="paragraph" style="text-align:left;">One obstacle to my efforts was that I couldn’t onboard people to crypto while they were tired and had their faculties challenged by sleep deprivation, hunger, thirst, trauma. It’s not always possible to use crypto. Rafah closed with the invasion in May 2024, and it has been nearly impossible for anyone to leave Gaza since then. My hope now with the ceasefire agreement is that Rafah will reopen and those who wish to leave can once again do so.”</p><p class="paragraph" style="text-align:left;">Despite impactful and important efforts of people like Loopify, Katalunia, and an inspired community of cryptocurrency investors and enthusiasts, cryptocurrency adoption still remains limited due to low general awareness, technical barriers, onboarding and onramping difficulties, and as previously mentioned, the need for stable internet connectivity, a luxury in Gaza&#39;s current conditions. However, the destruction of communication networks and displacement of populations has likely disrupted these traditional networks.</p></li><li><p class="paragraph" style="text-align:left;"><i>Informal Trading Networks: </i>Local markets have developed informal exchange mechanisms where goods are traded directly for services or other commodities. Some grocers and retailers have begun operating as informal money changers, though they typically demand substantial premiums for their services.</p></li><li><p class="paragraph" style="text-align:left;"><i>Black Market Operations: </i>The collapse of formal economic structures has created space for black market operations controlling essential commodities. From the flooded streets of Jakarta to the scorched hills of California, no one was immune. Asia endured heatwaves that claimed 5,000 lives, Africa faced droughts leaving 25 million without water, and the United States weathered storms so destructive that damages topped $100 billion in a single season.</p><p class="paragraph" style="text-align:left;">These aren’t rare events, they’re relentless. The United Nations warns that by 2030, the world could see 560 major disasters every year, a staggering rise fueled by climate change and crumbling infrastructure. We are sleepwalking into a future where disasters are hitting us harder and more often, and our infrastructure is not keeping pace with the reality of the climate crisis. Entire cities are plunged into darkness and silence just when help is needed most. Hospitals grind to a halt. Emergency calls go unanswered. Families are cut off, unable to find help or each other.</p><p class="paragraph" style="text-align:left;">This isn’t a distant threat. It’s happening now, everywhere. When these lifelines fail, the consequences for affected communities can be devastating.</p><p class="paragraph" style="text-align:left;">Extreme weather calamities like hurricanes, wildfires, ice storms, and heatwaves frequently cripple power grids. Outages are often triggered not by a lack of electricity, but by damage to transmission and distribution lines from wind, flooding, or falling trees. During the 2021 Texas freeze, nearly 5 million people lost power for four days, with tragic outcomes as the grid buckled under simultaneous failures in supply and delivery. “We were left to fend for ourselves, burning furniture to stay warm,” one Houston resident told The New York Times. Hurricane Maria in Puerto Rico caused the longest blackout in U.S. history, lasting up to 270 days for some residents and destroying 95% of cell towers. “It was like living in the 1800s,” recalled San Juan resident Maria Rodriguez to NPR. “No power, no water, no way to call for help.”</p><p class="paragraph" style="text-align:left;">Aging infrastructure and lack of resilience planning compound these risks, leaving millions in the dark when they most need light and heat. The U.S. Department of Energy warns that more than half of American infrastructure is at risk from natural hazards.</p><p class="paragraph" style="text-align:left;">When power fails, so do communications. Cell towers, reliant on electricity and backup fuel, quickly go offline. After Hurricane Maria, 95% of Puerto Rico’s cell towers were destroyed, isolating communities for weeks and causing communication failure rates as high as 90%. In Haiti’s 2010 earthquake, toppled towers and damaged cables left survivors unable to call for help or check on loved ones. “We felt completely abandoned,” said survivor Jean-Baptiste Pierre to Reuters. During Hurricane Katrina, the New Orleans 911 system was down for days, and agencies struggled to coordinate without interoperable radios or unified reporting systems. In wildfires and other emergencies, incompatible equipment and lost radio towers have left first responders unable to relay life-saving information. “We were flying blind,” said a Louisiana emergency manager to The Washington Post. “We couldn’t talk to our own teams, let alone coordinate with the state.”</p><p class="paragraph" style="text-align:left;">Disasters often hit the most vulnerable communities hardest, deepening inequalities. “The poorest always suffer the most,” said World Bank disaster risk specialist Francis Ghesquiere. “They have the least protection and the hardest recovery.” And when official systems fail, people turn to whatever works—social media, radio, and word-of-mouth. In Haiti, survivors and diaspora used local radio to share news and check on families. After Maria, Puerto Ricans drove for hours seeking a signal, relying on community networks more than formal channels. “We became our own first responders,” said community leader Carmen Yulín Cruz. “Neighbors helping neighbors, using whatever tools we had left.”</p><p class="paragraph" style="text-align:left;">Disasters consistently reveal the limits of centralized, traditional infrastructure. Power and communications networks, vital for safety, rescue, and recovery are often the first to fail, leaving communities isolated and vulnerable. The numbers are only rising: more disasters, more damage, more lives upended. Building resilience means not just hardening infrastructure, but empowering local, flexible, and redundant ways to stay connected when it matters most. During periods of unrest, authorities have restricted or shut down internet service, limiting both domestic and international communication. For example, during widespread protests over a fuel-price increase in November 2019, the government cut off access to external web portals. According to reports from organizations such as Amnesty International, security forces used lethal force during these protests, with estimates of the number of people killed varying widely; some sources reported over 1,500 deaths.</p><p class="paragraph" style="text-align:left;">In September 2022, protests erupted across Iran following the death of 22-year-old Mahsa Amini, who died after being detained by the country’s “morality police.” In response to internet restrictions, human rights activists outside Iran began efforts to help protesters communicate, including attempts to provide alternative internet access.</p><p class="paragraph" style="text-align:left;">In Ukraine, following the Russian invasion in 2022, Starlink satellite internet was deployed to help restore connectivity in areas where traditional infrastructure was disrupted. The U.S. government and its allies provided thousands of Starlink terminals, and SpaceX, the company that operates Starlink, donated 3,667 terminals and covered the subscription fees for a period of time.</p><p class="paragraph" style="text-align:left;">According to activists involved in efforts to supply Starlink equipment to Iran, the cost per device can be around $700, and the total expenses—including shipping and smuggling—can reach up to $200,000 for 100 devices. <b>100 devices is not nearly enough to create an alternate internet.</b> Negin Farhadi <i>(name changed for privacy)</i> also recounted in conversation with us how she watched affluent peers risk arrest using smuggled Starlink terminals. Meanwhile, her student group used a mesh based messaging app to organize rallies. “Police raided apartments with satellite dishes, but our phones were invisible,” she recalled.</p><div class="image"><img alt="" class="image__image" style="" src="https://media.beehiiv.com/cdn-cgi/image/fit=scale-down,format=auto,onerror=redirect,quality=80/uploads/asset/file/a8710186-192e-493b-ae91-c1c324f1ae02/image.png?t=1748356239"/><div class="image__source"><span class="image__source_text"><p>The words “S.O.S. Necesitamos Agua/Comida,” which translates to “we need water and food,” were written on the pavement of the small town of Humacao.</p></span></div></div><p class="paragraph" style="text-align:left;">When Hurricane Maria struck Puerto Rico in 2017, it severely damaged the island’s infrastructure, including about 95% of its cellular towers, leaving many residents unable to communicate. In response, some residents painted SOS messages on roads to seek help. The World Bank estimates that approximately 260 million people are affected by natural disasters each year, and many of these individuals lack access to reliable communication infrastructure. <span style="color:rgb(45, 45, 45);font-family:Helvetica, Arial, sans-serif;font-size:16px;">Starlink’s 12,000 satellites orbit 550km above Earth, but their promise of universal connectivity is grounded in privilege.</span></p><ul><li><p class="paragraph" style="text-align:left;"><b>Cost:</b> Starlink’s service costs vary by region, but in many countries, the monthly fee is around $120, with hardware costing about $599 (as of 2024). This price can be prohibitive for people in low-income regions.</p></li><li><p class="paragraph" style="text-align:left;"><b>Power Requirements:</b> The Starlink terminal requires a stable power supply (around 40-50 watts). During prolonged power outages, such as Puerto Rico’s months-long blackout after Maria, maintaining power for internet terminals is a significant challenge.</p></li><li><p class="paragraph" style="text-align:left;"><b>Hardware Logistics:</b> Delivering and setting up Starlink hardware in disaster zones can be difficult due to transportation and fuel shortages.</p></li><li><p class="paragraph" style="text-align:left;"><b>Weather Vulnerability:</b> Satellite internet, including Starlink, can experience signal degradation during heavy rain (known as “rain fade”), which may affect connectivity during storms.</p></li></ul><p class="paragraph" style="text-align:left;"><b>Offline Protocol is building the alternate internet via mesh networks.</b></p><p class="paragraph" style="text-align:left;">After the 2010 earthquake in Haiti, some projects explored the use of mesh networking with smartphones to create local communication networks without relying on traditional infrastructure. The Serval Project, for instance, developed software to enable Android phones to communicate directly with each other in a mesh network. Survivors were connected successfully only using smartphone enabled mesh networks—no satellites, no subscriptions. While Starlink depends on limited-capacity orbital hardware, mesh-based solutions like Offline Protocol transform 7 billion smartphones into an infinitely scalable lifeline that thrives in chaos and congestion.</p><p class="paragraph" style="text-align:left;">During the 2019 Hong Kong protests, mesh networking apps like FireChat were used to maintain communication when internet access was restricted. Apps like FireChat were downloaded 460,000 times in a week, while products from Bridgefy saw a 4000% surge in usage. Similarly in Myanmar, following the 2021 military coup, authorities restricted internet access and social media. Some individuals used Bluetooth file sharing and USB drives to distribute information and educational materials.</p><p class="paragraph" style="text-align:left;">At Offline Protocol, we see the inherent value of mesh networks and hyper-local peer-to-peer connectivity.
