County Commission Growth Vote (07/28)

At Tuesday's County Commission meeting on July 28, commissioners voted on a proposal that could have affected future growth throughout Citrus County.

Commissioner Diana Finegan proposed removing a provision from the Land Development Code that allows Planned Unit Developments (PUDs) greater flexibility in meeting green space requirements. She argued the change would better protect open space. Commissioner Barek joined her in support.

Commissioners Kinnard, Davis, and Bays voted to keep the current policy in place, and the proposal failed. Supporters of the existing policy argued it provides flexibility for future development.

This issue extends beyond data centers. It also affects future housing developments, industrial projects, and how growth is managed throughout Citrus County.

Two County Commission seats will be on the ballot during the August primary election. The decisions made by the County Commission will continue to shape the future of Citrus County for years to come.

Chapter One:  Stopping the Holder Park Data Center

Chapter Two: Watching Land Use Countywide

Last month, the Planning and Development Commission voted 7–0 to deny the rezoning of more than 800 acres for the Holder Park data center, and the Board of County Commissioners refused to grant a continuance. Facing that outcome, Deltona Corporation withdrew its application.

That result belongs to this community. Hundreds of residents signed petitions, attended meetings, and made their voices heard before county commissioners. We're grateful to everyone who took part.

But this fight also taught us something: by the time most residents learned about the Holder Park proposal, it was already well into the approval process. We don't want to be in that position again.

So, in addition to monitoring new data center applications and advocating for stronger land development regulations, No Data Center Citrus is becoming something broader. We're staying organized—not around one project—but as an ongoing watchdog for land use, zoning, and development decisions across Citrus County.

That means:

  • Spearheading restrictions on all data centers larger than 3 MW in Citrus County. (Three megawatts represents the upper end of the size typically used by businesses, hospitals, universities, and similar institutions.) Learn more about Florida data center bans here.

  • Proposing stronger ordinances and land development regulations governing all data centers in Citrus County.

  • Monitoring PDC and BOCC agendas for rezoning and land use proposals before decisions are finalized.

  • Reviewing proposed ordinance changes that affect how land may be used.

  • Informing residents early, so the public has a genuine opportunity to participate—not merely react.

  • Organizing public meetings and coordinating public comment opportunities when significant proposals arise.

Our mission is growing into what it was always meant to be: ensuring Citrus County residents have a meaningful voice in decisions affecting our land, water, and community.

Here's what's next: a new petition supporting restrictions on future data center development (coming soon), a refreshed website reflecting our expanded mission, and ongoing updates as we monitor development activity throughout Citrus County.

Dear Friends and Fellow Advocates,

We are thrilled to share a major victory for Citrus County: Deltona Corporation has formally withdrawn its rezoning applications for the Holder Industrial Park — the applications that would have paved the way for a data center on over 800 acres of our rural agricultural land.

On Tuesday, June 23rd, our intervener Michael Hill notified us that Deltona submitted a formal letter to Citrus County withdrawing applications CPA-AA-2025-000013 and CPA-2025-000012 concerning the Holder Industrial Park. This means the data center proposal is dead. Deltona cannot pursue rezoning under these applications. Any future application would be subject to the county's existing moratorium and new data center regulations currently being developed. Florida Politics

How We Got Here

This victory was built on months of tireless community effort — and it accelerated dramatically in the past two weeks.

On June 18th, the Planning and Development Commission (PDC) concluded an eight-hour public hearing and unanimously recommended denial of Deltona's rezoning application. Dozens of Citrus County citizens from across the county showed up and spoke out. Chronicle Online | Tampa Bay Times

Then, in what many viewed as a political maneuver, Deltona's attorney sent the county a letter asking that a scheduled July 14th County Commission public hearing be delayed until after the election, citing concerns about a pending constitutional amendment. Citizens and observers widely interpreted this as an attempt to shield commissioners from public pressure ahead of the primary. Commissioner Finegan added Deltona's request to Tuesday's County Commission agenda, stating the board shouldn't wait until July 14 to decide. Florida Politics

Then on Monday, June 21st, in a special emergency meeting called by Commissioner Finegan, county commissioners unanimously denied Deltona's request to continue consideration of the application until November. The public once again filled the chambers and made their voices heard loud and clear. Chronicle Online

One day later, Deltona withdrew.

County Attorney Denise Dymond Lyn confirmed that because the application has been withdrawn, any new application Deltona submits would fall under the moratorium and new guidelines. As Commissioner Holly Davis noted: "I think this is good news because now they are under the moratorium for data centers." Florida Politics | Chronicle Online

What Comes Next

We are declaring this a victory — and you should too. Your presence at public meetings, your letters, your signs, your calls, and your voices made this outcome possible.

That said, our work is not finished. There are still critical land use policy changes being considered that require close public scrutiny, and No Data Center Citrus will continue to monitor and engage. We expect to have additional announcements on that front in the coming week.

We will keep an eagle eye on LDC ordinances related to Data Centers, and build towards a county-wide ban on all data centers in Citrus County so that this cannot happen again.

We Won the Battle, but the Fight Goes On.

Deltona Corporation Seeks Continuance of July 14 Board of County Commissioners Vote; Residents Urged to Attend Thursday's PDC Meeting

CITRUS COUNTY, Fla. — No Data Center Citrus County (NDCC) has learned that Deltona Corporation has requested a continuance of the Board of County Commissioners (BOCC) vote on its proposed rezoning and expansion of the Holder Industrial Park (HIP) for a hyperscale data center, originally scheduled for July 14, 2026. If granted, the vote would be pushed to the second BOCC meeting in November — after the upcoming elections and near the Thanksgiving holiday, a time when many residents are traveling and less able to participate.

The Planning and Development Commission (PDC) will take up the continuance request at its meeting tomorrow, Thursday, June 18, 2026, at 9:00 a.m., at 3600 W. Sovereign Path, Room 166, in Lecanto. NDCC is urging residents to attend in person.

Ahead of the meeting, NDCC's planner and intervenor submitted a letter to Joanna Coutu, Director of Citrus County's Land Development Division, opposing the continuance request.

"We need everyone there tomorrow morning," said Jason King, spokesperson for No Data Center Citrus County. "Deltona asking for a delay tells us they're feeling the pressure and may be worried their application won't hold up to scrutiny. This is exactly the moment to keep that pressure on, not ease off it. Show up, wear your No Data Center shirt, and make your voice heard."

NDCC will continue to share updates as they become available and is encouraging supporters to attend tomorrow's meeting in large numbers.

News Alert: Questions Mount Over Betz Farm Vote and Citrus County Commission Conduct

The recent Citrus County Commission meeting regarding the Betz Farm issue erupted into controversy, confusion, and public outrage — raising serious questions about transparency, legality, and political influence in local government.

During the meeting, commissioners were reportedly warned multiple times on the public record that certain actions could violate Florida law. Allegations and concerns raised by attendees and observers included:

Citrus County Planning and Development Meeting

This is the meeting where amendments to the land development code—including language that could allow data centers—may be considered.

If those changes move forward, it will have serious long-term implications for Citrus County.
